ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK

The meeting was called to order by Chairman Wassman at 8:08 PM.
APPROVAL OF MINUTES
On motion of Mr. 'merman, seconded by Mrs. Williams, the minutes of the
meeting of November 17, 1994 were approved as amended.
Mr. Wassman announced that the most recently approved plans for the Fire
House were on the table near the dais and invited the public to examine
them. To allow the audience time to consult the drawings, he diverted
from the published agenda.
DJ LARCH REALTY TRUST (Larchmont Diner) - 2399 Boston Post Road - Block
505 Lot 433 - Approval of signs (Site work and
facade approved May 19, 1994 and July 21, 1994) .
No one was available at this time in the meeting to represent the diner.
GIANT CARPET - 1329 Boston Post Road - Block 412 Lot 309 - Signs.
Robert Felton appeared on behalf of the application. He agreed to Mrs.
Williams' amendment to the minutes - planting a row of 3-5' pyracantha 3'
on center and submitted a color sample for the new sign.
On motion of Mr. Immerman, seconded by Mr. Jacobson, the following
resolution was unanimously adopted, 5-0.
WHEREAS, Giant Carpet has submitted an application to the Building
Inspector, together with plans, for a facade sign at the retail store
on the premises located at 1329 Boston Post Road and known on the Tax
Assessment Map of the Town of Mamaroneck as Block 412 Lot 309; and

WHEREAS,
2-WHEREAS, the Building Inspector has declined to issue such permit on
the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, Giant Carpet submitted an application for approval to the
Board; and
WHEREAS, this Board has examined the plans, inspected the site,
reviewed the application and has heard all persons interested in this
application;
NOW, THEREFORE BE IT
RESOLVED, that an application by Giant Carpet to erect a wall sign on
the premises located at 1329 Boston Post Road, said premises being
known and designated on the Tax Assessment Map of the Town of
Mamaroneck as Block 412 Lot 309, be and the same is granted, subject
to the following condition.
The building fascia, which shall be off-white, shall be extended
to four (4) feet. The sign letters shall be interiorly
illuminated, 32" high and 8-10" deep and colored #2662. Said
letters shall be centered on the fascia.

DJ LARCH REALTY TRUST (Larchmont Diner)
Michael DeGiacomo of Neptune Signs appeared on behalf of the applicant.
As much of the appearance had already been worked out, he represented the
applicant only for the lettering and colors of the signs. He requested
that "Larchmont" in the diner sign be in script.
On motion of Mr. Jacobson, seconded by Mr. Immerman, the following
resolution was unanimously adopted.
WHEREAS, DJ Larch Realty Trust has submitted applications to the
Building Inspector, together with plans, for a facade sign and
monument sign on the premises located at 2399 Boston Post Road and
known on the Tax Assessment Map of the Town of Mamaroneck as Block 505
Lot 433; and
WHEREAS, the Building Inspector has declined to issue such permit on
the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, DJ Larch Realty Trust suhnitted applications for approval to

WHEREAS, this Board has examined the plans, inspected the site,

NOW, THEREFORE BE IT
RESOLVED, that applications by DJ Larch Realty Trust to erect a wall
sign and a monument sign on the premises located at 2399 Boston Post
Road, said premises being known and designated on the Tax Assessment
Map of the Town of Mamaroneck as Block 505 Lot 433, be and the same is
granted, subject to the following conditions.
1. The wall sign shall made of 8" high letters, French Vanilla
in color, on the Mauve background of the diner.
2. The monument sign shall be 42" high, and as previously
approved, will have letters French Vanilla in color on a Mauve
background.

TOWN OF MAMARONECK FIRE DISTRICT NO. 1 - Fire House -205 Weaver Street -
Block 123 Lot 239 - Review of
amended design
Barry Weprin, Town Councilman, represented the Town. He explained that
the last time the matter had been before this Board, the members had
approved a design with rectangular windows. The neighbors felt that they
had not had a chance to continent on the new design.
Mr. Wassman read a letter from John Sullivan, the architect for the
project, defending the integrity of his design.
Mr. Immerman reiterated his approval of this most recent design and
complained that no architect was present and that no new plans had been
submitted. Mr. Wassman agreed and stated that it was not the role of the
BAR to take the role of architects. He said that the currently approved
plan was a carefully-honed design and that making changes would be
expensive.
The neighbors, led by Elizabeth Colleary of 65 Hillcrest Avenue, objected
vehemently that the colored drawings shown by Mr. Sullivan were not
available at this meeting. She stated that the new windows were too
institutional and did not match the neighborhood which, she felt, was
highlighted by many arched windows and doors.
Mr. Jacobson disagreed with the latter statement saying that he felt the
surrounding neighborhood was rectangular in feeling. He stated that the
new design is a great improvement over the original ones.
Linda Harrington, 742 Forest Avenue, agreed with Mr. Jacobson's
assessment. She stated that the Town has been extremely patient in
listening to the neighbors who represent a minute number of taxpayers.
Mrs. Harrington said that the Fire House was in place long before the
neighbors bought their houses.

Mrs. Colleary claimed that Mrs. Price and Mr. Altieri had misled her in
saying no changes would be made and that there was no real notice before
the meeting when the changes were approved.
As the Board stood by its original approval, it was suggested to the
neighbors that they could petition the Town Clerk for the matter to be put
on the Town Board agenda.
On motion of Mr. Wassman, seconded by Mr. Immerman, the matter of the Fire
House was closed by unanimous vote, 5-0.

DOCS 7. 1380 Boston Post Road - Block 409 Lot 192 - Landscaping Plan.
Ada Ferguson appeared representing the applicant. Her landscaper was not
present.
Mrs. Williams explained that more concrete plans were needed. The
dimensions of the planting beds should be given, the number and size of
the plants should be specified, and their common names should be
supplied. Mrs. Williams asked that the bare poles at the site be
removed. She said that the planting bed around the monument sign should
be 22 - 3 feet in size. Mrs. Williams stated that San Jose junipers and
4-6 arbor vitae three feet on center should be planted facing the KFC
store.
Mr. Wassman requested that Ms. Ferguson bring back an improved plan
reflecting the Board's requests as soon as possible.

CLOCK TOWER ASSOCIATES - 2 Madison Avenue - Block 133 Lot 602 - Facade
(Window replacement)
Lewis Grasso represented the applicant and Michael Raffio was there for
the architect. They stated that new windows were being installed at the
request of a tenant.
Mr. Immerman was concerned that three of the windows were not consistent
with the others on the Madison Avenue side and that one window near the
curve in the building is different from the others.
Mrs. Williams suggested putting plants in pots on the sidewalk; Mrs.
Bonsteel stated that the Highway Department should be consulted first.
On motion or Mr. Immerman, seconded by Mrs. Williams, the following
resolution was unanimously adopted, 5-0.
WHEREAS, Clocktower Associates has submitted an application to the
Building Inspector, together with plans, for new windows on the
premises located at 2 Madison Avenue and known on the Tax Assessment
Map of the Town of Mamaroneck as Block 133 Lot 602; and

WHEREAS, the Building Inspector has declined to issue such permit on
the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, Clocktower Associates submitted an application for approval
to the Board; and
WHEREAS, this Board has examined the plans, inspected the site,
reviewed the application and has heard all persons interested in this
application;
NOW, THEREFORE BE IT
RESOLVED, that an application by Clocktower Associates to install new
windows on the premises located at 2 Madison Avenue, said premises
being known and designated on the Tax Assessment Map of the Town of
Mamaroneck as Block 133 Lot 602, be and the same is granted, subject
to the following conditions.
1. The window on the east, curved section shall remain as it
currently exists.
2. All of the windows to be installed on the Madison Avenue side
of the building shall be Type 4 windows.
3. Investigation shall be made into the possibility of
installing five (5) planting pots on Madison Avenue.

METROPOLIS WESTCHESTER LANES, INC. (Natural Depot) - 2444 Boston Post
Road - Block 503 Lot 137 - Sign.
Andrew Fredman, architect, represented the applicant and was accompanied
by David Robinov, the prospective tenant. The name of the store was
recently changed to "Nature's Warehouse". The store will be a large,
natural food facility with the feel of a warehousey, "Home Depot" kind of
store. Mr. Robinov felt that the sign definitely needed green in it as
well as the red and white of the shopping center colors to express the
natural food identity.
The members of the Board were dismayed with the sign presented as it was
not related to the existing shopping center graphics and expressed a
strong desire that the sign match the others at the center. They wanted a
sign with separate letters, lit from inside and comparable in style and
size to the other signs. The members were willing to entertain green in
the sign as well as the red and white of the signs for the other stores.
Mr. Wassman asked the applicants to return next month with a new design
and with examples of the colors to be used.
Mrs. Williams requested planters at "Athletic Express", and Mrs. Bonsteel
noted that the planting beds at the street have sunk to such a degree that
the plants installed do not show.

Mr. Fredman stated that the Post Office is installing a structure holding
post boxes for the tenants at the center. As the construction is being
done by a Federal entity, the matter will not come before the BAR.

LITTLE KITCHEN - 2423 Boston Post Road - Block 505 Lot 463 - Sign.
Mr. Fleming recused himself as he has done work for the landlord. Said
landlord, George Poline, appeared with his tenants, Mr. Chan and Mr.
Zhiang. They propose opening a take-out Chinese restaurant on the site of
a former take-out Thai restaurant. They presented an ivory sign with red
letters.
On motion of Mrs. Williams, seconded by Mr. Jacobson, the following
resolution was adopted, 4-0-1, Mr. Fleming abstaining.
WHEREAS, the Little Kitchen has submitted an application to the
Building Inspector, together with plans, for a facade sign on the
premises located at 2423 Boston Post Road and known on the Tax
Assessment Map of the Town of Mamaroneck as Block 505 Lot 463; and
WHEREAS, the Building Inspector has declined to issue such permit on
the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, the Little Kitchen submitted an application for approval to
the Board; and
WHEREAS, this Board has examined the plans, inspected the site,
reviewed the application and has heard all persons interested in this
application;
NOW, THEREFORE BE IT
RESOLVED, that an application by the Little Kitchen to erect a wall
sign on the premises located at 2423 Boston Post Road, said premises
being known and designated on the Tax Assessment Map of the Town of
Mamaroneck as Block 505 Lot 463, be and the same is granted, subject
to the following conditions.
1. The wall sign shall be installed as specified in the plans
with red letters similar to those of CVS on an ivory background.
