CALL TO ORDER
The meeting was called to order by Chairman Jacobson at 8:05 p.m.
APPROVAL OF MINUTES
Mr. Jacobson asked if there were any additions and/or corrections to the November 18, 1999 Bar Minutes.
After some discussion and corrections made, upon a motion made by Mr. Spagnola, seconded by Ms.
Commender, the Amended Minutes of the November 18, 1999 meeting were unanimously approved.
Chairman Jacobson read the application as follows, the only item on the agenda this evening:
• CLOCK TOWER BUILDING OFFICES/Robert Stanziale-2 Madison Avenue-Block 133,Lot 602-
facade (adjourned 5/20/99;6/17/99;7/15/99;8/19/99; 10/21/99; 11/18/99)
Bob Stan7iale, the architect, of 270 North Avenue, New Rochelle appeared to represent the applicant.
Mr. Jacobson said he had no applications for some of the items being shown this evening.
Mr. Stan7iale said the Board does not have an application for the sign, "Mary Ann Liebert, Inc." That
will be filed separately.
Mr. Jacobson said there is no sign application for the Mary Ann Liebert, Inc., and the last time the
application was presented, it was for a single entry to the Flood Company. Now there appear to be two
entrances.
Mr. Stan7iale said since the last time, Mr. Flood, who is also present this evening, has taken over a
significant portion of the first floor which will now include the second entrance as well.
Mr. Jacobson asked if that entrance will have its own graphics.
Mr. Stanziale said it will have a smaller sign,which is currently being discussed. It will also be identified
as an Allen Flood Company.
Mr. Carpaneto said the Board should have another application on that.
Mr. Stanziale said that the original design submitted to the Board was somewhat of a Colonial design. He
tried to take some of the elements and incorporate it into the two entries into the building. The total
• projection would be 10 in. at the top. That would create a cornice above, and create a sign panel where
the letters will be pin-mounted,non-illuminated. He proposes a similar surround around the second entry,
which is another division to Mr. Flood's business; the same projections as well. He discussed the overall

• height and width. The lettering of the signage might be a little smaller than what is being discussed this
evening.
Mr. Spagnola said one drawing says non-illuminated, the other drawing says illuminated.
Mr. Stanziale said it will be non-illuminated.
Mr. Spagnola asked if the entrance doors are set back.
Mr. Jacobson commented on the lettering over the portal. It might be more effective if it were condensed
such that it related to the opening where the doors are to reinforce that whole focus on the doors and the
letters wouldn't look so grand, with which Mr. Stan7iale agreed.
Ms. Washington said it would not be grand if it were limited by the interior columns on each side.
Mr. Flood said he agreed with the Board 100% on that.
Mr. Jacobson said if he had to pick the right place for the text, it would be to relate it to the opening.
Mr. Flood said it could be compressed horizontally.
Mr. Jacobson asked if it is significant for Mr. Flood to have a separate entrance for the other company,

and asked if Mr. Flood has a separate receptionist and separate company.
Mr. Flood said the entrance is for a separate operation.
1111 Mr. Jacobson asked if the Mary Ann Liebert, Inc., relates to anything.
Mr. Stan7iale said that is not on the agenda this evening.
Mr. Spagnola commented on the smaller entrance with the lettering above, and how it might be modified.
Mr. Flood said that is exactly what they want; Huguenot National on one line and The Allen J. Flood
Company on the other because it identifies the crossover between the two.
Mr. Jacobson said whatever gets placed on the building, does it look like it's part of the building. It is
a difficult problem.
Ms. Commender made comment about the columns that supported the previous drive-through, and asked
if Mr. Stanziale can pickup on that detail.
A discussion ensued regarding this issue.
Mr. Jacobson asked how far one is allowed to project out onto the sidewalk.
Mr. Carpaneto said that the State code is probably a few feet. He asked if the building is right up to the
property line.
Mr. Stan7iale said yes it is.
Mr. Carpaneto said there is usually an issue when it comes to constructing something on the Town

property.
Mr. Jacobson asked for some help from the Board to give some direction to the architect, so he can move
the design along.

• Mr. Jacobson said the sign should be pulled in a good bit. It would be more palatable to him and less
Colonial if it were tighter.
Mr. Flood said he has no objection to that at all.
Mr. Immerman said if the sign were pulled in the way suggested,with a reveal in the panel above the left-
hand and right-hand sides of these two pilasters which define the sign part of it, put another reveal where
the cap is but take out the recess, it will simplify the whole top band.
Ms. Commender asked a if the tree indicated to be removed was a Town tree.
Mr. Carpaneto said he would imagine so.
Mr. Stan7iale said the last time he was at a BAR meeting, there was talk of installing new walks, etc.
He asked if that has gone any further.
Mr. Carpaneto said he is not sure that the design has been finalized.
Mr. Jacobson said it has no relevance.
Ms. Commender said this sidewalk area needs greenery; i.e. trees. She does not know if the trees can be
moved, because they are in tree pits.
Mr. Flood said trees can be put at the corner of the building,as long as it does not block the view of his
entrance.
• Ms. Commender asked if that area has sidewalk all the way from the building to the curb.
Mr. Stan7iale said yes.
Mr. Jacobson advised the Board to look at the scaled drawing with respect to tree location. If the tree is
to be taken away, it must be replaced.
Mr. Immerman said the best that can be done is to have a tree down at the north end of the building.
Mr. Flood said if the tree is pushed further into the parking area, it won't block the view.
After further discussion, on a motion made by Mr. Immerman, seconded by Mr. Spagnola, the following
resolution was unanimously ADOPTED:
WHEREAS, Clock Tower Building Offices/Robert Stan7iale have submitted an application to the
Building Inspector, together with plans to provide a new surround about an existing office entry, add new
exterior door to an art gallery, and add and replace windows on the first floor level; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Clock Tower Building Offices/Robert Stanziale submitted an application for approval
to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
• has heard all persons interested in this application; and
NOW, THEREFORE, BE IT

• RESOLVED, that the subject application be and the same is APPROVED, subject to the
following conditions:
1. On drawing#2, the recessed panels at either end of the pediment shall be removed;
2. The title over the main entrance shall be confined to a distance from the extremes of the
inner pilasters which shall be delineated by reveals, and recesses over pilasters removed;
3. Similarly, those recesses shall be removed from the secondary entrance;
4. The tree that is to be removed, shall be replaced in kind by a tree on the Town's
property at the corner of the adjacent parking lot on Madison Avenue at Washington
Square.
Mr. Jacobson asked Mr. Carpaneto to distribute copies of the conformed design drawing to the Board, so
they can see that it has been done.
The following matter was adjourned to the January BAR meeting:
