Notice of Special Meeting
Town Board
Town of Mamaroneck, New York
Pursuant to Section 62 of the Town Law, I hereby
call a Special Meeting of the Town Board, to be
held in the Council Room of the Weaver Street
Firehouse, Weaver Street, Town of Mamaroneck, at
5:00 P.M. , Friday, May 14, 1976, for the purpose
of considering such matters as may come before
the Board.

MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN
OF MAMARONECK, HELD MAY 14, 1976 IN THE COUNCIL ROOM OF THE
WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK AT
5:00 P.M.
CALL TO ORDER
III The Supervisor called the meeting to order at 5:00 P.M. in
accordance with the Notice of Meeting thereof as herewith pre-
sented and ordered received and filed as part of the record of
this meeting.

Supervisor Vandernoot took this opportunity to thank Councilman
III DeMaio for the very fine nameplates identifying each Board member
and the Town Clerk .
1. Application and Plans for Special Permit for Dandry Property
Pursuant to a memorandum addressed to the Town Board b y illiam
Paonessa, Building Inspector under date of May 13, 1976 relative
to the application and plans for a Special Permit for a Nursery
Use for the Dandry property, Block 501 Parcel 1 located at the
northwest corner of Palmer Avenue and Harrison Drive, which was
herewith presented and ordered received and filed, and on
Mr. Paonessa's recommendation, it was unanimously so ordered
that the aforementioned application and plans be referred to the
Planning Board for its consideration and report prior tolthe
setting of a date for public hearing.
2. Set Date for Public Hearing - Amending Zoning Regulations -
Restaurants and Shopping Centers
Following presentation of a memorandum addressed to the Town Board
under date of May 11, 1976 by the Chairman of the Planning Board,
herewith ordered received and filed as part of the record of this
meeting, in which that Board's recommendations relative to the
above captioned were outlined and pursuant to the recommendation
IIIIII of the Building Inspector and the Town Attorney, on motion by
Councilman Perone, seconded by Councilman DeMaio, it was unanimously
RESOLVED, that this Board hereby fixes the
date of June 2, 1976, the regular meeting

in June, for holding a public hearing in the
Auditorium of the Weaver Street Firehouse,
Weaver Street, Town of Mamaroneck to consider
amending the Zoning regulations so as to place
the permitted use of restaurants into the
"Special Permitted Use" section;
and be it further
RESOLVED, that the Clerk be and she hereby
is authorized to publish in the official
newspaper of the Town of Mamaroneck, The
Daily Times, the Notice of said hearing as
required by law.
3. Authorization to Replace Water Line - Maplewood Street
In accordance with a letter and attached cost estimate addressed
to the Supervisor by Mr. Hock of the Westchester Joint Water
Works under date of May 10, 1976, herewith presented by Mr. Vander-
noot, who noted this problem has been pending for some time, and
ordered received and filed, on motion by Councilman McMillan,
seconded by Councilman Perone, it was unanimously
RESOLVED, that this Board hereby authorizes
the Westchester Joint Water Works to install
115 feet of 1-inch water main on Glen Road
to supply water to 54 Maplewood Street at a
cost not to exceed $3,000.00 as submitted in
estimate dated May 10, 1976, cost of said
installation to be paid by the Town of Mama-
roneck.
4. Authorization to Advertise for Bids - Material Spreaders
The Clerk read a memorandum addressed to the Town Board by the Town
Engineer under date of May 14, 1976, herewith ordered received and
filed, and following Supervisor Vandernoot's notation that this is
provided for in the budget, on motion by Councilman McMillan,
seconded by Councilman DeMaio, it was unanimously
RESOLVED, that this Board hereby authorizes
publication in the official newspaper of the
Town of Mamaroneck, The Daily Times, of a
Notice for bids for two hopper type material
spreaders for the Highway Department, said
bids to be returnable on June 1, 1976 and re-
ported to the Board on June 2, 1976.
5. Apportionment
Upon Supervisor Vandernoot's presentation of the following apportion-
ment which differed from the usual apportionment because it involved
the conversion of a conventional apartment complex to a condominium,
on motion by Councilman Perone, seconded by Councilman McMillan, the
following resolution was unanimously adopted:
WHEREAS, the Assessor has presented petition
for the correction of the assessment roll for

certain years pursuant to the provisions of
Section 557, Article 16 of the Westchester
County Tax Law;
and
WHEREAS, after due considertaion, this Board
finds it desirable to grant said petition for
III the correction of said assessment roll;
NOW, THEREFORE,BE IT
RESOLVED, that the assessment roll of 1975-76
taxes of 1976, which shows property now appearing
on the roll as follows:

6. Proclamation - June 1976 - Burglary Prevention Month
Pursuant to Police Chief Barasch's request and with the unanimous
consent of the Board, Supervisor Vandernoot issued the following
proclamation:
PROCLAMATION
WHEREAS, Burglary, both in number of violations
and in resultant property loss, is the
leading major crime across the nation;
and
WHEREAS, Burglary all too frequently results in
III the injury to and death of the victim;
and
WHEREAS, The success of burglary prevention and
detection efforts is dependent to a large
degree on the participation of an aroused
and involved public;
NOW, THEREFORE, I, Joseph F. Vandernoot, Supervisor
of the Town of Mamaroneck, do Proclaim:
That the month of June 1976 is
Burglary Prevention Month and
call upon all citizens to aid
and assist their police agencies,
and do all else possible, to
prevent, detect, and report
burglary.
7. Letter, Joe Downey - Use of Voting Machines (2) -
G.A. Elections
A Communication addressed to the Town Clerk under date of May 10,
III 1976 by Joe Downey, Principal of Mamaroneck High School was here-
with presented and ordered received and filed and thereupon on
motion duly made and seconded, it was unanimously so ordered that
Mr. Downey's request be granted for the use of two voting machines
for the High School student body general elections.

8. Public Notice - Village of Larchmont - Zoning Board of Appeals
The aforesaid Notice of the meeting scheduled for May 19, 1976 was
herewith presented and ordered received and filed for the record.
9. Cancel Meeting of May 19, 1976
The Supervisor stated that since the Board has held two meetings in
May and because there would not have been a quorum at the regular
meeting of May 19, 1976 for a variety of reasons, he was therefore
requesting that the meeting be cancelled. Thereupon, on Councilman
McMillan's motion which was seconded by Councilman Perone, it was
unanimously
RESOLVED, that this Board hereby cancels the
next regular meeting which would have been
held on Wednesday, May 19, 1976, due to an
inability to convene a quorum as was announced
by the Supervisor.
ADJOURNMENT
There being no further business to come before the Board, on motion
duly made and seconded, the meeting was declared adjourned at 5:15 P.M.
