Pursuant to Section 62 of the Town Law, I
hereby call a special meeting of the Town
Board, to be held in the Council Room of
the Weaver Street Firehouse, Weaver
Street, Town of Mamaroneck, at 8:15 p.m.
on Wednesday evening, September 26th,
1973, for the purpose of rejecting the bids
for the ice rink tennis bubble complex at
Hommocks and authorizing readvertising
for bids, and any other matters that may
come before the Board.

-MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK, HELD SEPTEMBER 26th, 1973
AT 8:15 P.M. , IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET, TOWN OF
MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p.m. in ac-
cordance with the Notice of Meeting and Waiver thereof here-
with presented and ordered received and filed for the record.

Councilman Vandernoot
Councilman Bloom
Councilman White
Absent: None
Also Present: Mr. Gronberg - Town Clerk
Mrs. Brewer - Deputy Clerk
Mr. Johnston - Town Attorney
Mr. Elfreich - Town Engineer
THE SUPERVISOR.
The Supervisor noted that the meeting had been called to reject
the bids received for the construction of the ice rink-tennis
bubble complex at Hommocks and authorize readvertising for
bids to be returnable on October 17th, which she so thereupon
recommended.
In accordance with this recommendation, Councilman Bloom of-
fered a motion to reject all bids and readvertise, which was
seconded by Councilman White.
For the information of those present, at the Supervisor's re-
quest the Engineer then briefly reviewed the "Fact Sheet" on
the proposed facility which had been distributed to all attending
the meeting.
Mr. Elfreich called attention to the items on which separate
bids would be taken - explaining that it was felt that elimina-
tion of sub-contracting charges by having the Town act as its
own general contractor would reduce costs considerably.
He also stressed the tests presently being conducted at the site
in the hope that a redesign of the foundation would be possible
at a substantial savings and lastly reviewed those items added
to the original specs which he said were necessary for com-
pliance with municipal Health and Building Codes.

Mr. Elfreich replied negatively to a question raised by Coun-
cilman Bloom as to whether some of these latter items might
not be eliminated at this time or held in abeyance since, he
said, as he had explained each had been added because it was
necessary in order to have the facility meet the required
standards.
It was also noted that a new financial study was now being
made to determine whether the project would still be able to

pay for itself in 5 years if a $300,000. rather than the orig-
inally planned $225,000. bond issue was required.
Questions raised by Mrs. James Schena and Mr. James Lav-
erty were answered by the Town Engineer and Councilman
White -- and thereupon on the Chair's question as to the
Board's pleasure on the motion, it was unanimously
RESOLVED, that this Board hereby authorizes
that all bids for the construction of an Air
Structure and Related Facilities and an Ice
Skating Rink and Related Facilities at Hom-
mocks Tennis Courts received on September
5th, 1973, be rejected with all bid bonds or
bid checks returned to the respective bidders,
and that a new Notice for Bids in accordance
with the revised specs and to be returnable on
October 17th, 1973, be published in the official
newspaper of the Town of Mamaroneck, The
Daily Times, as required by law.
MR. WILLIAM FERNSCHILD --
Upon recognition by the Chair, Mr. Fernschild presented at
great length a request for the rebuilding of two stone pillars
formerly on North Chatsworth Avenue at Mountain Avenue
with directional signs thereon - one reading to the Woods,
the other to Larchmont - in order to clarify directional
problems for those coming off the Thruway, etc.
The Board thanked Mr. Fernschild and assured him that con-
sideration and study would be given his request - and/or to
finding a solution to the problem he bad described.
ADJOURNMENT
There being no further business to come before the Board,
on motion duly made and seconded, the meeting was de-
clared adjourned at 9:00 p.m.
