MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK, HELD JANUARY 21, 1976, IN THE COUNCIL ROOM OF THE
WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 P.M.

OLD BUSINESS
1. Set Date for Public Hearing on: Financing of the Installa-
tion of Water Mains
Pursuant to Supervisor Vandernoot's review of the need for the
Town to hold a public hearing for the borrowing to finance the
cost of the imminent installation of certain water mains (the
cost of which had been eliminated from the budget), the follow-
ing resolution was offered by Councilman Bloom, who moved its
adoption, seconded by Councilman DeMaio, to-wit:
WHEREAS, the Board of Trustees of the
Westchester Joint Water Works No. 1
has recommended to the Town Board of
the Town of Mamaroneck, Westchester
County, New York, an increase and
improvement of the water distribu-
tion facilities of Water Supply Dis-
trict No. 1 in said Town;
and
WHEREAS, said Town Board has duly
caused a map and plan of the pro-
posed improvements, together with an
estimate of cost, to be prepared by
a competent engineer duly licensed
by the State of New York;

WHEREAS, it is now desired to call a
public hearing on the aforesaid matter
in accordance with the provisions of
Section 202-b of the Town Law;
NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town
of Mamaroneck, Westchester County, New
York, as follows:
Section 1. A meeting of the Town Board
of the Town of Mamaroneck, Westchester ,
County, New York, will be held at the
Auditorium of the Weaver Street Fire-
house, Weaver Street in Mamaroneck, New
York, at 8:15 o'clock-_P,14. .Eastern _Standard
Time, on the 4th day of February, 1976,
for the purpose of considering the afore-
said increase and improvement, at which
time and place said Town Board will hear
all persons interested in the subject
matter thereof.
Section 2. The Town Clerk is hereby
authorized and directed to cause a notice
of said public hearing to be published
once in The Daily Times, the official news-
paper, and posted in the manner provided
by law, such publication and posting to be
not less than ten nor more than twenty days
before the date set herein for such public
hearing, which notice shall be in substan-
tially the following form, to-wit:
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, that the Town Board
of the Town of Mamaroneck, Westchester County,
New York, will meet at the Auditorium of the
Weaver Street Firehouse, Weaver Street, in
Mamaroneck, New York, on the 4th day of Feb-
ruary, 1976, at 8:15 o'clock P.M. , Eastern
Standard Time, for the purpose of conducting
a public hearing on a proposed increase and
improvement of the facilities of Water Supply
District No. 1 in said Town, at which time
and place said Town Board will hear all persons
interested in subject matter thereof. The
improvements proposed consist of the construc-
tion of approximately 2280 feet of eight-inch
water mains on Hommocks Road, Lafayette Road,
Madison Avenue and Senate Place, and the re-
placement of a broken four-inch main on Weaver
Street, including appurtenant facilities and
incidental improvements. The estimated ex-
pense of said improvements is $86,600. The map
and plan and estimate of cost prepared in re-
"' to said proposed improvements is on file
in the office of the Town Clerk, where the same
may be examined during regular business hours.

Section 3. This resolution shall take effect
immediately.
The question of the adoption of the foregoing
resolution was duly put to a vote on roll call,
which resulted as follows:

The resolution was thereupon declared duly adopted.
NEW BUSINESS
1. Application for Re-Zoning - James N. Dandry
Pursuant to a memorandum addressed to the Town Board by William
Paonessa, Town Building and Plumbing Inspector under date of
Janaury 9, 1976, and another addressed to the Supervisor by
James J. Johnston, Town Attorney, under date of January 15, 1976,
both relative to the aforementioned application, which were here-
with presented and ordered received and filed as part of the
record of this meeting, Supervisor Vandernoot described the area
involved and noted the presence of Mr. Dandry's Attorney, Joseph A.
Minniti. Thereupon Councilman DeMaio moved and Councilman Perone
seconded that this application be referred to the Planning Board
for its study and recommendations, which was unanimously so ordered.
2. Set Date for Public Hearing on: Addition to Chapter 81
Section 4
Following Mr. Vandernoot's reference to the very serious parking
situation existing at Larchmont Acres which interferes with access
by emergency vehicles and pursuant to a letter addressed to the
Supervisor by the Town Attorney under date of January 5, 1976,
herewith presented and ordered received and filed, relative to the
ordinance which will enable the Police Commission to regulate park-
ing on private streets in apartment house complexes situated within
the Town, on motion by Councilman Bloom, seconded by Councilman
McMillan, it was unanimously
RESOLVED, that a public hearing will be
held by this Board at its next regular
meeting on Wednesday evening, February 4,
1976, in the Auditorium of the Weaver
Street Firehouse, Weaver Street, Town of
Mamaroneck, for the purpose of consider-
ing the adoption of an addition to Chapter
81 Section 4 to be designated subparagraph
"n" of the Code of the Town of Mamaroneck;
and be it further

RESOLVED, that the Clerk be and she hereby
is authorized to publish in the official
newspaper of the Town of Mamaroneck, The
Daily Times, Notice of such hearing as
required by law.
3. Appointment: Board of Park Commissioners
Councilman DeMaio presented a resume of the qualifications and
experiences of Mrs. Maria Russell, 18 Mountain Avenue, Town
and with great pleasure moved her appointment to the Board of
Park Commissioners to fill the vacancy created by the resigna-
tion of Ranald D. Sclater. The motion was seconded by Council-
man Bloom who recounted the recommendation made by Mr. Sclater
upon his resignation and stated that he was delighted to have
someone of such interest willing to serve the Town, whereupon
it was unanimously
RESOLVED, that this Board hereby appoints
Mrs. Maria Russell a member of the Board
of Park Commissioners of the Town of Mamaro-
neck to fill the vacancy created by the
resignation of Ranald D. Sclater and to
serve for the unexpired portion of his term
of office or until December 31, 1976, effec-
tive immediately;
and be it further
RESOLVED, that Mrs. Russell be notified
accordingly.
4. Appointment: Recreation Commission
Councilman McMillan took great pleasure in presenting a brief
resume of Mr. Joseph M. Tighe's particular qualifications for
serving in this post and placed his name in nomination for appoint-
ment to the Recreation Commission to fill the vacancy created by
the resignation of John Stahr. Councilman DeMaio stated that he
was pleased to second the nomination, whereupon, it was unanimously
RESOLVED, that Joseph M. Tighe of 70 Hickory
Grove Drive West, Town, be and he hereby is
appointed a member of the Recreation Commis-
sion of the Town of Mamaroneck to fill the
vacancy created by the resignation of John
Stahr and to serve for the unexpired portion
of his term of office, effective as of Janu-
ary 21, 1976 and terminating May 20, 1977;
and be it further
RESOLVED, that Mr. .Tighe be notified accordingly.

5. Comptroller's Request - Authorization to Advertise for
II/ Bids - 1970 Chevrolet
Pursuant to the Comptroller's memorandum under date of January 21,
1976, herewith presented by him and ordered received and filed,

on motion by Councilman Bloom, seconded by Councilman McMillan,
it was unanimously
RESOLVED, that this Board hereby authorizes
publication in the official newspaper of the
Town of Mamaroneck, The Daily Times, of a
Notice of Bids for the sale of a 1970 Chev-
rolet, ID #154690T199920, said bids to be
returnable on February 17, 1976 and reported
to the Town Board on February 18, 1976.
6. Salary Authorization - Recreation
Pursuant to memorandum addressed to the Board by the Superin-
tendent of Recreation under date of January 9, 1976, herewith
presented and ordered received and filed, on motion by Council-
man McMillan and seconded by Councilman Bloom, it was unanimously
RESOLVED, that this Board hereby authorizes
that Susan Bartlett, Recreation Assistant,
Hommocks Ice Rink, be compensated at the
rate of $2.20 per hour, effective January 9,
1976.
7. Resolution Authorizing Deputy Town Clerk's Signature -
Town Clerk Account - County Trust
In accordance with the Town Clerk's request, on motion by Council-
man Bloom, seconded by Councilman Perone, it was unanimously
RESOLVED, that this Board hereby authorizes
Diane B. Renta, Deputy Town Clerk, to sign
checks in the absence of Dorothy S. Miller,
Town Clerk on the account of the Town Clerk
of the. Town of Mamaroneck at the County
Trust Company, 242 Mamaroneck Avenue, Mama-
roneck, New York.
8. Request - Larchmont Rotary Annual Antique Flea Market
Pursuant to a..request of the Rotary Club of Larchmont, dated
January 5, 1976 herewith presented and ordered received and
filed, on motion by Councilman Bloom, seconded by Councilman
Perone, it was unanimously so ordered that the request be granted
and Mr. John B. Forrest be so notified with the Police Chief
and Recreation Superintendent being advised accordingly.

THE SUPERVISOR
1. Dinner-Dance in Honor of Mrs. Christine K. Helwig -
March 6, 1976
The Supervisor announced plans for honoring former Supervisor
Christing K. Helwig at a Dinner-Dance to be held at the Post
Lodge on March 6, 1976.
2. Reminder - School Taxes (2nd half)
At the request of the Deputy Receiver of Taxes, Mr. Vandernoot
announced that the second half of the 1975-76 School Tax is due
during the month of January and asked Lyn Groh of The Daily Times
to put a reminder article in the newspaper.
3. Appointment to Larchmont-Town of Mamaroneck Senior
Citizens Council
Following the Supervisor's reference to the resignation of Mrs. Elaine
Samuels and the fact that the members of the Senior Center had elected
their own executive committee to administer their activities, it was
unanimously so ordered that Mrs. Elizabeth Malinowski, a vibrant or-
ganizer who has been active in senior citizen affairs, be appointed
the Chairman of the new Larchmont Village-Town of Mamaroneck Senior
Citizens Council.
Mention was made of the very fine senior citizen jazz band that plays
at the Senior Center on Friday afternoons.
4. Not on Agenda - Hommocks Ice Rink
Supervisor Vandernoot spoke of a meeting held in his office with
Jim Kronenberger, Superintendent of Recreation and several parents
of children who frequent the Ice Rink on weekends at which time
it was pointed out to these parents that the new rule, reading as
follows: "At all Public Sessions, on Friday evenings, Saturdays,
Sundays, and holidays, there will be a charge of 50t for all chap-
erones. No one other than skaters or chaperones will be allowed
in the Rink on these days.", was the only solution to a recurring
problem.
THE COUNCILMEN
Mr. McMillan
Appointment to Narcotics Guidance Council
Following Councilman McMillan's presentation of the qualifications
and background of Jesse B. Levine for appointment to the Narcotics
Guidance Council as part-time Clinician and on his motion which
was seconded by Councilman Bloom, it was unanimously
RESOLVED, that the Town Board of the Town of
Mamaroneck hereby approves the appointment

of Jesse B. Levine as Clinician (part-time)
to the Narcotics Guidance Council; similar
resolutions of approval having already been
adopted by the Villages of Larchmont and
Mamaroneck.
Councilman DeMdio
Pavement Marking Demonstration
Councilman DeMaio presented a memorandum from the Police Chief
under date of January 19, 1976, herewith ordered received and
filed for the record, and referred to the resolution adopted by
this Board at its last meeting and further clarified that al-
though the initial program is 100% federally funded, there is
adequate money in the budget for the continued maintenance of
the pavement markings.
NOT ON AGENDA
Mr. Bloom
Councilman Bloom briefly reported that he is reviewing the draft
of the Master Plan Review Committee's Report and hopes that in
the not too distant future copies will be ready for the public.
Mr. Perone
Councilman Perone noted with pleasure that the Board of Trustees
of the Westchester Joint Water Works had decided to appropriate
funds to remove the debris from the Mamaroneck Reservoir even
though that body of water is not presently being used as a water
supply.
ADJOURNMENT
There being no further business to come before the meeting, on
motion duly made and seconded, it was declared adjourned at
8:50 P.M. , to reconvene on February 4, 1976.
BOARD OF FIRE COMMISSIONERS
The me_gting of the Board of Fire Commissioners was convened imme-
diately upon the adjournment of the Town Board meeting.

2. Other Business
On motion by Commissioner Bloom, seconded by Commissioner McMillan,

it was unanimously
RESOLVED, that this Commission hereby approves
the election and installation of the Fire
Department Officers for the year 1976 and offers
its hearty congratulations and best wishes to
each.
ADJOURNMENT
There being no further business to come before the Commission,
on motion duly made and seconded, it was declared adjourned at
8:51 P.M. , to reconvene on February 4, 1976.
