TOWN OF MAMARONECK
held October 6th. 1920.
The meeting was called to order by Supervisor Burton at 9.15 P.M
PRESENT: Supervisor Burton,
Justices, Boyd, Collins, Dudley and Shafer.
Deputy Clerk Sherman,
Counsellor Gamble.
The minutes of the meetings of September 10th, 13th, 15th,
17th, 20th. 22nd , 24th, and 28th, 1920 were read and upon motion
approved.
Counsellor Gamble presented the lease of the Larchmont Park, Inc.
and the Town of Mamaroneck in relation to the polling place at the
Sixth Districts..
Upon motion duly seconded it was
Voted that the Supervisor and the
Towns Clerk be authorized and dir-
ected to execute the lease for the
Polling Booth in the 6th District.
The following resolution was offered by Justice Boyd and second-
ed by Justice Shafer.
WHEREAS, It has been brought to the
attention of this Board that taxes
for the year 1907 on lot No. 102 on
Map of Waverly Subdivision of Grand
Park, Town of Mamaroneck, were paid
October 21, 1908, veidenced by a re-
ceinted tax bill signed by John H.
McArdle, Supervisors and
WHEREAS, Said taxes were again err-
oneously paid on May 21st ,1920; and
WHEREAS, The Receiver of Taxes has
made an examination of has books and
finds but one record of payment of
taxes on said lot No.102 for the
year 1907, which was made on May 21,
1920; therefore be it
RESOLVED, that the Receiver of Taxes
be, and he hereby is authorized and
empowered to mark on his records the
payment of taxes for the year 1907
against lot No. 102 on map of Waverly
Subdivision of Grand Park Town of
Mamaroneck, as having been paid and
cancelled on October 21, 1948 and be it
FURTHER RESOLVED, that the Supervisor
be and he hereby is authorized and
empowered to refund to the owner of
the aforesaid lot No. 102, the amount
of taxes to wit, $9.66, erroneously
paid on May 21 , 1920.
Upon roll call all members present voted, in the affirmative and
the resolution was declared adopted.
The following resolution was offered by Justice Dudley and
seconfed by Justice Collins.
WHEREAS, this Board has received from the
Receiver of Taxes of this Town, under the
the provisions of section 28 of the West-
chester County Tax law, a verified account
of unpaid State, County and Town taxes,
aggragating the sum of $21,354.70; now
therefore be it
RESOLVED, that pursuant to the provisions
of the Westchester Covnty Tax Law, the Sup-
ervisor be and he hereby is is authorized
and empowered to borrow upon the credit of
the Town of Mamaroneck a sum of not more
than $21,354.70 for which sum he shall iss-
ue in the name and under the seal of the
Town, against uncollected State, County &
Town taxes one or more certificates of in-
debtedness, each of such a denomination as
the Supervisor may determine. Said certif-
icate shall be signed by the Supervisor,
countersigned by the Town Clerk , shall bear
interest at a rate of not more than 6% per
annum and shall be made payable at such
time as the Supervisor may fix; and it is
FURTHER RESOLVED, that the Supervisor be
and he hereby is authorized and empowered
to dispose of said certificates for not
less than the par value thereof.
Upon ROLL CAIL all members present voted in the affirmative
and the resolution was declared adopted.
The following resolution was offered by Justice Shafer and
seconded by Justice Boyd,
WHEREAS, this Board has received from the
Receiver of Taxes of the Town of Mamaro-
neck, under provisions of Section 28 of the
Westchester County Tax Law, a verified
statement of unpaid School taxes for the
year 1919 aggregating the sum of $22.918.98;
now therefore be it
RESOLVED, that pursuant to the provisions
of the Westchester County Tax Law, the Sup-
ervisor be and he hereby is authorized and
empowered to borrow upon the credit of the
Town of Mamaroneck a sum od not more than
$22,918.98 for which sum he shall issue in
the name and under the seal of said Town ,
against uncollected 1919 School taxes of
Union Free District No.1, Town of Mamaro-
neck, one or more certificates of indebted-
ness, each of such a denomination as the
Supervisor may determine, Said certifiactes
shall be signed by the Supervisor, counter-
signed by the Town Clerk, shall bear interest
at a rate of not more than 6% per annum and
shall be made payable at such time as the
Supervisor may fix; and it is further
RESOLVED, that the Supervisor be and he here-
by is authorized and empowered to dispose of
said certificates for not less than par value
thereof.
Upon ROLL CALL all members present voted in the affirmative
and the Supervisor declared the resolution adopted.
A communication from Mr.M.D. Robinett was received and read
in relation to the repairing of the flooring in the basement of the
Town Hall quoting a sum of $97.00 for furnishing material and fixing
same.
Upon notion, duly seconded, it was
VOTED, that the work of repairing
the flooring of the Town Hall be
given to Mr. Robinett and that he be
instructed to go ahead with the nec-
essary repairs.
Upon POLL CALL the following members voted in the affirmative,
Messrs. Burton, Boyd, Collins, Dudley; Shafer and Sherman.
Negative, None.
The Supervisor theretpon declared the motion carried.
A communication from the Board of Elections designating the
the Custodian of Voting Machines for the Town of Mamaroneck for the
year 1920 was received, read, ordered spread upon the minutes and is
as follows:
Board of Elections,
County of Westchester. October 1st, 1920.
Mr. Frederick M. Sherman,
Mamaroneck, New York,
Dear Sir:
We beg to advise you that you were designated by this
Board to act as Custodian of Voting Machines of the Town of Mamaro-
neck N.Y. for the year 1920.
Enclosed herewith is a form of oath which you will please
fill out and acknowledge and return to us as soon as possible.

Whereupon the following resolution was offered by Justice
Dudley and seconded by Justice Shafer.
WHEREAS, Frederick M. Sherman was heretofore
and on October 1st, 1920, duly appointed by
the Commissioners of Election of Westchester
County, custodian of voting machines for
the Town of Mamaroneck under the provisions
of Section 400 of the Election Laws there-
fore be it
RESOLVED, that the compensation of said Cus-
todian for the year 1920 be and the same
hereby is fixed at the sum of $250.00 and
be it further
RESOLVED, that the Supervisor be and he here-
by is authorized and empowered to pay the
aforesaid sum of $250.00 upon presentation
of a proper voucher therefor after the same
shall have been duly audited.
Upon ROLL CALL the following voted in the affirmative,
Messrs. Burton, Boyd, Collins, Dudley and Shafer
Negative, None. The Deputy Clerk not voting.
The Supervisor thereupon declared the resolution adopted.
The following resolution was offered by Justice Collins
and seconded. by Justice Shafer.
WHEREAS, by an ordinance heretofore
adopted by thid Board it was ordained,
among other things , that a Building
Commission to be constituted by three
citizens, residing within the unincorp-
carated section of the Town of Mamaroneck,
and to serve without compensation shall
be appionted by this Board, now therefore,
be it
RESOLVED, that Supervisor George W. Burton,
Harry J. Brever and J.G.H. Harlach be and
each of them hereby is appointed Building
Commissioner; be it further
RESOLVED, that the said Commissioners
shall serve at the pleasure of this Board
and without compensation.
Upon Roll Call, all members present voted in
the affirmative and the Supervisor declared the resolution adopted.
The Supervisor suggested that the voting machines should
be insured against any loss or damage and it was thereupon
VOTED, that the Clerk be instructed
to have the voting machines secured
for the full value, ie, $7,500.00.
Upon ROLL CALL all members voted in the affirmative and
the Supervisor declared the motion carried.
Upon motion, duly seconded, it was
RESOLVED, that the Supervisor be
authorized and empowered to make
any necessary repairs to the flag
poll and to purchase two new flags
for same.
Upon ROLL CALL all members voted in the affirmative and
the Supervsiror declared the resolution adopted.
There being no further business, the meeting adjourned
at 11.30 P.M.
