ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK
FEBRUARY 17, 1994, IN THE SENIOR CENTER, TOWN CENTER

CALL TO ORDER
The meeting was called to order by Chairman Wassman at 8:00 PM. He
welcomed a new member, Edward Z. Jacobson who is a senior vice-president
of Heisel and Associates.
APPROVAL OF MINUTES
On motion of Mr. Wassman, seconded by Mr. Fleming, the minutes of February
3, 1994 were unanimously approved as corrected.
TOWN OF MAMARONECK FIRE DISTRICT NO. 1 - Fire House - Weaver Street -
Block 123 Lot 329
Peter Perciasepe, Chairman of the Building Committee, introduced his
companions: Michael Doherty, Chief; John Taglione, Construction Manager;
John Sullivan and John Fry, architects.
Mr. Sullivan explained that the Fire House was built in 1922 and has not
been structurally changed since. The apparatus need higher bays; some
scrape the garage doors. The design keeps the same "body" with its gabled
roof and adds two wings and a rear addition. The parking lot has been
moved back, and the apron has been widened to accommodate four wings where
two currently exist. One of the proposed bays would have a rear entrance
off Hillcrest Avenue and would hold two pieces of apparatus.
Landscaping would be extensive. Four trees will be cut down; fifteen
would be added; and two 30-inch copper beeches are being retained.
Drainage will be added to the parking lot

The members of the Board made several comments regarding the use of stone
on the proposed building, the relationship of roof lines to the details of
the original building and the disparity of window styles within the
proposed design. There were questions about the style as well as a number
of other comments.

Amy Nathan of 5 Edgewood Avenue and Stewart Wax were disappointed that the
facade will be stucco, not fieldstone. Elizabeth Colleary, 65 Hillcrest
Avenue stated that she represented a group of neighbors who are concerned
about losing 23 feet of grass to parking lot, the noise and exhaust which
will result from the rear bay and the "awful" appearance of the fire
escape on the side of the building.
Mr. Wassman asked the applicants to take the various comments under
consideration and adjourned the matter to the next meeting.
NEXT MEETING
The next meeting of this Board will be Thursday, March 10, 1994.
CHOW DOWN DISCOUNT PET FOOD - 626 Fifth Avenue - Block 132 Lot 61 - Sign.
Mr. Jakubowski stated that a new office and a small shop were being
installed and that he had told the applicants that this Board would
request landscaping at the site.
Tom Guglielmo, building owner, and Lou Giangucci, tenant, appeared. They
stated that sales will be primarily wholesale pet supplies.
Mr. Immerman stated that the application was inadequate. It needed
measurements and style of letters, including the space between them. A
color explanation was lacking. The facade where the sign is to be placed
needed description and photos of the site and its neighbors should have
been submitted. Mr. Immerman requested a planting schedule and asked that
the applicant work out a graphic relationship.
Mr. Wassman asked the applicant to consider the piers and the door when
planning the installation of the sign.
On motion of Mrs. Washington, seconded by Mr. Fleming, this matter was
adjourned to the next meeting.
VILLAGE ANIMAL HOSPITAL - 6 Weaver Street - Block 410 Lots 163 and 173.
Wallace Berger, architect, appeared with Dr. Cohen and his builder.
Mr. Jakubowski suggested that the hospital's sign could be rotated 45° to
avoid facing the residential area and the members agreed.

The builder stated that the brick work in the old building was in terrible
condition, and Mr. Berger stated that his clients want to present a clean,
modern building which will be small in scale, but in keeping with its
use. He stated that the use of many building materials would not suit
such a small building.
The proposed roof color is charcoal and the proposed "stucco" color is a
soft gray-white - "early mist". The windows will be white vinyl. The
members asked the applicant to consider windows with exterior mullions and
in a generally uniform size.
The majority of the Board disliked the application as presented and
requested the applicant to return with changed drawings.
ADJOURNMENT
On motion of Mrs. Washington, seconded by Mr. Fleming, meeting was
adjourned at 10:40 PM.
