ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK
NOVEMBER 18, 1993, IN THE SENIOR CENTER, TOWN CENTER

CALL TO ORDER
The meeting was called to order by Chairman Wassman at 8:03 PM.
CVS PHARMACY - 1310 Boston Post Road - Block 410 Lot 463 - Signs.
Appearing was David Dillon representing Mandeville Signs. This matter had
been put over from November. The Board members stated that they
recognized the applicant's right to install the proposed hanging sign
which would be perpendicular to the building and under the overhang.
However, they did not agree to such a sign and suggested that the
applicant inquire of the landlord concerning sign standards for the
shopping center.
On motion of Mr. Wassman, seconded by Mrs. Williams, by a vote of 3-0-1,
Mr. Inunerman abstaining, that part of the sign application relating to the
hanging sign was tabled.
On motion of Mr. Wassman, seconded by Mr. Heisel, the facade sign was
unanimously approved with the following specifications. The "CVS" letters
shall be 24 inches high, and the "PHARMACY" letters shall be 12" to 18".
The illumination level shall be 20 foot-candles measured at a distance of
25 feet at right angles frau the face of the sign. The letters shall be
red with white returns, not anodized metal returns.
METROPOLIS WESTCHEST1R LANES, INC. (Athletic X-Press Outlet) 2444 Boston
Post Road - Block 503 Lot 137 - Sign.
Andrew Fredman, architect, appeared. This application is for a sneaker
and athletic wear store with a different name from the applicant of the
previous month. The sign will have 18" letters for all letters save the
"X" which shall be 24" high.
On motion of Mr. Heisel, seconded by Mrs. Williams, the Board voted
unanimously to approve the sign application for Athletic X-Press as
submitted in drawing # 6424 revised October 27, 1993.

On motion of Mr. Wassman, seconded by Mrs. Williams, the Board voted
unanimously to approve the two dumpster enclosures which shall be made of
black chain-link fencing with a lining of red canvas.
DINO OIL INC. - 2517 Boston Post Road - Block 504 Lot 101 - Sign and Color
of Office Structure.
Appearing were Joe Casese and Charles Barbato of Dino Oil.
Mr. Wassman stated that the canopy sign facing Dillon Road could not be
voted on by the BAR as it faces a residential area. This sign would
require re a variance from the Zoning Board.
Mr. Casese stated that the canopy will remain the same with a vinyl
overlay. It will be solid black facing the houses and the apartment
house, and the sides of the canopy facing North and East will have Texaco
lettering and a Texaco logo on a black background.
On motion of Mr. Immerman, seconded by Mrs. Williams, the canopy sign was
unanimously approved as proposed, on two sides, facing New Rochelle and
the Post Road, in the proposed Texaco colors
Mr. Casese stated that the columns of the canopy and the office structure
would be painted a light gray and that the lessee would follow the Town
Code concerning signage in the windows.
On motion of Mr. Heisel, seconded by Mr. Wassman, the proposal to paint
the canopy columns and office structure dove gray was unanimously
approved.
Mr. Casese stated that Mr. DiBartolo, Dino's landscape architect, had
submitted a landscaping plan including a pin oak and arbor vitae to the
Town. It had been accepted, and Mr. Wassman requested copies of the final
plan for the Board members.
DOCS OFFICE - 1380 Boston Post Road - Block 409 Lot 194 - Signs.
A representative of the owner of the business, Dr. Jeffrey Weisberg,
stated that Dr. Weisberg had agreed to erect a monument sign at the exit
of the building rather than constructing two pole signs. The proposed
monument sign was found to be too busy, gaudy and overpowering; and the
applicant's representative was reminded that small lettering would be
difficult to read from cars going by at 45 miles an hour.
On motion of Mr. Wassman, seconded by Mrs. Williams the Board unanimously
approved the monument sign with an opaque, gun-metal gray background with
only the letters illuminated. The base shall be the same size in length
and width as the rest of the sign with a 3/4 inch reveal (notch) .

"Comprehensive Health Care" shall be two-inch, white letters; "DOCS" shall
be fifteen-inch, red letters with blue dots; "Physicians affiliated with"
shall be one and one-half-inch, white letters; and "Beth Israel Health
Care System" s.iall be three-inch, white letters. Both the bottom line of
lettering and the bars shown on the drawing shall be eliminated. The
entire sign shall be 44 inches high by 98 inches, and the base shall be 24
inches by 98 inches with a 3/4 inch reveal. Evergreens shall be planted
around the entire base of the monument sign.
There was considerable discussion of and changes made to the sign for the
facade of the building. On motion of Mr. Heisel, seconded by Mr.
Immerman, the facade sign for DOCS was approved as follows. The light box
shall extend across two windows and one brick pier, approximately 20 feet,
with the center line at the center of the brick pier. The box shall be 6
inches deep and 3 feet high, and the background of the sign shall be made
of an opaque, gunmetal gray material. Only letters shall be illuminated.
"DOCS" shall be 24-inch, red letters with blue dots; "Physicians
affiliated with" and "Beth Israel Health Care System" shall be in white
letters in proportion with the scale of the drawing submitted. The lights
shall conform with the brightness level of the Town Code.
On motion of Mr. Wassman, seconded by Mr. Heisel, the Board unanimously
approved the changed color of the building, Navajo White, and requested
the submission of a revised site plan which shall include a landscape
plan.
EDWARDS SUPER STORE - 1330 Boston Post Road - Block 410 Lot 463 - Signs.
Owen Tegan, sign consultant, appeared on behalf of First National Stores
and explained the application.
On motion of Mr. Wassman, seconded by Mrs. Williams, the Board unanimously
approved the Edwards' facade signs as follows. Green, individually-lit,
channel letters with white returns shall be installed on the marquees
which shall have a smooth surface. The brightness of the lit letters
shall not exceed twenty foot candles at twenty-five feet. Facing Weaver
Street, the sign shall read "Edwards Super Food Store", and facing the
Post Road, it shall read "Edwards".
CARLTON HOUSE - 35 North Chatsworth Avenue - Block 134 - Canopy
Daniel Burke of The Awning Man, Inc. presented the proposed plan for a new
canopy at the main entrance of the apartment house consisting of steel,
bow-shaped, trim sets and steel framing supported by bran covered steel
posts and covered with a green vinyl fabric, a sample of which he
submitted. John DeRosa, Managing Agent, stated that the canopy was needed
to replace the previous canopy which had collapsed last winter due to
heavy snow load. Lettering was also shown but not discussed.
Mr. Heisel commented extensively on the overall design and suggested
several changes in shape and connection to the building which he felt
would be architecturally more compatible with the design and color tones
of the building. He specifically opposed the forest-green, colored vinyl
fabric. From his personal observation of the site on a regular basis, Mr.
Heisel stated that the intended design and color were incompatible with

good design. Mrs. Bonsteel circulated various samples of colored vinyl,
some of which appeared to suit the tan tones suggested by Mr. Heisel.
Mr. Burke stated it was the owners' intention to construct a green canopy
to match the verde antique marble of the lobby. Mr. Cohen, Vice President
of the Carlton House Association Board, stated that a green canopy had
been approved by the Building Department, had been erected previously and
was, therefore, grandfathered, in his opinion. He stated that, if
necessary, the owners would construct a similar canopy as a matter of
right.
William Widulski, PE, stated that the new design would be sealed.
Mrs. Williams stated that she would have to leave in order to take
medication but spoke in favor of the proposed color. Mr. Wassman
suggested that the application be held over for further discussion at the
next meeting. He stated that the applicant could consider the points
raised regarding the color and shape and could return without prejudice.
Mr. Cohen stated that they wanted a decision that night as the residents
wanted the canopy completed before winter for their comfort and protection
and declined the Chairman's offer.
Mrs. Williams was excused, and the discussion continued. When questioned
about the other color samples, Mr. Burke stated that only the forest-green
sample came with an eight-year warranty which was required by the
apartment board.
Mr. Heisel announced that he, too, had to leave, and a vote was called on
the color. On motion of Mr. 'merman, seconded by Mr. Wassman, the Board
voted 2 - 1, Mr. Heisel opposed, in favor of the green color for the
canopy.
The application was denied since a unanimous vote was necessary when only
three members were present and by reason of poor quality of exterior
design, visual discord, including color, in relation to the site.
