Carpaneto, Director of Building 8/ 4z, �7 CALL TO ORDER The meeting was called to order by Chairman Jacobson at 8:01 p.m. APPROVAL OF MINUTES Upon a motion made by Ms. Washington, seconded by Mr. Wassman, the Minutes of the June 18, 1998 meeting were unanimously approved. Chairman Jacobson read the application as follows: BEECHMONT BUS SERVICE/John Carello -24 Valley Place - Block 131 Lot 36 - facade Henry Meltzer of AIM Services appeared, representing Beechmont Bus Service. Mr. Meltzer informed the Board that Zoning Board approval was received for the project, is in the process of an appearance before the Planning Board and explained the proposed project before the BAR; i.e. a 2-story addition to an existing one-story building. The building is currently used for bus maintenance, and the new and extended use is also for bus maintenance. Mr. Meltzer said 5 ft. diameter evergreen bushes will be planted in the front of the property, which will hide the fence and whatever parking occurs on the premises. The property will look much better when the project is completed because the site will be paved which is currently concrete with patches of macadam and earth and will be taking away what basically is a parking area for buses. Mr. Immerman asked about the relationship between the two existing buildings. Mr. Meltzer said there is a space between the two existing buildings. Mr. Carpaneto referred to the tax map to show the exact layout of the building,and discussed the findings with the Board. Mr. Jacobson asked if there were any architectural comments regarding the new structure. Mr. Immerman said the only mistake made on the drawing is the reference to coping of cast stone. Terracotta coping is used on the existing buildings. Mr. Jacobson asked if there were any other questions from Board members. There being none, on a motion made by Mr. Immerman, seconded by Ms. Washington, the following resolution was unanimously ADOPTED: Board of Architectural Review August 20, 1998 Page 2 WHEREAS, Beechmont Bus Service has submitted an application to the Building Inspector, together with plans to add a two-story structure to an existing one-story building. The existing fluted grey concrete block will be used on the addition; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Beechmont Bus Service submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is GRANTED, subject to the following conditions: 1. The project is approved as submitted,with the exception of changing the coping to match the existing terracotta coping. Chairman Jacobson read a letter into the record, received from Robert Stanziale addressed to Ms. Roma, asking for an adjournment of the following matter to the September BAR meeting: CLOCK TOWER ASSOCIATES/Robert Stanziale-2 Madison Avenue-Block 133 Lot 602-facade Chairman Jacobson read the next application as follows: MRS. GREEN'S NATURAL MARKET/Robert Lewis-2444 Boston Post Road-Block 503 Lot 137- signs Sharon Miller appeared for Robert Lewis of White Plains Sign to represent Mrs. Green's Natural Market. Ms. Miller said the applicant intends to replace the sign facing the parking lot with a new design as submitted. Ms. Miller then discussed the proposed new design for the panels on the two faces of the building. Mr. Jacobson asked if Ms. Miller is aware that the color scheme of the building and the existing signage is still predominately red, and asked if the orange carrot is a central part of the logo. Ms. Miller said White Plains Sign is aware of the colors and explained the logo, verifying the carrot is a central part of the logo, and explained the use of the white and green colors. A lengthy discussion ensued regarding the colors to be used, and the fact that the proposed signage might add a little interest to the existing signage in Ms. Miller's opinion. Mr. Jacobson asked the Board's opinion if the text "Natural Market" were red, Mrs. Green's as represented,would be more acceptable as opposed to all green. A lengthy discussion ensued regarding this point. Mr. Immerman said it was the Board's intention when the project was approved, to keep color of signage in a certain degree of continuity on the building,as opposed to letting tenants do whatever they wanted with their signage. Mr. Immerman said the Board also requested Nature's Warehouse make their sign red, when they also wanted their sign to be green. Ms. Miller said the Board's recommendations will be taken into consideration. Board of Architectural Review August 20, 1998 Page 3 Mr. Carpaneto informed the Board that there are variance issues with the signs, the size and number of the signs,which are similar to the variances granted for the signs for Nature's Warehouse. Mr. Carpaneto said the carrot is too large. It exceeds the height limitation. Mr. Carpaneto informed the Board that two Notices of Disapproval were sent, one for the number of signs and size, and one that deals specifically with the carrot. Mr. Jacobson asked if the BAR is advisory to the Zoning Board. Mr. Carpaneto said the BAR is advisory to the Zoning Board. Ms. Miller addressed the issue of the size of the carrot. Mr. Carpaneto said the lettering is 30 in. and the carrot about 36 in. or 37 in. Mr. Jacobson asked Mr. Carpaneto about the zoning issues; i.e. two signs instead of one. Mr. Carpaneto said the zoning issues are the number of signs, the number of signs on the pylon and the square footage which is over by a couple of feet. He said the variances previously granted were for Nature's Warehouse. Mr. Jacobson asked Mr. Carpaneto if a letter must be sent to the Zoning Board with the recommendations of the BAR. Mr. Carpaneto said a letter must be sent from the BAR stating its recommendations. Ms. Washington suggested reducing the overall height of the sign from 30 in. to 27 in., which would reduce the size if the carrot. Ms. Miller asked what carrot size would be acceptable. Mr. Immerman said the highest part of the sign in addition to the carrot is not the capital letters in Mrs. Green, but the dimension from the top of the "1" to the bottom of the "t" in Natural Market. He suggested shrinking the letters so that the top of the "1" and the bottom of the "t" fall within the 30 in. Mr. Immerman said he can accept the carrot being above 30 in., but not the other above 30 in. Mr. Jacobson said if the carrot is going to be a part of the total signage image, he is not concerned if the carrot is bigger than all the other letters, and asked the opinion of the Board on this issue. Ms. Washington said she would like 27 in. tall letters overall and the carrot reduced proportionately. Mr. Carpaneto said the Natural Market sign will also have to be reduced proportionately, with which the Board agreed. Ms. Miller said the letters can be reduced to 27 in., proportionately reducing the Natural Market text and carrot, and asked if that will be acceptable, in addition to all of it with a green border and white sign. Mr. Jacobson said the Board has a concern about this issue of size, and cannot visualize the difference in the size of the letters. The Board needs to see a revised design drawing. Mr. Jacobson asked the Board's sense regarding signage that reads white at night. Ms. Washington said there are lumen levels in the sign code that the sign cannot exceed. The expectation of this sign is this white lettering will not give the brightest, whitest lettering. It is going to be nice and modest looking. Mr. Jacobson said it has to conform to the light level of the code. Board of Architectural Review August 20, 1998 Page 4 Ms. Washington said the value of this light cannot be different from the value of the CVS light and the value of the Staples light. The guideline is to create the same kind of white light that emanates from the CVS and Staples sign, at which time a discussion ensued. Ms. Miller said they would match up to the whites already existing and expanded on that issue. Mr. Immerman asked what is the lamp which illuminates the letters? Ms. Miller said they are individual illuminated letters with fluorescent lamps. On a motion made by Ms. Washington, seconded by Mr. Wassman, the following resolution was unanimously APPROVED: WHEREAS, Mrs. Green's Natural Market has submitted an application to the Building Inspector, together with plans to remove existing wall signs and standing sign and replace with new signs with new owner's name; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Mrs. Green's Natural Market submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is GRANTED, subject to the following conditions: 1. Amend Mrs. Green's Natural Market's application to reflect the discussion at this evening's meeting and the revised design resubmitted at the next meeting: a. The lettering on the sign of the words Natural Market be changed to be the same as the channel lettering color and edge color that is in the Mrs. Green's portion of the sign; b. The overall the size of the sign be reduced so that the maximum height from the top to the bottom of the letters is 27 in. and that the carrot is proportionally reduced. c. The top of the "1" and the bottom-of the "t" in the last letters, Natural and Market at the end of the sign, do not also exceed the 27 in. height limitation. d. On the pylon sign, the letters reflect the same concern to proportion and color as discussed in relation to the signs on the building. e. This action is an advisory recommendation to the Zoning Board of Appeals for variances needed, and written recommendations be made. Mr. Jacobson adjourned the matter to the meeting next month, to include the requested changes. Ms.Miller asked that notification be sent to Mr.Lewis from the Building Department specifying the details requested to be presented at the next BAR meeting, which Mr. Carpaneto verified. There being none, upon a motion duly made and seconded, the meeting was unanimously adjourned at 9:47 p.m. NEXT MEETING The next meeting of the BAR will be held on September 17, 1998.
