Jacobson, Acting Chairman .A ta4 E. Robert Wassman, Chairman Robert M. Immerman *i ,:.* Pamela T. Washington 21 0 Absent: Joan Williams y1Vir IIS 4. 0 Also Present: William Gerety # 111 Assistant Building Inspector CALL TO ORDER The meeting was called to order by Mr. Jacobson, acting chairman, at 8:01 p.m. APPROVAL OF MI UTES Mr. Jacobson asked if there were any comments on the December 21, 1995 Minutes. There being none, Mr. Jacobson then referred to a letter received by the Zoning Department from North Shore Neon Sign Company which addressed the issue of the color of the CVS signs and specifically the fact that the 24 hours sign is a different red than the CVS red. Finding that the explanation was not germane to the objection, it was the Board's decision that the red color of the 24 hours sign should match that of CVS. Mr. Jacobson asked Bill Gerety to respond to the North Shore Neon Sign Company, inform them that their explanation is unsatisfactory and that the Board would like the matter corrected. Mr. Jacobson said secondly, in the Minutes on page 3 the 4th paragraph should read, "Mr. Gerety said the pole sign has to be removed in one year." Mr. Immerman said the resolution states it correctly. Mr. Jacobson said on page 4, #1 should read, "That the chain link fence along the Fifth Avenue frontage be moved behind the new evergreen plantings;" item #3 should read, "The existing pole sign will, by the sign ordinance, need to be removed in one year's time. The Board recommends that there be some uniformity between the SavATree sign and the pole sign if it remains." On a motion made by Mr. Immerman, seconded by Ms. Washington, the Minutes were approved as amended. Chairman Jacobson read the following application: DINO OIL INC. - 2517 Boston Post Road - Block 504 Lot 101 - Signs There being no one present to represent Dino Oil Inc., the matter was postponed to the next meeting. If Dino Oil Inc. is to appear before the Board of Architectural Review at the next meeting, they be required to resubmit their application with attachments. Chairman Jacobson read the following application: Board of Architectural Review January 18, 1996 Page 2 SATURN OF LARCHMONT -Robert Lasagne-2523 Boston Post Road-Block 504 Lot 126-Signs. Mr. Lasagne appeared and discussed the materials and text to be used for the signs as presented to the Board. He stated there is no logo presently in the front of the building. Mr. Jacobson said the material presented is different than what exists on the building at present. He asked if the applicant intended to change the signage on the front. The applicant indicated no. Ms. Washington said that the application is incorrect. Mr. Gerety said just the east and west sides are being considered, one has a logo and one does not. The front view is not a part of this application. Mr. Immerman stated the application does not have any drawings showing what is intended. Mr. Lasagne said the new signs are replacing the temporary signs previously posted on the side of the building, the size is approximately 3 ft. x 2 ft. The Board asked if the applicant can make the signs the same size that already exists, 22 in., and the Board would like to know the placement of the signs. Mr. Jacobson said the information submitted is not detailed enough, and it is important for the Building Department's records to have a graphic statement as to where the signs will be placed, and their size. Mr. Jacobson asked if the applicant was under any restraint in the placement of the signs. Mr. Lasagne said he was under no restraints, and that the sign will be centered in the middle of the building. Mr. Immerman recommended the sign be reduced proportionately, so that the signs are the same height as the logo. On the side where there is no Saturn logo, place the sign at the position where the Saturn logo is on the other side. Ms. Washington said that she would like photographs of the entire building placed in the file. Mr. Immerman said that Mr. Jacobson would like for the Building Department's records to have the two elevations submitted with the graphic design showing where the sign was installed taking pictures to submit to the Board. The Board can approve the applications subject to the recommendation that Mr. Jacobson proposes. A Board discussion followed regarding the color of the side facing of the box. Mr. Lasagne said the sides of the signs will be white with black lettering and the return will be the same as the Saturn sign stating used cars. A motion was made by Mr. Immerman to approve the following: 1. The used car signs shall be placed on each of the east and west elevations of the building, the vertical height to be reduced to align with the existing Saturn logo, on the assumption that it is 22 in. and that the edges of the box match the edges of existing Saturn logo. 2. On the west face of the building which does not have the Saturn logo, the placement of the used car sign shall be in the same relationship to the top edge and the front edge of Board of Architectural Review January 18, 1996 Page 3 the Saturn logo on the east elevation. All subject to the applicant submitting pictures of the installation along with graphic drawing showing where the signs were located. Ms. Washington seconded the motion, which was unanimously approved. Mr. Gerety said the applicant should obtain a permit from the Building Department before work progresses. Chairman Jacobson read the following application: ELEVEN ALDEN TENANTS GROUP/JAMES FLEMING - 1420 Boston Post Road-Block 409 Lot 131 - Signs Mr. Fleming appeared representing the owner of The Sea Grill and presented photographs of the installed signage to the Board. He stated that J.B. Tiptons, the former owner, had put up signs before getting Board approval. The Board had approved the previous application for the J.B. Tiptons signs, fortunately these signs are smaller. The previous signs were proposed as 15 ft. x 32 in. high, the new signs are 2 ft. by 12.6 in. Basically the same lettering on the awning as approved for J.B. Tiptons will now state The Sea Grill. The hanging planters which cover the old J.B. Tiptons logos are removable, and the etched glass will be replaced. The only change from the previously approved application of J.B. Tiptons is the reduction of the sign size and name change. After some discussion among Board members and Mr. Fleming, Mr. Immerman made a motion to accept the application as presented in a letter dated December 27, 1995 to the Board of Architectural Review, which was seconded by Ms. Washington and unanimously approved. ADJOURNMENT Upon a motion duly made and seconded, the meeting was unanimously adjourned. Marguerite R , Recording Secretary
