HomeMy WebLinkAbout2015_09_21 Board of Architectural Review Minutes BOARD OF ARCHITECTURAL REVIEW SEPTEMBER 21, 2015 Roll Call. Present: Edward Jacobson, Chairman, Ken Ricci, Donald Meeker, Joseph Shein. Absent/Excused: Diane Neff, Ronald Carpaneto, Director of Building, Tom Murphy, Town Board Liaison. CALL TO ORDER The meeting was called to order at 8:00p.m. 1. 2155 Palmer Avenue ACURA Jonathan Villani the applicant’s architect addressed the Board stating he is here with the owners of the ACURA dealership George D’Angelo and Alex Muscarella. Mr. Villani stated the dealership owners would like to alleviate their parking problem by adding a parking deck in the rear of the building and that ACURA would like the dealership to make changes to the existing building and make it more modern. He further stated that they were previously before the Board and approved for a sedate improvement. Mr. Jacobson stated his concerns on the impact of the proposal to the residential neighborhood and showed the photos he took of the area from the view of the neighbors across Palmer and Harrison. Mr. Meeker asked for a color rending. Mr. Ricci stated he is worried that the undersides of the cars on the deck could be seen from street level. Mr. Villani responded that only the top of the car would be seen over the rail. The impact of the addition of the parking deck was discussed by the Board. The Board concluded that the character of the existing building is a better fit for the residential neighborhood and if the parking garage was more like the original building it blend in better, as they are not in favor of the glitz in that area. Mr. Meeker stated that if the garage is painted a warm brick color it will recede into the background and not be such an impact, the Luca bonding is not a good solution. Lighting was discussed, Mr. D’ Angelo stated that all deck lighting will be turned off when in business is closed. The Board stated all lighting should unobtrusive and requested a lighting plan. Mr. Ricci stated that the front and side of the parking deck could be wrapped in a metal mesh similar to what he has seen on the parking garage in Manchester NH parking garage. The Board and Applicants discussed the signage and logo and placement, and Mr. Villani will stated he will add signage to the next submission. The Board suggested that applicant scaling everything down including the signage. 1 The placement of the mechanical equipment was discussed. Mr. Villani stated he will take all the Board comments into account and return with renderings, material samples, lighting plan and signage plan.
