Leone FE8 21St Also Present: William Gerety A.;';.. 44 Assistant Building InspectorOP/ CALL TO ORDER The meeting was called to order by Chairman Jacobson at 8:06 p.m. Mr. Jacobson welcomed the new BAR member, Anthony Spagnola to the Board. APPROVAL OF MINUTES On a motion duly made and seconded, the Minutes of the December 19, 1996 meeting were approved. Chairman Jacobson read the application as follows: KINKO'S/Thomas Krisanda - 1329 Boston Post Road - Block 412 Lot 309 - signs Thomas Krisanda, the sign installer for White Plains Sign Corp., appeared. Mr. Jacobson commented that Kinko's has four sign applications before the Board; two are for legal signs; two will need a variance; i.e. the sign on the east facade facing parking lot, and the monument sign. Mr. Krisanda discussed the first application, the sign facing the Boston Post Road. Mr. Wassman commented with respect to all of the signage, that the text "OPEN 24 HOURS" is excessive in essential need and detracts from Kinko's sign. Mr. Jacobson commented that the Town has a concern about advertising the hours open, although it has been allowed in certain circumstances, and as Mr. Wassman said, the wording is almost as prominent as the name of the company. Ms. Washington commented that the point can be communicated by using 10 linear ft.of 12 in. high letters instead of the 14 linear ft. and 15" high letters as proposed. Mr. Krisanda that the letters cannot be made smaller than 12 in. Ms. Washington commented that the proposed sign does not need to say "OPEN", it only needs to say 24 hours, as individuals would know Kinko's is open 24 hours. Board of Architectural Review January 16, 1997 Page 2 Mr. Wassman asked the chairman if the subject is being addressed to the right person, as the applicant is not Mr. Krisanda but is Kinko's. If there is going to be a resolution, it should not be one that could be professionally prejudiced by Mr. Krisanda's business. Mr. Jacobson asked if anyone else was present that represented the client's interest. Brian Hack of Norman DiChiara Architects, P.C. of White Plains, the architects performing the interior fit out and the modifications of the store front was present. Mr. Hack suggested that the client might consider the 12 in. lettering, and would be happy to review same with the client. Mr. Hack said he thought that the 12 in. lettering would be an acceptable compromise. Mark Ellman,of Celestial Capital Group,Inc., who represents the owner of the property was also present. Mr. Ellman said Neil Carrow, his architect, is also present. Mr. Ellman said the client would be more than willing to accept the 12 in. lettering on the OPEN 24 HOURS. Mr. Jacobson said Mr. Ellman has not addressed the question as to whether or not the word OPEN is necessary, and the fact that 24 HOURS, as suggested, is appropriate. Mr. Ellman said he had not had specific discussion with the design department of Kinko's, but OPEN 24 HOURS is Kinko's logo trademark. Mr. Ellman said Kinko's normally likes the OPEN 24 HOURS to be half the size of the wording Kinko's, but that is not a trademark issue and there is flexibility on that issue. Mr. Jacobson asked if samples of the signage colors were available for the Board to review. Mr. Krisanda said he did not have samples with him, but referred to the computer printer color blue submitted with the application,stating that is the color used. Mr. Krisanda said Kinko's has suggested that the fascia behind the sign be a light gray color (a sample of which he had for the Board look at) which would reduce the contrast with the signage text. Mr. Jacobson stated that if the Board can agree on the color and relative scale of the lettering for the front sign, the same size can be used on any additional signs. A discussion ensued regarding application(b) to erect a sign on the side facing Hommocks Road and the problem with visibility. The Board suggested placing the signage closer to the corner of the building. Mr. Carrow, the architect, said it would be beneficial to state that the sign should be in the range of plus or minus 2 ft. from the corner. A discussion followed regarding application(c) to erect a sign on the parking lot side of the building. For this application, the BAR Board can only make a recommendation to the Zoning Board of Appeals, as it requires a zoning variance. The relationship of the signage to the corner should be consistent with what was granted in application(b); that the beginning of the sign be plus or minus 2 ft. from the corner of the building. A discussion followed regarding application(d) the monument sign, whereby Mr. Carnow said based upon this evening's BAR meeting, Kinko's would be prepared to withdraw the application. On a motion duly made and seconded, the following resolution was unanimously ADOPTED: WHEREAS, Thomas Krisanda has submitted applications to the Building Inspector, together with © plans for signage for Kinko's as follows: a. 15 in. front sign facing the Boston Post Road, open 24 hours; b. erect sign on right side of building; Hommocks Road; c. erect sign on parking lot side of building; north wall sign; Board of Architectural Review January 16, 1997 Page 3 d. erect a monument sign. WHEREAS, the Building Inspector has declined to issue such permits on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Thomas Krisanda for Kinko's submitted applications for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject applications be and the same is granted, subject to the following conditions: a. height of the front sign text, OPEN 24 HOURS, reduced to 12 in. with the color of the fascia to be Sherman Williams Tinsmith#SW2115. b. the beginning of the sign text be plus or minus 2 ft. from the corner of the building; c. recommendation to the Zoning Board of Appeals;requires a zoning variance; relationship • to the corner edge should be consistent to what was granted in application (b); i.e. the beginning of the sign be plus or minus 2 ft. from the corner of the building; d. application will be withdrawn and the sign will be demolished. Mr.Immerman reminded Mr. Krisanda to be sure that all the shrubbery is healthy and properly maintained in the Spring. Mr. Gerety informed the Board that there will be another submission from the architect for the construction of the store front which is forthcoming. Mr. Carrow said a number of potential site plans were submitted to the building department when the applicant was trying to expand the parking either by excavating rock out of the ledge in the back and combining the parking lot with the adjoining Dunkin Donuts, which proved logistically undoable. The parking lot has been repaved, with building department approval. There have been no discussions regarding landscaping, but the applicant will be prepared to listen to the Board's suggestions and address any concerns. If necessary, an amended site plan will be submitted. Prior to obtaining the building permit to repave, the site plan received approval by waiver. Mr. Carrow said he believes there is no further requirement for submission of a site plan by virtue of the waiver procedure. Mr. Gerety said there will be a minor change to the site if the monument sign is going to be dismantled, and there were plantings around that. Mr. Carnow said the monument sign is in the State right-of-way in a planted area and when removed the mulch will cover any remnants. If necessary, the applicant will add a shrub. Mr. Gerety said the Board generally likes to recommend the shrubs that should be planted. Mr. Jacobson said that the Board will no longer recommend what should be planted, but will let the applicant propose the plantings at which time the BAR will comment on the proposal. Mr. Gerety said there were plantings that were part of an approval for the changes to the building when it became Giant Carpet. Those plantings that were done at that time exist now and they will be maintained. There is also a strip along the Hommocks Road that is denuded and barren, that could be addressed. Board of Architectural Review January 16, 1997 Page 4 Mr.Jacobson said the Board would like to see what recommendations the applicant has,when the applicant is before the Board again with changes to the building. Mr. Jacobson said the Board would like to see the removal of the monument sign and a site plan that allows the Board to see the building in context. Mr. Carrow said Kinko's will be coming before the Board again with renderings and details for the new store front, and at the same time Mr. Carrow will show the demolition of the monument sign and will recommend additional plantings on the site. Ms. Washington asked about elevation grade changes and accessibility for the handicapped. Mr. Carrow said there is an elevation change from the parking lot to the front walkway which is not ramped. There is a way to go from the parking lot out to the sidewalk and into the front entry way which already is ramped, and believes the building is ADA accessible. Mr. Gerety said there is another issue the building department will impose upon the Board, and asked Mr. Carrow to address the issue of an application for mechanical work on the roof that the building inspector has deemed would require BAR approval. Mr. Camow said the application is for a simple change to the roof steel. An application was filed to have the roof structure modified, but it would be unseen above the roof line. The HVAC unit which will be visible will be part of the Kinko's application to the Board. The visibility of that unit will be addressed as part of Kinko's submission. What is being addressed at this moment is only the setting of the structural steel. Mr. Gerety asked if the Board can move to approve the additional dunnage, so a building permit can be issued for the steel work to be done. On a motion made by Mr. Wassman, seconded by Mr. Spagnola,the following resolution was unanimously ADOPTED: WHEREAS, Neil Carrow has submitted an application to the Building Inspector, together with plans for modification of a portion of existing roof structure; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Neil Carrow submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the Site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is granted, subject to the following conditions: a. Information pertaining to steel dunnage addition and structural changes to the roof at rear of the building as presented with the APPLICATION FOR ADDITION AND ALTERATIONS TO EXISTING BUILDING received December 30, 1996.
