Also Present: William Gerety raitali# Assistant Building Inspector /0•44;531001'W �v4 CALL TO ORDER The meeting was called to order by Mr. Immerman at 8:04 p.m. APPROVAL OF MINUTES Mr. Immerman asked if there were any comments on the Minutes, other than the fact that Joan Williams is no longer a member of the Board. There being none, upon a motion made by Ms. Washington, seconded by Mr. Spagnola, the amended Minutes of the January 16, 1997 meeting were unanimously approved. Mr. Immerman said even though notice was received that Kinko's was withdrawing the application, the owner of the building and his architect were present. Mr. Immerman asked what they were going to discuss. Mr. Immerman read the application as follows: KINKO'S - 1329 West Boston Post Road - Block 412 Lot 309 - new storefront; roof equipment; exterior painting Neil Carrow, the architect for the landlord,said since the architects performing the construction called and withdrew the application,he will attempt to clarify the situation. Mr. Camow said there are the landscape issues for the project which would be consistent and feels it would be appropriate to discuss the matter. There are two basic areas of consideration for the landscaping; one is in what is now the "landscaped area between the Kinko property and Dunkin Donuts site" and the other is along the Hommocks Road area. The existing planter areas in the front of the building are in relatively good condition, the sidewalk trees are all healthy and doing well on the Dunkin Donuts line. The landlord is proposing to provide plantings that will be low in the foreground and higher along the fence to create more of a visual barrier on the fence line and add some color. Both varieties of plantings are more resistant to the salts that would come off the parking area. On the Hommocks Road side some variety of evergreens are proposed, both low and high; in both areas the undergrowth will be cleared out and mulch installed. Ms. Washington asked if the existing "weed" trees will be removed on Hommocks Road side. Mr. Carrow said most of the existing trees would be removed, pines, low junipers and mulch would be installed. Board of Architectural Review February 20, 1997 Page 2 A discussion ensued regarding what needed to be done to the soil in order for the plantings to survive,and the plantings that would be needed in various areas. Mr. Immerman said the other issue Mr. Jakubowski brought to the Board's attention, is the rubble stone wall that ends with the rock ledge, a piece of concrete block wall and then a gap between them. This permits entrance into the area and view of an unkept area. Mr. Immerman asked Mr. Carrow if that can be closed off by extending the rubble stone wall or by planting in between to keep people from wandering into that area, keep it from being visible and provide restoration of the gap. Mr. Carrow said some planting can be provided in that area. Ms. Washington commented about cleaning up what is in the back behind the building,the rubbish and tree limbs. Ms. Washington said the paving shown on the plan has been completed, and the relocation of the fence has been completed. Ms. Washington asked if the fence was going to be finished, and asked whose responsibility the fence was. Mr. Carrow said the fence is their responsibility. A discussion ensued regarding the colors of chips in the packet and the handicapped handrail. Mr. Immerman said a point that should be brought to Kinko's attention, is the moving of the doors which relate to the pathways through the planting. Mr. Immerman said Kinko's should be encouraged not to move the doors, otherwise there is a bizarre non-relationship between the doors and the paths that go out to the sidewalks. A discussion ensued. Mr. Immerman said Mr. Jakubowski had requested the Board to request that the handicapped parking space be striped to ANSI 117.1-1992, and that signage restricting parking shall also be proved as required by the same ANSI standards. Mr. Carnow said whether the tenant is Kinko's or someone other potential tenant, the general thrust of the change is to the building,and asked if in general the location of the doorways is what the Board would be looking for. Mr. Immerman said yes. Ms. Washington also said it is important to the Board that the building be sensitive to its site as the present doorways are to the present walkways, and that the signage not be garish. A discussion ensued regarding the gray heather band, and the scale of the signage in the three zones as shown. Mr. Immerman then commented on another former opening on the Hommocks Road side that reads as a concrete block patch. It should be parged over and taken care of before the building is painted. Mr. Immerman said while work is being performed inside, it would be beneficial if the electrical conduit on the parking side can be brought inside also. Mr. Immerman said it would look nicer if the sign band can be carried to the back. A discussion ensued regarding softening the zone with landscaping. Mr. Immerman also said he had no objection to the roof-mounted HVAC. Mr. Wassman asked if there was a screen around the existing dumpster. Mr. Carrow said there is a fence at present that needs to be repaired. Board of Architectural Review February 20, 1997 Page 3 Mr. Immerman said a motion needs to be made regarding the site plan. On a motion made by Ms. Washington, seconded by Mr. Wassman, the following resolution was unanimously ADOPTED: WFFREAS, Neil Carrow has submitted a site plan to the Building Inspector; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Neil Carrow submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, 1'HLREFORE, BE IT RESOLVED, that the subject application be and the same is granted, subject to the following conditions: 1. The site plan be accepted as submitted with changes to include: a. cleaning the rear of the building; b. extending the concrete block wall or the rubble wall or some planting screen on Old Hommocks Road; c. replant with current plantings areas which are dead or missing, especially in the area where the monument sign was; d. cleanup the planting areas; e. restore the gate; f. remove the weed trees on the Old Hommocks Road side; g. underplanting the existing Pyracantha in the existing planter with similar junipers; f. repair the chain link fence. Mr. Immerman commended Mr. Carrow for providing a landscape plan, rather than leaving the matter up to the BAR. Mr. Immerman said the landscape plan is approved and will hold over Kinko's until next month. Mr. Carrow said he is not certain where Kinko's is at the moment, as they are rethinking whether or not they want smaller stores rather than larger stores. Mr. Immerman read the next application as follows: JAF PHARMACY, INC. (formerly The Medicine Shoppe) - 1252 Boston Post Road -Block 407 Lot 192 - reface sign Nick DeGiacomo, the contractor who will be installing the sign, appeared. Mr. DeGiacomo said there is an existing light box, reading The Medicine Shoppe, which his client would like to reface. Ms. Washington said the applicant is also requesting to use the color teal. Mr. Immerman said the history of the shopping center is that the Town try to have more consistency in signage, not to have glaring signs. The Board has reviewed many signs, from time to time, in` he shopping center, and have insisted they be either the bronze anodized with the cut out, the back lit, and Board of Architectural Review February 20, 1997 Page 4 white acrylic, or white acrylic with either the bronze or in some cases gray sign lettering on white acrylic background. Mr. DeGiacomo said not knowing any of the history of the shopping center and after seeing the package, he feels the inconsistency is a mistake. A detailed discussion ensued regarding using the teal color or the suggested colors as stated above in the various forms, and the current signage at the shopping center. Mr. DeGiacomo said outlined letters would be better in either case. Mr. Immerman said the stroke could be teal and the background would be white. Mr. DeGiacomo said the shopping center is dead, the applicant is seeking to advertise his place of business at least until the end of his lease. Mr. DeGiacomo said a white background is not better for the sign, but would rather have a darker background. Mr. Immerman asked if Mr. DeGiacomo would like the sign to be an anodized frame with the cutout for the white letters. A discussion ensued. Mr. Immerman said the Board is in favor of the Duranotic background with white cutout lettering. Mr. DeGiacomo said he will speak with his client and notify the Building Department. Mr. Immerman said the other option would be the white background with the teal outline letters. A discussion ensued regarding adding another color to the sign. Mr. Immerman said the Board could suggest a white background with the teal outline letters or anodized face with cutout white. Mr. Spagnola asked about the option of outlining JAF in teal and Inc. in teal, with the other letters solid teal. On a motion made by Mr. Spagnola, seconded by Ms. Washington, the following resolution was unanimously ADOPTED: WHEREAS,Nicholas DeGiacomo has submitted an application to the Building Inspector,together with plans to reface existing light box to read JAF Pharmacy, Inc.; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Nicholas DeGiacomo submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT Board of Architectural Review February 20, 1997 Page 5 RESOLVED, that the subject application be and the same is granted, subject to the following conditions: 1. the sign be an anodized background with an outlined JAF and Inc. in white on the other side with the symbol outlined in white and the letters in the wordpharmacy as solid white; or 2. the sign be an illuminated white background with solid teal letters for the word pharmacy and outlined JAF and outlined Inc. and symbol in either black or teal on a white background.
