CALL TO ORDER
The meeting was called to order by Chairman Jacobson at 8:00 p.m.
APPROVAL OF MINUTES
Upon a motion made and seconded, the Minutes of the October 17, 1996 meeting were unanimously
approved.
Chairman Jacobson read the application as follows:
LA VILLETTA RESTAURANT/Paul Torre - 7 Madison Avenue - Block 132 -Lot 163 - legalize
refaced sign
Mr. Jacobson asked if anyone was present to represent La Villetta. There being no one present, Mr.
Jacobson proceeded with the next matter.
Chairman Jacobson read the next application as follows:
WINGED FOOT GOLF CLUB/Colin Burns -851 Fenimore Road -Block 347 Lot 1 - addition
Mr. Lawrence Gordon, architect, appeared representing Winged Foot Golf Club. Mr. Gordon presented
his drawing of the proposed Caddie Shelter.
Mr. Jacobson commended Mr. Gordon and his office for turning out a beautiful looking and well detailed
drawing.
Ms. Williams asked what color the roof will be.
Mr. Gordon said the roof shingle color will be blended in with the current roof color of adjacent structures.
On a motion made by Ms. Washington and seconded, the following resolution was unanimously
ADOPTED:
WHEREAS, Lawrence Gordon has submitted an application to the Building Inspector, together
with plans to build a new Caddie Shelter at the Winged Foot Golf Club; and

WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Lawrence Gordon submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is granted, subject to the following
conditions:
1. The plan be accepted as presented on Drawing No. A-1 dated June 20, 1996.
Chairman Jacobson read the next application as follows:
RODIZIO/Jaynes Fleming - 1420 Boston Post Road - Block 409 Lot 131 - signs/canopies
Robert Santos, owner/partner of Rodizio, appeared.
Mr. Jacobson asked if any member of the Board had any comments regarding the new graphics for the
restaurant.
The Board appeared to have no comments on the new signage, but comments were made that the window
glass that had been engraved was removed, and that is not the case. The engraved glass is still there, but
is hidden by hanging planters.
Mr. Wassman said the existing enclosed dumpster location looks very shoddy.
Mr. Santos said Suburban Cartage will arrange to repair the dumpster location, as had been done
previously.
Mr. Jacobson asked if there were any other comments from Board members.
Ms. Williams asked when the current owner took possession of the restaurant.
Mr. Santos said possession was taken approximately one month ago.
Ms. Williams said the sign went up before Mr. Santos came before the Board.
Mr. Santos said the recognition was very important, and realized he should have come before the Board
sooner.
Mr. Gerety asked if the restaurant was open.
Mr. Santos said this evening is opening night. Mr. Santos also said the hedges have been trimmed.
Ms. Williams asked if the dead evergreens have been replaced, and would like that done if not done
already.
Mr. Santos said some of the evergreens have been replaced, and will replace all other dead evergreens.

Ms. Williams asked the significance of the stars on either side of the name.
Mr. Santos said the stars are strictly decorative.
On a motion made by Mr. Wassman and seconded, the following resolution was unanimously ADOPTED:
WHEREAS, James Fleming has submitted an application to the Building Inspector, together with
plans for Robert Santos for a restaurant named Rodizio to remove existing lettering reading "Sea Grill"and
ornament "Clams" and erect lettering reading "Rodizio" and "Restaurant Bar" with star ornaments; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, James Fleming submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is granted, subject to the following
conditions:
1. Repair the dumpster location.
2. Replace dead evergreens.
Mr. Jacobson said La Villetta still has not appeared, and asked Mr. Gerety if the Board is allowed to rule
on the case without the applicant present.
Mr. Gerety said due to the matter involved, the case can be heard without the applicant.
Mr. Jacobson said the sign is quite nice.
Mr. Gerety said the applicant needed an updated Certificate of Occupancy which the owners did not have,
and there was a transfer, but not in ownership. Mr. Gerety said the Certificate of Occupancy was needed
to obtain the correct features for the building for an alcohol license. Mr. Gerety said the applicant had
never applied for a sign permit for the restaurant, formerly Birdie's Restaurant, and is now before the
Board for sign approval for La Villetta.
Mr. Wassman said the lettering then existed by default and the applicant wants to resurface it. A
discussion ensued.
On a motion made by Ms. Washington, seconded by Ms. Williams, the following resolution was
unanimously ADOPTED:
WHEREAS,Paul Torre has submitted an application to the Building Inspector,together with plans
to legalize the existing sign for LaVilletta Restaurant; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and

WHEREAS, Paul Torre submitted an application for approval to the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is granted, subject to the following
conditions:
1. The sign, as presented, is approved .
NEW MATTER
Ms. Williams said she had a chance to speak with Elaine Price regarding the tree planting Master Plan.
Ms. Williams discussed the Master Plan, the allocation of monies per capita towards tree planting and
referred to a booklet regarding landscaping planning which Ms. Price had given to Ms. Williams, a copy
of which was given to each Board member. A discussion ensued.
Mr. Wassman said for the record, the Town should be encouraged to include an allocation of monies per
capita towards tree planting in the budget.
Mr. Gerety said perhaps a letter from the BAR to the Town's Zoning and Planning Board attorney to ask
for some guidance as to what the BAR can recommend and enforce might be helpful.
NEXT MEETING
The next meeting of the BAR will be December 19, 1996.
