BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK

CALL TO ORDER
The meeting was called to order by Chairman Jacobson at 8:05 p.m.
APPROVAL OF MINUTES
Mr. Jacobson asked if there were any additions and/or corrections to the July 24, 1997 Minutes. There
being none, upon a motion made by Mr. Immerman and seconded, the Minutes of the July 24, 1997
meeting were approved.
Mr. Jacobson asked if there were any additions and/or corrections to the November 20, 1997 Minutes.
There being none, upon a motion made by Mr. Spagnola and seconded, the Minutes of the November 20,
1997 meeting were approved.
Chairman Jacobson read the application as follows:
SATURN OF LARCHMONT -2517 Boston Post Road-Block 504 Lot 101 and 121-Robert Lasagne
- signs/lighting
Lawrence Gordon, the architect, and Bob Lasagne appeared, representing Saturn of Larchmont.
Mr. Jacobson said for clarification, there are two applications for two separate signs, and there are four
major issues to discuss; the two signs, the site lighting and landscaping. Mr. Jacobson asked that the signs
be discussed first, as the other issues to be discussed are more technical.
Mr. Lasagne said the proposed sign, Used Cars from Saturn, on the left side of the property, the corner
of Dillon Road and the Boston Post Road, is a monument sign 4 ft. x 7 ft., internally illuminated.
A discussion ensued, with Mr. Wassman suggesting that the Board address the possibility of line of site
conflict with the intersection.
Mr. Immerman said there is a regulation that states there is a defined zone at the intersection that the sign
cannot intrude into, which he described. The proposed signage appears to be fine.
Mr. Lasagne said whatever the code requires will be done.
Mr.Jacobson asked if the Board had any more comments regarding the monument sign. There being none,
on a motion made by Mr. Immerman, seconded by Mr. Spagnola, the following resolution was
unanimously ADOPTED:

WHEREAS,Robert Lasagne for Saturn of Larchmont has submitted an application to the Building
Inspector, together with plans to construct a monument sign on the corner of Dillon Road and the Boston
Post Road side; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Robert Lasagne for Saturn of Larchmont submitted an application for approval to
the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to the following
conditions:
1. The monument sign application is accepted as presented, subject to satisfying the
requirements of the corner visual setback and the placement of the sign by the zoning
requirements.
The next sign application, to construct a box sign attached to the Boston Post Road side of the overhang
facade, was discussed.
Bob Lewis of White Plains Sign appeared and discussed the illuminated sign that would be mounted on the
existing canopy. Mr. Lewis proposes that the canopy fascia will be gray with a red stripe on the bottom,
and mounted on the right end will be a 2 ft. x 24 ft. illuminated sign, white background, black lettering
with the red Saturn logo to the left (sample provided). The white and black motif are the current Saturn
colors used adjacent to the lot.
Mr. Spagnola questioned the use of the red band and the interruption of this band by the 24 ft. sign panel
which is white with black letters. The use of Saturn signage as it appears across the street from the
proposed signage would be more elegant.
Mr. Jacobson said it would be beneficial if the canopy picked up the spirit of the monument sign; all the
same colors. A detailed discussion followed.
Mr. Immerman asked if the sign can be made an internally lit box by cutting the canopy face and putting
the lights inside of it, instead of having the box sign stuck on the front of it.
Mr. Lasagne said the canopy is supported inside with steel and would have to be cut.
A discussion ensued regarding the location of the box sign.
Mr. Lasagne said it is his understanding that the Board wants the same type of graphic effect as the
monument sign.
Mr. Spagnola said with little or no seams in the front face, keeping the box a solid gray.
Mr. Jacobson asked that the Board discuss the lighting. The Board has the photometric study of the site.
Mr. Jacobson said the canopy is not shown at the right scale, which might effect the lighting levels
indicated on the plan. Mr. Jacobson is concerned about the site lighting, because of the homes and
apartments located in that area. None of the lights face the house, but the intensity of the lighting is high
and the footcandles of same which will create a problem with the neighbors.

A discussion ensued regarding lighting the canopy and the footcandle level.
Mr. Lasagne agrees that the canopy was drawn wrong on the presentation.
Mr. Immerman said, based on the submission, it does not reflect what the condition is going to be. It has
to be restudied and resubmitted.
A discussion ensued regarding the period of time the lights are allowed to be on and the code restriction,
using the Lexus dealership as an example.
Mr. Jacobson said there are issues that cannot be resolved this evening and asked the applicant to study
and address these issues at the next meeting.
Mr. Jacobson asked the applicant to discuss the proposed planting plan and the proposed site plan changes.
Mr. Lasagna explained the planting plan before the Board and said that Belgium block will be used for
curbing.
Mr. Immerman suggested that the applicant submit a more complete planting plan at the next meeting
stating the plant material types. The new property line fencing needs to be addressed in regard to its
industrial look. Possibly painting the fence would improve it.
A discussion ensued regarding the finish and type of the lights. The Board prefers that the fixtures and
poles be painted gray.
On a motion made by Mr. Immerman, seconded by Mr. Spagnola, the following resolution was
unanimously ADOPTED:

canopy; and
WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the
review by the Board of Architectural Review is required; and
WHEREAS, Robert Lasagne for Saturn of Larchmont submitted an application for approval to
the Board; and
WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and
has heard all persons interested in this application; and
NOW, THEREFORE, BE IT
RESOLVED, that the subject application be and the same is GRANTED, subject to the following
conditions:
1. The box sign shall have its colors and finishes match as close as possible to the
monument sign.
2. The edge trim shall be minimized.
3. The location of the sign on the canopy shall be moved so it is centered on the two posts
that are closest to the kiosk and there will be no red stripe on the bottom of the canopy
as had been indicated on the plan.

4. The remainder of the fascia will be painted gray to match the sign box and the monument
sign color.
5. The Vertilite as submitted as a fixture type is APPROVED.The light source shall be
Metal Halide and the fixture and pole color shall be as close as possible to the Saturn
gray.
6. The Detroit fixture that was attached was in error and is not to be included.
7. The light distribution plan IS NOT APPROVED and needs to be CORRECTED and
RESUBMITTED, because the canopy was drawn incorrectly and its own light
contribution,presumably was not taken into consideration. The Board is concerned that
the light levels at the rear of the property will disturb both the adjacent house and the
apartment building across on the other side of Dillon Road. The applicant is requested
to submit a different presentation on light levels and a plan related to the hours the site
will be illuminated.
8. The applicant is requested to SUBMIT a more specific, defined landscaping plan which
will include identifying the trees types to match the one that exists on the Boston Post
Road and the rest of the shrubbery types and numbers that the applicant intends to plant.
9. Extend the planter in the corner of the monument sign so that it outlines the areas that
are not useable as parking spaces.
NEXT MEETING
The next meeting of the BAR will be held on January 15, 1998.
OTHER MATTERS
Mr. Jacobson informed the Board of a request received from the Town Supervisor, Elaine Price, stating
that the Board had reviewed the lighting of the Lexus lot in 1992 and indicated that six months after the
Dealership was opened that the Board would review the lighting again to see if there were any additional
improvements that could be made to benefit the neighborhood. There were no Minutes of a meeting that
reflected the Board's review of the lighting, and Ms. Price is asking the Board to do so at this time.
Mr. Jacobson feels the Board's responsibility is not to measure footcandles and determine whether or not
there is too much light, but simply to look at the installation to see that there is no undue spill on the
neighborhood and that the lights are reasonably shielded.
Mr. Jacobson asked all Board members, between now and the next meeting, to review the lighting in the
evening at the Dealership. The matter will be put on the agenda for the next meeting.
