The meeting was called to order by Chairman Jacobson at 8:00 p.m.
APPROVAL OF MINUTES
Mr. Jacobson asked if there were any additions and/or corrections to the Minutes of the June 17, 1999
meeting. After some discussion and corrections made, upon a motion made by Mr. Immerman, seconded
by Ms. Commender, the Amended Minutes of the June 17, 1999 meeting were unanimously approved.
• Chairman Jacobson read the application as follows:
CLOCK TOWER BUILDING OFFICES/Robert Stanziale-2 Madison Avenue-Block 133,Lot 602-
facade (adjourned 5/20/99;6/17/99;7/15/99;8/19/99)
Mr. Jacobson informed those present that a letter was received from Mr. Stanziale requesting his
appearance before the Board on this matter be postponed, which is duly noted.
Chairman Jacobson read the next application as follows:
VFW Post 1156/Nick DeGiacomo - 1288 Boston Post Road - Block 407, Lot 165 - sign
No one was present to represent VFW.
Chairman Jacobson read the next application as follows:
LIBRETT INDUSTRIAL WHOLESALE DISTRIBUTORS/Michael DeGiacomo-615 Fifth Avenue-
Block 131, Lot 344 - signs
No one wasre resent to resent Librett.

Chairman Jacobson read the next application as follows:
CASTRO CONVERTIBLE/Sigfrido Diaz - 1289 Boston Post Road - Block 412, Lot 489 - sign
Sigfrido Diaz of National Maintenance appeared to address the Board regarding this matter. He presented
• a full color rendering of signage for the Board to see, at which time a discussion ensued. Mr. Diaz said
the double faced sign is illuminated.
Mr. Jacobson asked if this is replacing the pole sign.

• Mr. Carpaneto said there are two signs being taken down.
Ms. Commender asked about the size of the letters.
After some discussion regarding the height of the letters, Mr. Jacobson said the combined height of the
letters appears to be over 3 ft. The maximum height of letters allowed is 24 in. The combined height of
the letters cannot exceed 32 in.
Mr. Jacobson asked if there was any comment about color.
Mr. Spagnola asked in reference to the light blue material shown in the rendering on the side, why is it
being used.
Mr. Diaz said it will be highlighted on the side.
After further discussion, Mr. Spagnola said the presentation is not clear.
Mr. Jacobson said in reading the text below on this application,the face is vinyl covered Lexan. The sides
of the box are solid blue metal.
Ms. Commender said that the building has Castro Convertible on it in brown and gold.
The discussion ensued regarding the color blue of the fascia, the change of elevation,the projecting facade;
the issue of the relationship of the existing signage on the building to the new monument sign, what is that
relationship and how much signage will there be in total is an important question.
• Mr. Wassman questioned the durability of the proposed lettering.
Mr. Diaz said he could not answer this question.
Mr. Jacobson said the basic issues are; the sign as a whole should not glow, the letters are too large, and
how does this sign relate to the building and the signage on the building as a whole?
Ms. Washington said this is a spectacular piece of property that deserves some plantings. One of the Town
goals is to add trees and landscaping, etc.
Mr. Jacobson said the applicant needs to return and resubmit the application and resolve the following
issues: The first is the interior illumination; the Board would not approve a sign that is internally
illuminated to its fullest extent; the Board would accept that the letters be illuminated, but not the face of
the sign. Secondly, the height of the letters exceeds the allowable height in the Ordinance. Third, the
Board wants to see how this monument sign relates to the existing signage on the building. It is important
that it all comes together in some cohesive visual manner. Fourth, the effect of landscaping be considered.
On a motion made and seconded, it was unanimously
RESOLVED, that this matter be, and hereby is, adjourned to be resubmitted at the November 18,
1999 meeting.
Chairman Jacobson read the next application as follows:
• WINGED FOOT GOLF CLUB/Lawrence Gordon - 851 Fenimore Road - Block 347, Lot 1 -
renovation/addition
Lawrence Gordon, the architect for the project, appeared along with Mr. Sullivan, the project manager at
Winged Foot Golf Club.

• Mr. Sullivan said they are proposing to renovate the existing staff housing in two phases. The existing
building will be renovated first, then add onto it in the second stage to increase the housing. He
demonstrated on the drawings before the Board. The proposed new construction is dormitory rooms. In
the basement besides toilets,there will be a laundry room and other facilities. Each staff member will have
their own bedroom.
Mr. Sullivan said the structure will be clad in cedar shakes. In order to get texture and color similar to
the existing main house, this approach was chosen. The window frames will be the same color as existing
in the main house, a deep green.
After further discussion regarding the proposed renovation/addition, Ms. Commender asked about
foundation planting.
Mr. Sullivan said the whole area will eventually be done. The drainage problem will be addressed as well.
Mr. Jacobson asked if there were any questions or comments. There being none, on a motion made by
Mr. Immerman, seconded by Mr. Spagnola, the following resolution was unanimously ADOPTED:
WHEREAS, Winged Foot Golf Club/Lawrence Gordon have submitted an application to the
Building Inspector, together with plans for a renovation of existing staff housing and addition to existing
staff housing; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
• WBEg PP P REAS, Wined Foot Golf Club/Lawrence Gordon submitted an alication for aproval to
the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is APPROVED, subject to the
following conditions:
1. The application is approved as submitted.
Chairman Jacobson recalled the following application:
VFW Post 1156/Nick DeGiacomo - 1288 Boston Post Road - Block 407, Lot 165 - sign
Michael DeGiacomo of Neptune Sign Company appeared for Nick DeGiacomo to represent VFW. Mr.
DeGiacomo said it is a single-faced red, white and blue metal sign facing the Boston Post Road from the
top of the wall where there are hedges. It is shown up against the block wall. He pointed out the existing
pole sign and the proposed sign placement.
Mr. DeGiacomo said the single-faced sign will be mounted on top of the wall. A discussion had been had
at one meeting where the Town was going to move one of the trees.
Mr. Spagnola asked if the sign will be illuminated at night.

Mr. DeGiacomo said from what is in the application, there is no illumination.
Mr. Jacobson said that it is checked off as illuminated.

• Mr. DeGiacomo asked if anything was submitted as far as what the illumination of the sign is going to be,
as he has nothing to present.
Mr. Jacobson said there are no specifications. Mr. Jacobson said given the fact that the sign is on top of
a high stone wall, it seems the 2 ft. high base which raises the sign even higher is unnecessary. It would
be better if it were dropped down and let the stone wall be the base of the sign, rather than have the skirt.
Mr. DeGiacomo said he didn't think he could give up the whole thing without losing some visibility,
because the wall is very thick.
Mr. Spagnola asked the color of the skirt.
Mr. DeGiacomo said it is gray.
Mr. Spagnola again questioned the illumination of the sign.
Mr. DeGiacomo said the box is 4 ft. high, it would have four 7 ft. lamps inside of it.
Mr. Jacobson asked if all the colors will show at night.
Mr. DeGiacomo said all the colors would show.
Mr. Immerman said he thought it would nicer if it wasn't an internally illuminated sign.
Mr. Immerman said if it had spotlights on it from the top of the wall, there would be less of a concern
• about the brightness of the sign.
Mr. Spagnola said it will be too bright and too aggressive when internally illuminated. When it is an
externally lighted sign, then it is less.
Mr. DeGiacomo said he will relate that information to the individuals at the VFW. He said he will tell
those at the VFW that the Board had suggested an externally illuminated sign.
Mr. Spagnola said he would not have a problem with that.
Mr. Jacobson said he had a problem with the size of the sign, but it is very attractive.
Mr. DeGiacomo said on that parcel the sign will look like a postage stamp. It is not a very large sign
whether lit internally or externally.
Mr. Jacobson said the problem is that it is right in your face.
Mr. DeGiacomo said it is hoped everyone will see it, because when they have parties people come from
far away.
Ms. Commender said that was her question, as you can't see it to turn into the driveway.
Mr. DeGiacomo said they don't want to put it down on the road, and it can be made smaller. But, the
VFW wants the sign up above.
• Ms. Commender feels it will be a traffic hazard, you can't see where to turn and you can't see the
driveway.
Mr. Jacobson said that the sign needs to be resubmitted to show the following: (1) the height of the base;
the Board thinks the sign should be lower on its base.

SMr. Jacobson said point#2 is the illumination. The Board would prefer exterior illumination,rather than
internally illuminated.
Mr. DeGiacomo said if he is to understand this correctly, the Board is calling this off because of the
illumination. He will do what the Board suggests.
Mr. DeGiacomo voiced his concern about having to adjourn this matter another month.
Mr. Jacobson said that the Board is trying to give Mr. DeGiacomo some direction, so that his client can
come before the Board to answer the questions that have been raised.
Mr. Jacobson asked that a site plan also be presented which shows where the sign will be, in addition to
the illumination and the height of the skirt.
Mr. Carpaneto said to make it as small as it can be made to accomplish what needs to be accomplished.
Ms. Conunender said that she feels the graphics of the sign are too involved.
Mr. Immerman said he thinks the sign is graphically well designed.
Chairman Jacobson recalled the following application:

• Michael DeGiacomo, from Neptune Sign Co., appeared to represent Librett Industrial. He reviewed the
sign on the front of the building with the Board.
Mr. Immerman said when the Board got the first submission the sign was already up and that is
inappropriate.
Mr. Jacobson said there are two separate sign applications;the one on the building and the monument sign.
Mr. DeGiacomo said for "Librett Industrial", the building signage, the letters are individual 12 in.
Helvetica pin-mounted letters, dark blue in color. Hardware Tools&More are 6 in. Helvetica letters.
Mr. Spagnola asked why the sign needs to state "&More".
Mr. DeGiacomo said that Librett is known for hardware and tools,but also carries a lot of home appliances
and more.
Mr. Jacobson asked for additional comments about the signage on the face of the building.
Mr. Immerman said that the whole window is filled with additional signage, which no one has shown the
Board.
Mr. Carpaneto said that those signs will have to come down.
Mr. Carpaneto said Librett's was sent a Notice of Violation.

Mr. Jacobson asked if there were any more comments on the sign on the building as presented. There
were none. Due to technical difficulties,conditions of approval for the wall signage application were not
recorded.
On a motion made and seconded, the following resolution was unanimously ADOPTED:

WHEREAS, Librett Industrial Wholesale/Michael DeGiacomo have submitted an application to
the Building Inspector, together with plans to erect a standing non-illuminated; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Librett Industrial Wholesale/Michael DeGiacomo submitted an application for
approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is APPROVED, subject to the
following conditions:
1. Due to technical difficulties, comments and conditions of the approval for the free-
standing monument sign, other than those stated below, were not recorded:
a. The skirt be omitted to expose the support posts.
b. The background color of the sign and lettering match that of the building
signage.
• On a motion made and seconded, the following resolution was unanimously ADOPTED:
WHEREAS, Librett Industrial Wholesale/Michael DeGiacomo have submitted an application to
the Building Inspector, together with plans to replace an existing, illuminated wall sign; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Librett Industrial Wholesale/Michael DeGiacomo submitted an application for
approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is APPROVED, subject to the
following conditions:
1. Due to technical difficulties,conditions of approval for the wall signage application were
not recorded.
NEXT MEETING
The next meeting of the BAR will be held on November 18, 1999.
