CALL TO ORDER
The meeting was called to order by' Chairman Wassman at 8:07 PM.
APPROVAL OF MINUTES
On motion of Mrs. Williams, seconded by Mrs. Washington, the minutes for
the meeting of April 17, 1992 were approved.
Mr. Wassman announced that he had had a letter from Mayor Lewy of
Larchmont and stated that this Board would be glad to work with the
Village of Larchmont in implementing the Master Plan wherever possible.

Exterior Alteration
Patrick Casey, architect, and Mrs. Hoenig appeared. He stated that Mrs.
Hoening wished to replace her windows as they were hard to manipulate.
Windows with 8 bays will be installed to match other porches, and a vinyl
siding will be constructed beneath the windows. The cooperative board
approves the Town's guidelines.
Mr. Wassman stated that this matter was a Type II Action and that the BAR
was the Lead Agency.
On motion of Mrs. Washington, seconded by Mrs. Williams, Mrs. Hoenig's
plans were unanimously adopted and that the alteration/addition would be
in harmony with the purpose of the BAR and would not impair or reduce the
values or character of the area.

Final Approval of Site Work
Appearing for Lexus were Frank Williams, General Manager; and Michael
Monroe, architect. The new submission covered changes in landscaping,
drainage and parking.

The
Board had approved a 50-foot curb cut, but Lexus constructed a
60-foot one which the State has approved. Mr. Williams agreed to limit
parking there to 5 cars and to park them in a random way. Mr. Jakubowski
explained the plan to the Board: zelcovias have been planted on the
street and 14 more trees 13-14 feet in height along the creek bed. He
demonstrated the security lights and explained that the blue circles
represented dry wells whose design has been checked by the Town Engineer.
Mr. Jakubowski stated that the company will install a fence around its
trash compactor.
Mrs. Washington commented that Lexus was to be commended for making such
an effort to make a beautiful building.
Some neighbors, all residents of the Village of Larchmont, appeared.
They were Jane Slater, 1 Birch Lane; Mark Abramowitz, 9 Locust Avenue;
Charles Halperin, 6 Locust Avenue and Elinor Davidson, 2 Locust Avenue.
They complained at length about the illuminated Lexus sign on the side of
the building and the brightness of the lights on the poles. Also the
view below the tree crown could be improved with some low planting.
The neighbors were reminded that they live in an area adjacent to a
commercial area, and it was explained several times that the Lexus sign
faced a commercial building. Mr. Williams was reminded to extinguish the
lights at 12 o'clock midnight. Mr. Williams also agreed to plant some
new low bushes beneath the trees newly planted at the creek.
The architect stated that standard baffles would not be expensive or
difficult to install on some of the lights if needed.
On motion of Mrs. Washington, seconded by Mrs. Williams, the plans and
specification as revised under date of May 10, 1992 were approved
unanimously on the finding that the the alterations, lighting, signage
and landscaping were in harmony with the purpose of Local Law - 1990 and
are not visually offensive, do not mar the appearance of the area and
should not reduce the values of properties in the area nor effect the
safety and general welfare of the community, and the approval is given
subject to the following conditions.
1. Maintenance of the open areas to be in accordance with Town
Property Maintenance Law, Section 61-3A.
2. Lighting of the parking area to be reviewed by Board members and
Building Inspector after 6 month to determine whether lamp
adjustments or shielding is necessary to reduce the impact of the
lighting installation when viewed from the adjacent residential
areas. Whereas the luminaire design and photometric analysis
presented by the applicant an approval by the BAR are at best
calculated data the results could be varied by the field conditions

of the installation. Therefore, it being a condition of this
approval and the continuance of the permanent Certificate of
Occupancy, the owner will cooperate with the BAR in making
adjustments in the lamp positions and adding standard baffles to the
luminaires in the rear portion of the lot to a reasonable extent to
reduce the illumination beyond the property line but not to reduce
or effect the general lighting of the parking areas below minimum
standards or of the display area at the street side of the property.

Site Review
John Crouch and Jonathan Wade appeared. They explained the changes made
to the plans in response to the Board's requests. The front elevation
has been changed, window designs have been altered, fences will be
removed, the front treatment will be wrapped around the side wall, and
substantial landscaping was added.
The applicant has not decided what to do with the used car operation
across the street - whether to repair or demolish. The Board determined
that the two aspects could be separated.
On motion Mrs. Williams, seconded by Mrs. Washington, the Board
unanimously approved the granting of the building permit to Saturn of
Larchmont subject to added fenestration to "Window B" and "Sidelights A".
ADJOURNMENT
On motion of Mrs. Washington, seconded by Mrs. Williams, the meeting was
adjourned at 10:18 PM.
