HomeMy WebLinkAbout1994_11_17 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK NOVEMBER 17, 1994, IN THE BUILDING DEPARTMENT, TON CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: Robert 'merman, Acting Chairman James Fleming Edward Z. Jacobson Pamela Washington Joan Williams Absent: E. Robert Wassman, Chairman Also present: Michelle Bonsteel, Assistant Building Inspector CALL TO ORDER The meeting was called to order by Acting Chairman 'merman at 8:10 PM. APPROVAL OF MINUTES On motion of Mrs. Williams, seconded by Mr. Jacobson, the minutes of the meeting of October 20, 1994 were unanimously approved. PIZZA AND BREW - 1262 Boston Post Road - Block 407 Lot 192 - Facade. John Racanelli appeared. He explained that the discrepancies between the approved plan and the as-built restaurant had happened because of structural barriers not discovered until construction began and inordinate expense not realized until approval had been granted and bids were sought. After review, on motion of Mr. Jacobson, seconded by Mrs. Williams, the following resolution was proposed and adopted unanimously. WHEREAS, SDB of Larchmont (d/b/a Pizza and Brew) has submitted an application to the Building Inspector, together with amended plans, for approval of a remodeled facade on a restaurant on the premises located at 1262 Boston Post Road and known on the Tax Assessment Map of the Town of Mamaroneck as Block 407 Lot 192; and WHEREAS, the Building Inspector has declined to issue a Permanent Certificate of Occupancy on the grounds that a second review by the Board of Architectural Review is required; and WHEREAS, SDB of Larchmont submitted an application for approval to this Board; and Board of Architectural Review November 17, 1994 -2- NOW, THEREFORE, BE IT RESOLVED, that an application by SDB of Larchmont for approval of a remodeled facade on a restaurant on the premises located at 1262 Boston Post Road, said premises being known and designated on the Tax Assessment Map of the Town of Mamaroneck as Block 407 Lot 192, be and the same is granted subject to the following condition. The "Pizza and Brew" sign shall be moved so that it is installed from pier to pier. Infill panels shall be installed on either side of the original sign. ***** GIANT CARPET - 1329 Boston Post Road - Block 412 Lot 309 - Signs. Representing Giant Carpet were Alex Bacon, architect; Bob Felton, Executive Vice President of Giant Carpet; and Mike Bradley, Michael Anthony Signs of New Jersey. Mr. Bacon stated that Giant Carpet had leased the former Kenny's Carpet store and that it was currently demolishing the interior for minor remodeling. It is the company's intention to remove the current, illegal signs and replace them with two conforming ones. It will also remove dead trees and repaint the side of the building. The facade will be covered with an off-white dryvit, and the overhang would remain with 32" orange, internally-illuminated letters spelling "Giant Carpet" hanging from it. Board members Immerman, Washington, Williams and Jacobson did not like the idea of the letters hanging from the facade like "Jack-o'lantern teeth". The majority of the Board was opposed to the orange color proposed, and Mrs. Williams tactfully explained to the applicants the progress the Town fathers had made in unifying sign design, changing landscaping and improving the general appearance of commercial buildings, particularly at the Weaver Street - Post Road area . Compromises were made by the applicant, and it was agreed that the sign approval would be made at this meeting. However, the members expected to receive a clean drawing delineating the changes prior to the next meeting and to choose a color at said meeting other than the orange proposed. After review, on motion of Mr. Jacobson, seconded by Mrs. Washington, the following resolution was proposed and adopted unanimously. WHEREAS, Giant Carpet has submitted applications to the Building Inspector, together with plans, for signs and amendments to landscaping at the retail store on the premises located at 1329 Boston Post Road and known on the Tax Assessment Map of the Town of Mamaroneck as Block 412 Lot 309; and Board of Architectural Review November 17, 1994 -3- WHEREAS, 3-WHERFS, the Building Inspector has declined to issue such permits on the grounds that review by the Board of Architectural Review is required; and WHEREAS, Giant Carpet submitted applications for approval to the Board; and WFC, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; NOW, THEREFORE BE IT RESOLVED, that an application by Giant Carpet to erect a wall sign and a monument sign and to add landscaping on the premises located at 1329 Boston Post Road, said premises being known and designated on the Tax Assessment Map of the Town of Mamaroneck as Block 412 Lot 309, be and the same is granted, subject to the following conditions. 1. The building fascia, which shall be off-white, shall be deepened to contain the application of the sign's letters. Said letters shall be interiorly illuminated, 32" high and 8-10" deep. The color of the face of the letters is to be determined at the meeting of December 8, 1994, the sides of the letters shall be white, and the style of the letters shall be block. 2. The monument sign shall be constructed of dryvit pierced with illuminated letters which shall match the wall sign in color and style. 3. Upon agreement of the Tree Commission, the dead tree on the south side of the building shall be removed; and a vertical evergreen shall be planted. Fran the front end of the building to the stone pillar, 3-5 feet high pyracantha shall be planted 3 feet on center. **** NEXT MEETING The next meeting of of the BAR will be held on Thursday, December 8, 1994.
