HomeMy WebLinkAbout1994_04_14 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE ARCHIL BOARD OF REVIEW OF THE TOWN OF MAMARONECK APRIL 14, 1994, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: E. Robert Wassman, Chairman James Fleming Robert Immerman Edward Z. Jacobson Pamela Washington Absent: Joan Williams Also present: Michelle Bonsteel, Assistant Building Inspector CALL TO ORDER The meeting was called to order by Chairman Wassman at 8:03 PM. APPROVAL OF MINUTES On motion of Mrs. Washington, seconded by Mr. Jacobson, the minutes for the meeting of February 17, 1994 were approved as corrected. On motion of Mr. Inmierman, seconded by Mr. Fleshing, the minutes for the meeting of March 10, 1994 were approved as corrected. VILLAGE ANIMAL HOSPITAL - 6 Weaver Street - Block 410 Lots 163 and 173 - Fenestration. Appearing were the owners, Patrick Hopper, DVM, and Lawrence Cohen, DVM; their lawyer, Norman Himmelfarb; their architect, Wallace Berger; and their builder, Dennis Forte Mr. Himmelfarb stated that a misunderstanding had occurred concerning the windows. He stated that the mistake was inadvertent and that the applicants apologized. Mr. Himmelfarb stated that double hung windows were impractical for an animal hospital as dogs, cats and birds can escape from open wine:ows and because a sterile atmosphere must be maintained. The members of the BAR stated that the most recent drawings presented to them did not reflect the installed windows. They regretted that more changes would cause a financial hardship, but reminded the applicants and their builder that consequences can occur when applicants begin work before approval is granted by all of the Boards involved in the approval process. Mr. Forte stated that the roof shingles are still charcoal black manufactured by Timberline and that the stucco color is "early mist". He also stated that it was possible to remove the current windows, two at a time, send then to Metro Replacement Windows and have grids installed between the double panes. Board of Architectural Review April 14, 1994 -2- This matter was temporarily adjourned so that a revised drawing could be submitted for the Board's approval that night. KFC USA, INC. - 1370 Boston Post Road - Block 410 Lot 1 - Sign. A representative of the parent company appeared. He stated that the sign had been changed to reflect the change of the company's name and that the blue edging and embossing on the "colonel's" face was a way to emphasize features in the sign. Mr. Wassman pointed out that the logo decal on the doors is illegal; plain stripes would be allowed. On motion of Mr. Jacobson, seconded by Mr. Jacobson, by a vote of 4-0-1, Mr. Immerman abstaining, the BAR approved the KFC sign as submitted with the condition that the logo decals be removed from the doors. SDB of LARCHMONT - 1272 Boston Post Road - Block 407 Lot 192 - Directory Sign. No one was present for this application. Mr. Immerman stated that the applicants had not built the facade of the restaurant (Pizza and Brew) in accordance with the BAR's approval. Among the incongruities: There are the wrong number of windows; The columns are not a matched pair; Only one door, not two, was installed; There are a series of unapproved lanterns, and the sign is placed incorrectly. Mr. Wassman adjourned this matter to the next meeting, May 19th, and Mrs. Washington requested a copy of the original Pizza and Brew submission. VILLAGE ANIMAL HOSPITAL - 6 Weaver Street (adjourned from earlier in the meeting) Dr. Hopper presented the new plan which was based on the size of the window spaces. Some windows were six over sixes, some were four over fours, others were three over threes and at least one was twelve over twelve. The applicants were instructed to bring a new set of drawings for the elevations in question for the next meeting. On motion of I'r. Jacobson, seconded by Mr. Fleming, the following recommendation was made in the form of a memo from Mr. Wassman to the Planning Board Chair. Please be advised that the Board of Architectural Review at its meeting of April 14th voted unanimously to amend its findings as noted in my memo of March 12th with respect to the above-captioned Board of Architectural Review April 14, 1994 -3- application as follows. a. Paragraph 2 concerning fenestration is further specified to be "six-light" windows as shown on the drawing dated 1/27/94 in lieu of those shown on Drawing "A-3" dated 4/4/94; b. Paragraph 3 will be changed to ". . .all vinyl white windows. .." on the Weaver Street elevation will have applied mullions in a "12-light" fenestration in lieu of the previously specified upper sash, lower sash definition; and c. The applicant will be issued a temporary Certificate of Occupancy upon satisfactory completion of its work. A final Certificate of Occupancy will be issued upon the acceptance of the amended drawings by the Board of Architectural Review. TREE SURVEY Mr. Wassman stated that he had received a memo from Supervisor Price with recommendations from a State Forester for various street plantings near Dillon Road and Nathan. Many of the recommendations were for Red Oaks which surprised Mr. Wassman as oak trees keep their leaves well into Winter causing leaf collection problems. Also, when this Board had met with a State Forester several years ago, zelcova trees were highly recommended. Mr. Inmmerman suggested that a master diagram for planting on the Post Road should be made and that the various Town Boards and Committees work together. Mrs. Bonsteel stated that the Beautification Committee does have a tree survey.
