CALL TO ORDER
The meeting was called to order by Chairman Jacobson at 8:00 p.m.
APPROVAL OF MINUTES
On a motion made by Ms. Washington, seconded by Mr. Spagnola, the Minutes of the September 17,
1998 meeting were unanimously approved.
IOW Mr. Immerman said, as a point of information regarding the color of the signage on Mrs. Green's Market,
that the colors are red in the shopping center of the Fine Arts Movie Theatre on Central Avenue, at which
time a discussion ensued regarding same.
Chairman Jacobson read the application as follows:
CLOCK TOWER ASSOCIATES/Robert Stanziale-2 Madison Avenue-Block 133 Lot 602-facade
(adjourned 7/16/98; 8/20/98; 9/17/98)
Mr. Jacobson said Mr. Carpaneto advised him that Mr. Stanziale has withdrawn this application and will
not be appearing this evening.
Chairman Jacobson read the next application as follows:
INTERNATIONAL HOUSE OF PANCAKES/Laszlo Farkas-1375 Boston Post Road-Block 411 Lot
196.1 - sign
Portia DeGast, the owner of the International House of Pancakes, appeared. Ms. DeGast called the
Board's attention to the sign material submitted.
Ms. Washington asked if the sign meets the requirements of the sign ordinance, regarding amount of
illumination.
Mr. Carpaneto said yes.

Mr. Jacobson asked what color the sides of the box are, and are they solid or translucent. They are not
shown in the presentation.
Ms. DeGast said the color is the same as it is shown on the picture submitted. It is blue.

Mr. Jacobson asked if the sides and top are painted aluminum.
Ms. DeGast said that is correct.
A discussion ensued regarding the appearance of the sign.
Mr. Immerman asked how the blue of the sign relates to the blue of the big roof.
Ms. DeGast said it is the same color blue.
Mr. Spagnola asked Ms. DeGast if the proposed sign is a corporate standard sign?
Ms. DeGast said yes it is.
Mr. Jacobson asked for a motion to accept the sign proposal as presented.
Mr. Immerman said he is still concerned about whether there are two blue colors to the aluminum and
other details.
A lengthy discussion ensued regarding the colors on the sign as presented and the accuracy of the drawing
as presented; i.e. is the word "RESTAURANT" rear illuminated; is the back portion illuminated also; is
it a blue lit box with white letters; will the word "RESTAURANT" also be translucent or just the word
"IHOP"; what does it look like at night; what color is the metal edge; the Board does not know what the
sign looks like, based on the presentation.
After further discussion, Ms. DeGast was advised to supply the information requested.
Ms. DeGast said she will try to contact someone by telephone to get the information the Board's requests
and left the meeting room to do so.
In the interim, Chairman Jacobson read the next application as follows:
LARCHMONT ACRES EAST/Christopher Harris-Palmer Avenue&Richbell Road-Block 408 Lot
86 - sign
Mr. Jacobson asked if anyone was present to represent Larchmont Acres East. There being no one
present, on a motion duly made and seconded, it was unanimously
RESOLVED, that this matter be, and hereby is, adjourned to the November 19, 1998 BAR
meeting.
Chairman Jacobson read the next application as follows:
VIDEO UPDATE/Barbara Fitzgerald - 1298 Boston Post Road - Block 410 Lot 463 -sign
Barbara Fitzgerald from Gloede Signs, appeared, representing the applicant. Ms. Fitzgerald brought a
typical letter with her for the Board to review. The dimensions of the sign are 2 ft. in height, 13.6 in. in
length, which would encompass the "VIDEO UPDATE" letters. They are individual channel letters, like
those that currently exist at that location. It is a typical channel letter, and an aluminum box which
contains the neon that lights the sign from behind. It has a white Lexan face, a vinyl inset on top of the
Lexan.
Mr. Jacobson asked if the vinyl is translucent.
Ms. Fitzgerald said yes.

Mr. Jacobson asked if the company part of a chain?
Ms. Fitzgerald said yes. The company is in the process of changing over approximately 150 stores from
the Carolinas and up.
Ms. Washington asked if in place of a white box with red edge detail, could the whole box be red?
Ms. Fitzgerald said no, because the boxes are fully manufactured at this time.
Mr. Spagnola said he is bothered by the white outline around the letter face. It would seem that if the
whole face were red, like other graphic signage in the complex, it would blend in better. If the face were
red and the red trim around the box white, it would be a lot simpler and toned down.
Mr. Immerman said he does not object to the white outline, but does not like the lettering, as a whole.
A lengthy discussion ensued regarding the appearance of the signage, Ms. Fitzgerald asked for an approval
with a condition, regarding the letter face, if possible. Ms. Fitzgerald said it is not her purview to change
the sign without corporate approval.
Ms. Washington called the Board's attention to the change of location of the sign on the facade of the
building from over the entrance to the center bay. It is not centered over the pylons, but centered on the
windows. A discussion ensued regarding this issue and the movement of the sign,so the center line of sign
is over the post.
Ms. Fitzgerald said that will not be a problem.
Mr. Spagnola asked the Board's opinion on the coloring and configuration of the individual letter; the face
® all red and the side faces all white.
Mr. Immerman thinks the front face is fine the way it is, although Mr. Jacobson would rather have the
front face all red. Mr. Immerman feels the sides should be all red.
Mr. Jacobson said the sense of the Board is that they would like a white box and a red face, without the
red stripe around it.
Ms. Fitzgerald does not feel that will be a problem, to make the changes requested.
Mr. Immerman said he was proposing that the red band around the outside of the box be white and asked
if that would be possible.
Ms. Fitzgerald said no.
On a motion made by Mr. Immerman, seconded by Mr. Spagnola, the following resolution was
unanimously ADOPTED:
WHEREAS, Gloede Neon Signs, Ltd./Barbara Fitzgerald for Video Update have submitted an
application to the Building Inspector, together with plans to remove the signage "MOOVIES" and install
a sign "VIDEO UPDATE"; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Gloede Neon Signs, Ltd./Barbara Fitzgerald for Video Update submitted an
application for approval to the Board; and

WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to the following
conditions:
1. The sign is accepted as presented, with the modification that the entire front face be red
including the border, and that the length of the sign be as 13.6 ft. as shown on the
application the Board received as opposed to the larger drawing that states 18.9 ft.
2. The sign be relocated to be centered over the pier.
Mr. Jacobson recalled the following application:

Ms. DeGast said the upper part of the sign is illuminated, the bottom is not.
A discussion ensued regarding this issue, with Mr. Spagnola stating the only question regarding this sign
is whether the white band around the sign is illuminated and what is the actual detail of the word
"RESTAURANT". Is it opaque, an applique, or integral. If it is integral for upper and lower boxes there
would be a reveal going through it, but there isn't.
Ms. Washington said the Board should not be trying to decipher what has not has not been adequately
presented.
Mr. Jacobson asked for the sense of the Board, either to accept the sign on the basis of the information
presented or hold it over until the next meeting so that more information can be submitted and reviewed.
Ms. DeGast said she does not understand what the problem is. She thought she was complying with the
zoning laws.
Mr. Jacobson said the problem is in the presentation, as the Board does not understand what the sign is
going to look like.
Ms. Washington suggested having the sign company send the Board some photographs of a similar sign
that has been installed, suggest a location where a similar sign is located for the Board to see the sign that
has already has been installed or provide a more detailed drawing. That would probably answer a lot of
the Board's questions.
After further discussion, on a motion duly made and seconded, it was unanimously
RESOLVED, that this matter be, and hereby is, adjourned to the November 19, 1998 BAR
meeting so that the Board can be provided with more detailed information on how the portion of the sign
is constructed where the word "RESTAURANT" appears.
Mr. Jacobson asked if there were any other matters before the Board this evening.
A lengthy discussion ensued regarding submissions to the Board, particularly the IHOP submission,having
the sign firm available during a presentation to answer whatever questions may arise, previous signage
submissions that were granted and procedures followed by the Board in granting approval.

Upon a motion duly made by Ms. Washington, seconded by Mr. Spagnola, the meeting was unanimously
adjourned at 9:03 p.m.
