minutes of 9/18/08 were approved 4-0
Chairman Jacobson read the application as follows.
FCD Mamaroneck LLC
Andrew Tung of Divney, Tung and Schwalble representing Forest City appeared and addressed
the Board. Mr. Tung stated that he was there to discuss the trees that are proposed to be
planted to replace the trees removed along Myrtle Blvd, and the color of the brick and the
precast to be used on the parking deck which is already under construction. Mr. Tung stated
that now that the brick color has been chosen the Board can actually see the bricks in the
daylight instead of color chips. Mr. Tung suggested that a sample panel should be viewed by
the Board at the site so that the colors would be seen in daylight.
The original plan for the deck was to try to conserve the honey locust along Myrtle Blvd. but as
construction proceed an arborist found that some of the trees root zone were in the proximity of
the deck and the trees would likely not survive. In coordination with Elizabeth Pau, FCD is
proposing the 3 trees closest to North Chatsworth will remain and 6 new trees of two verities will
be planted. As it turns out the planting area is wider in some areas and narrow in others, for the
narrow places 3 Armstrong maples, wider areas Dutch Elm resistant 2 Elms.
The shrubs have not changed from the original plan. The trees will be about 4 to 4 ½ inch
caliber, 14 to 16 feet tall.
Mr. Tung stated that a landscape architect from their firm will be on site to approve the trees and
the planting beds as the trees are planted.

Mr. Altieri, Town Administrator explained the parking deck building process. The Town hired
Bond Davis an Engineer to review the building plan. Also on a weekly basis the Building
Department meets at the site to oversee the construction and any concerns that may occur.
Bond Davis will be returning to the site to review the plan again.
The Board questioned the texture and color of the precast concrete panels, as well as the brick
detailing.
Mr. Tung stated that he reviewed his file and saw that there was a concern the last time they
were before the Board a little over two years ago when the Board requested that samples be
brought in and viewed in the daylight when construction started. Mr. Tung has chosen what he
believes are the closest colors to what the Board asked for and will have a panel put together.
The Board stated in the meeting 2 years ago, they wanted the following:
A capital on the columns.
Illustration of Brick texture
Precast color- neutral
Questions about roof & stairway answered
Nancy Seligson stated a letter from Steve Altieri was sent to the Board for review, no board
members received the letter.
Mr. Altieri produced a copy of the letter for the Board to review.
The Board discussed the stairs and roof, and requested a lighting plan.
The roof is to be Spanish Tile.
The Board questioned what the underneath part of the stairs roof would look like.
Mr. Tung stated that as the Board requested they will make a Pre-cast panel color buff tan along
with a brick panel sample to be ready for the Board to view at the site within the next few weeks.
John Lage ( Larchmont Car Wash)
The applicant was not present.
NEW BUSINESS
The Chair asked Mr. Carpaneto whether anything has been done with the Body shop on Boston
Post Road with regard to storing cars.
The Board questioned the code as to Dumpster enclosures.
Ink It up is required to come back to the Board for his signage approval. The Board realizes that
the building itself is in disrepair and the tenant doesn’t have the finances to put in an awning.
Since the store next to his has their sign on the front window the Board would allow Ink it up to
do the same for continunity.
