BOARD OF ARCHITECTURAL REVIEW
Monday August 13, 2012
PRESENT: Edward Jacobson, Chairman, Diane Neff, Ken Ricci, Donald Meeker

CALL TO ORDER
The meeting was called to order at 8:05P.M.
MINUTES
The minutes were tabled
APPLICATION NO. 3 Carleton House 35 N. Chatsworth Façade, Site Improvement
Façade
Fred Cuccia, president of the Carlton House Condominium Association, stated that he is before the
Board for the black vinyl chain link fence around the parking area, and if the Board will entertain they
also would like to propose a new pool fence, and showed 2 samples of a one by three or a one by four
wood fence.
The Board discussed the pool fence, and suggested a penetrating wood stain; Donald Meeker suggested
a Benjamin Moore Grade exterior pigmented stain in a natural color. The Board recommended the
widest Board.
The Board discussed the chain link fence the gate is not an issue at this point. Mr. Cuccia requested the
Board allow the placement of the fence on the outside of the hedges. The Board stated that the fence
outside the hedges is not negotiable.
Motion of Ken Ricci, seconded by Diane Neff to approve both the chain link fence and the swimming
pool fence.
The chain link fence the material as presented tonight, the height of five feet, located inside the hedge
at the perimeter of the property both along Jefferson Street and Madison Avenue, and beyond Madison
Avenue to the property line.
The swimming pool the “Colorado” 6 foot high Board on Board fence, with the finish to be a pigmented
stain and the applicant will supply samples of the stain to the Board.
Vote: Motion passed (summary: Yes = 3, No = 1, Abstain = 0).
Yes: Diane Neff, Edward Jacobson, Chairman, Ken Ricci.
No: Donald Meeker.
APPLICATION NO. 1 WALGREENS 1333 Boston Post Road Façade, Site Improvement
Façade
Steve Moser the applicant’s architect addressed the Board.
Mr. Jacobson stated the recommendation of the Board and answered the architect’s questions.
The Board and architect discussed the changes to the plan.
Mr. Ricci thanked the architect for their response to the Boards comments.
The awnings were discussed. The color is the standard Walgreen color.
The color of the building was discussed.
The 6 inch horizontal base around the building will be removed and a new side walk installed, allowing
the pilasters to be right to the sidewalk.
Landscaping
Mr. Moser stated they eliminated a section of the side walk and are replacing the area with grass.
Less impervious area is better if possible.
Plantings were discussed. Varied landscape islands within the grass area were suggested with different
species and heights of the plants.
Signage
Mr. Moser explained the signage plan, asking for internally illuminated signage.
Mr. Jacobson stated that if the Board feels that internal illumination is the best design solution, he can
support the application to the Zoning Board of Appeals for a variance. Typically the Zoning Board has
approved requests that the BAR has supported.
Mr. Meeker would like to see a 20% reduction in the size of the sign, in order to support the request for
an internally lit sign. Mr. Meeker would like to see thinner letters.
Mr. Moser stated the sign is a stock size; he will need to get more information from the sign company.
Mr. Jacobson stated that the signage should be put off for more information from the sign company.
The applicant will bring in a new plan showing the changes agreed upon tonight.
The matter was adjourned to September.
Application No. 4 PETCO 1275 Boston Post Road Sign
Russ Walter with Anchor Sign stated the font is being changed to lower case with no other changes.
As the font was the only change the Board determined they liked the font.
Motion to approve the application as submitted by Diane Neff, seconded by Ken Ricci.
Vote: Edward Jacobson, Ken Ricci, Diane Neff, Donald Meeker
Application No. 5 Music Studio of Westchester Sign
Sign Stop, North White Plains
Mr. Jacobson stated that he was enormously disappointed the sign needs to be better because the
applicant is in the arts.
Mr. Meeker would like a darker background with lighter type he further stated the sign does not relate
to the building.
Mr. Meeker asked if this was the company logo to which the applicant stated no.
The Board discussed the application stating there must be a more elegant way, but the landlord only
allows a certain type of signs as he doesn’t want holes in the façade.
Ms. Neff asked what the applicant would prefer; the applicant stated his hands are tied with the
landlord’s restrictions.
Alternatives were discussed. Possibly placing the sign inside the window (6 inches) rather than on the
outside or a panel with lights shining on it.
Two signs are permissible.
The applicant was asked to return with a different solution.
