CALL TO ORDER
The meeting was called to order by Chairman Jacobson at 8:07 p.m.
APPROVAL OF MINUTES
After a review of the Minutes, upon a motion made and seconded, the Minutes of the August 28, 1997
meeting,with the correction of a typographical error, and the amended Minutes of the September 18, 1997
meeting were unanimously approved.
Chairman Jacobson read the application as follows:
TEDESCO AUTO BODY - 2430 Boston Post Road - Block 503 Lot 421 - signs/canopy
Donald Mann requested the Board review Tedesco Auto Body and A.P. Automotive, Inc. together.
A.P. AUTOMOTIVE, INC. - 2430 Boston Post Road - Block 503 Lot 421 - signs
Mr. Jacobson said the Board will review both applications together, and asked that individuals identify
themselves for the recorder when speaking.
Donald S. Mazin, attorney for both applicants, of 1415 Boston Post Road, Larchmont, New York,
appeared along with Ralph Tedesco of Tedesco Auto Body of 2430 Boston Post Road, Larchmont, New
York, Anthony Sama of A.P. Automotive of 2430 Boston Post Road, Larchmont, New York, Patsy
Fushetto of A.P. Automotive of 2430 Boston Post Road, Larchmont, New York and a representative from
G & M Nameplate of 667 Main Street, New Rochelle, the company preparing the sign for A.P.
Automotive, appeared.
Mr. Mazin said with respect to the awning, the final determination could not be made on the way it was
going to be and is withdrawing same.
Danny Gallello of G&M Nameplate proceeded to describe the configuration of the signs, stating Tedesco
Auto Body will have a white background with blue lettering, and the A.P. Automotive, Inc. will be the
opposite.
Mr. Jacobson said the sign for A.P. Automotive, the scale of the letters and how it relates to the
background, is very nice and feels it is nicer than Tedesco Auto Body, a dramatic difference.

A discussion ensued regarding the background of the signs and the color and scale of the letters; i.e. blue
background, white letters; white background, blue letters.
Ms. Washington said with regard to the Tedesco sign,the amount of white at the bottom of the letters and
the edges of the sign board should be the same all around the sign. The Tedesco name part is an
appropriate size and the Auto Body part of the sign should physically be smaller to fit within the limits
described.
Mr. Gallello said there is one sign box and a divider will be put in the middle, the same color as the box.
Mr. Mazin asked if the sign is being put on the side of the building.
Mr. Gallello said sign#2 is on the side and#1 is on the front of the building.
Mr. Mazin said the sign on the side is back farther from the road and the lettering should be larger.
Mr. Spagnola said he did not feel the sign was that far away to make that much of a difference. The size
of the letters are almost double the size of those in the A.P. sign. Mr. Spagnola asked if it will again be
presented to the Board as he cannot agree with the size of the Tedesco letters until it is seen.
A discussion ensued regarding the original A.P. Automotive sign, the change in the logo due to the
redundancy on the sign regarding the size of the wording Auto Body and Automotive and the size of the
letters.
Mr. Jacobson said the Board will accept a sign where the total height of text is the same on both signs.
On a motion made by Ms. Washington, seconded by Mr. Spagnola, the following resolution was
unanimously ADOPTED:
WHEREAS, Tedesco Auto Body and A. P. Automotive,Inc. have submitted applications to the
Building Inspector, together with plans to replace plex with new wording; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Tedesco Auto Body and A. P. Automotive,Inc. submitted applications for approval
to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is granted, subject to the following
conditions:
1. The application for a sign by A.P. Automotive is accepted as presented, without
condition.
2. The Tedesco Auto Body sign is accepted as amended on condition that the combined
lettering height be the same from the top to the bottom of the text as the A.P.
Automotive, Inc. sign as presented this evening.
Mr. Mazin said something for the record, but it was not recorded.

Chairman Jacobson read the next application as follows:

Donald S. Mazin of 1415 Boston Post Road, Larchmont, New York, attorney for the applicant, appeared
along with Russ Baker of Signs By Russ, Inc. of 244 Liberty Street, Brockton, Massachusetts who will
make representation to the Board regarding the signage for Trader Joe's.
Mr. Mazin informed the Board that Trader Joe's has a logo sign in their locations, which the Board may
have seen in the Eastchester store, and presented photographs to the Board for their review.
Mr. Jacobson interjected that the work being proposed extends beyond signage as there is a major change
to the facade of the building and a plan change.
Mr. Mazin said there are two applications, one for the facade also. Any questions the Board may have
regarding the facade will be answered.
Mr. Spagnola said in the Board packet there was an application for a free-standing sign, as well.
Mr. Mazin said there is a free-standing sign in addition to the sign on the building above the store front.
Ms. Washington asked which sign is 10 ft. long and is it parallel or perpendicular to the Post Road.
Mr. Russ explained the position of the signs and said the 10 ft.long sign is perpendicular to the Post Road.
Mr. Spagnola asked if there were photos of the existing restaurant sign.
Mr. Mazin said there are photos of the shopping center and photos of the stores.
Mr. Jacobson suggested the Board discuss the monument sign first, stating the body of the monument sign
is proposed to be bronze anodized aluminum and the facing is white plexiglass. Mr.Jacobson asked if the
letters stand out.
Mr. Russ said the letters do not stand out, they are flat vinyl letters, and discussed the various colors to
be used; i.e. black, red.
Mr. Jacobson asked if the red letters had the gold band, as indicated on the drawing.
Mr. Russ said they did not.
Mr. Immerman suggested crossing off the 1 in. gold trim on the picture of the monument sign that was
submitted with the application.
Mr. Spagnola said the internally illuminated monument sign is glowing at the down low close to sidewalk
and street,and feels it should be externally lit. The relationship to the adjacent sign should be considered.
Mr. Spagnola said he does not feel it has to match that sign,but must be externally lit. It can be a bronze
anodized monument or wood sign with letters pinned onto it. Mr. Spagnola does not have a problem with
the logo. Mr. Spagnola suggested the wording Trader Joe's be in red, which would be on a dark
background and externally lighted, would be a good solution. Then white lower case letters against the
wood for the remaining text. The externally lit sign will cost less money than the internally lit sign. Mr.
Spagnola does not feel there will be any problem with readability or visibility, as it is a very large sign.
Mr. Jacobson agreed with Mr. Spagnola, stating that something in wood with a pinned on letters which
is externally lit would be much more aesthetically pleasing.

Mr. Spagnola said legs can be put on the wood panel to get rid of the heavy base and it can be lit. Mr.
Spagnola asked if the monument sign is two-sided and perpendicular to the road.
Mr. Russ said it is a two-sided sign, perpendicular to the road.
A discussion ensued regarding the use of the dark background, wood stain, and pinned on letters half the
thickness shown, as opposed to white, externally lit letters. The wood is more in keeping with the nature
of the store.
Mr. Russ asked about the use of black letters.
Mr. Spagnola said the letter should be white.
A discussion ensued regarding matching the Village Square lettering and the size of the lettering and the
gold trim.
Mr. Spagnola said the red, gold and white would not be bad on the natural wood. He would accept a solid
red letter with a return of white. Mr. Spagnola suggested that the Board discuss the new roof above the
entrance, as he would like to look at the whole presentation in order to better understand it.
Mr. Jacobson said before further discussing the signs, that the store fronts are going to be changed with
the brick bulkhead proposed to be added to the front of the space that Trader Joe's occupies. Mr. Jacobson
said he gathers that the rest of the stores to the right will be left as existing and asked if there is any
consideration of changing those to be the same as Trader Joe's.
Mr. Mazin said about 10,000 ft.of space is proposed to be renovated, and another access lane constructed.
The costs are substantial. Mr. Mazin then discussed the relocation of the current vacant store space.
Mr. Jacobson asked if the new Drivit fascia will start out in the plain of the edge of the mansard roof.
Mr. Russ explained it will be a Drivit box that returns back to the metal roof.
Mr. Jacobson asked about the band below the Drivit band, at which time a discussion ensued regarding
same.
Ms. Washington commented that the size and the height of the Trader Joe's sign on the fascia is
overpowering.
Mr. Spagnola asked if the Board is accepting what is being proposed,as revised, at which time a discussed
ensued regarding same.
Mr. Spagnola asked how the sign is made, which Mr. Russ addressed.
Mr. Jacobson asked the Board's thoughts about the letters being mounted on the Drivit, and externally
illuminated by lights rather than internally illuminated.
The Board discussed this thought in detail, and agreed it must be done a better way than internally.
Mr. Mazin said in driving by the store there is a big wall, then there is a long distance with cars parked
in front. Trader Joe's is supposed to be the lead store and recognition is important. What is proposed is
Trader Joe's logo,which is evident on all Trader Joe's other stores. To change the sign in a shopping area
of its size where there is no residential homes that can see it, Mr. Mazin does not feel a neon sign is
detrimental.
Mr. Immerman suggested that the sign background be externally lit from above and the letters remain
internally lit. The contrast will be reduced.

Mr. Jacobson then reiterated from the discussion that the Trader Joe's letters will be internally lit, the
wording,A Unique Grocery Store, will be black letters attached to the stucco and not illuminated,and the
surface of the stucco panel externally lit from above.
Mr. Spagnola asked about the thickness of the Trader Joe's letters.
Mr. Russ said the letters are about 6 in. to 8 in.
A discussion ensued regarding the gold trim.
Mr. Spagnola said the Board must receive a document for the new proposed and modified signage, which
Mr. Russ verified.
Mr. Jacobson said he noticed there is a left turn arrow shown on the site plan, and asked if there is a
double yellow line at that point, at which time a discussion ensued regarding same.
Ms. Washington said there is a left turn lane.
Mr. Mazin said an individual can cross a double yellow line to enter a commercial establishment.
Mr.Jacobson asked Mr. Moore to review that fact and find out if it is acceptable, as access to the shopping
center is important. Mr. Jacobson also raised the issue that there are no trees along the stretch of wall.
A discussion ensued regarding the sight line,the installation of the trees along the front edge and visibility.
Mr. Spagnola said having Trader Joe's as a tenant at that location will bring in business, and suggested a
proposal be submitted for landscaping along the front edge of the property.
Mr.Jacobson informed Mr.Russ to submit a landscape plan and demonstrate how the trees would obstruct
the view, if that be the case. The Board is in favor landscaping.
A discussion ensued regarding the placement of the driveway when the shopping center was originally
designed, and a question was raised about the date of the next meeting.
Mr. Jacobson said the next meeting is November 20, 1997.
Mr. Russ then commented on the Board's requests for signage to be addressed at the November 20, 1997
meeting; i.e. a dark wooden background sign externally lit, letters pinned onto the sign, a reversal of
corporate identity with white letters and a landscape proposal.
Mr. Jacobson asked Mr. Moore, before adjourning the meeting, if there was any other business.
Mr. Moore said there was no other business.
Mr. Jacobson said he would like to schedule an administrative meeting of the Board to discuss how the
Board sees their role on October 30, 1997 at his home, and asked the Board members to notify him
regarding attendance.

The next meeting of the BAR will be held on November 20, 1997.

Upon a motion duly made by Mr. Spagnola, seconded by Ms. Washington, the meeting was unanimously
adjourned at 9:21 p.m.
