MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD MARCH 17, 2021 BEGINNING AT 5:00 PM.
PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW
ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR
SERVICE:
Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet
and take such actions authorized by the law without permitting in public in-person access to
meetings and authorizing such meetings to be held remotely by conference call or similar
service, provided that the public has the ability to view or listen to such proceeding and that
such meetings are recorded and later transcribed;

CALL TO ORDER - WORK SESSION
Additionally Present: Tracy Yogman Town Comptroller and Lindsey Luft Assistant to the Town
Administrator
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the Work Session was
unanimously opened at 5:00 p.m.
EXECUTIVE SESSION
On motion of Councilwoman Fiddelman, seconded by Councilwoman Elkind Eney, the Town Board
unanimously agreed to enter into an Executive Session to interview candidates for Boards and
Commissions.
On motion of Councilwoman Katz, seconded by Councilwoman Fiddelman, the Board unanimously agreed
to resume the Regular Meeting.
Capital Project Review
The Town Board reviewed the Capital Projects Schedule from 2014 through 2021, and a listing of the total
Capital Projects budgets by category. The Town Board also reviewed the bonding requirements by fund.
2020 Operating Budget Summary
The Town Board reviewed a memo from Tray Yogman titled Fiscal Year 2020 Budget Results. Ms. Yogman
noted that the schedules do not reflect potential FEMA funding, applied for by the Town. With a loss in
revenue, the Town was also able to lower expenses to realize a net savings of $2,855,625. The Town is
expected to receive 3.2 million dollars from the American Rescue Plan, to be shared among the three
municipalities. These funds are restricted to the following uses 1) loss of revenue 2) water and sewer
infrastructure 3) broadband. The Town intends to use these funds for Capital projects as much as possible.
Floor Area Ratio (FAR)
The Town Board reviewed the documentation from the March 3 Town Board meeting discussing a proposal
from AKRF to review the FAR law. The Town Board discussed whether to move forward with the proposal

from AKRF or entertain other proposals. The Town Board favored reaching out to the Village of Larchmont
to determine the name of the firm who reviewed their law.
PACE Financing
The Town Board is revisiting a program it discussed several years ago regarding financing of energy
conservation projects. At that time there was concern from the Town Attorney regarding municipal liability
for any unpaid loan payments. That liability has been removed, and Supervisor Seligson asked Mr. Maker
to explain the changes that eliminated the Town’s liability. Additionally, Mr. Altieri clarified the old
program versus the new program. The Town Board members were not all in favor of moving forward. Mr.
Altieri was asked to gather additional information from New Rochelle on their participation in the program.
Review of the Town’s State of Emergency
For context, Supervisor Seligson stated that at the recent Supervisors’ lunch, municipalities were polled,
and the results are that about fifty percent continue to maintain their State of Emergency. The Town Board
will maintain the State of Emergency for an additional 30 days and modify the suspension of laws to
remove the 15 minute parking. Supervisor Seligson stated that she has already received complaints and
concerns about leaf blowers and believes they will increase as the season changes.
Update – Sanitation Commission
Supervisor Seligson reported that the Commission will hold its next meeting on March 19. In order for the
Commission to move forward with the expansion of a District, the State Legislature will need to hold a
vote. The legislative session ends in June, so there is a finite amount of time for this decision to be made.
Supervisor Seligson believes that the expansion of a District will provide economies of scale, allow more
flexibility, and provide a better service to residents overall. The Town Board is in favor of the District, but
not in favor of an Advisory Committee as currently proposed. Mr. Altieri has issued an amended draft
revising the role of the Advisory Committee, which makes it clear that the District would have final say in
all financial and service decisions. The next steps would be 1) the adoption of a resolution by the two
Municipalities dissolving the Commission 2) development of the new district map and plan for the District
3) reallocation of the Tax Cap by the Comptroller.
New Business
Councilwoman Fiddelman thanked Councilman King for his work with the Racial Equity Task Force, and the
Town Board for their input at last nights special worksession. The Police Reinvention Report is on the
website.
Mr. Altieri gave an update on LMC Media. The board of Control approved $50,000 for architect fees to
prepare plans for the renovation of the third floor for LMC- Media. With those funds in hand, the Town can
move forward with the renovation for LMC Media on the third floor. The Board of Control would like an
intermunicipal agreement with respect to the transfer of funds in the amount of $50,000, from the LMC
Media surplus. Councilwoman Katz stated that at the April 3 Board of Control meeting, attorneys will
present on the franchise agreements.
CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 p.m.
Supervisor Seligson noted that the Town Board met for a worksession beginning at five o’clock this
evening.
RECOGNITION – Town Administrator Stephen V. Altieri
Supervisor Seligson announced that the Town will be recognizing Mr. Altieri sometime in June, but for this
evening the Town has created a short video recognizing this moment, with more to come!

SUPERVISOR’S REPORT
Happy St. Patrick’s Day everyone.
The Town’s Racial Equity Task Force, chaired by Councilman Jeff King, presented the draft Police
Reform and Reinvention Report to the Town Board last night in a TB meeting. We were all impressed
and very appreciative of the time and effort that the Task Force members, Town Administrator Steve
Altieri and Police Chief Paul Creazzo put into researching and writing the report. We had an
interactive discussion including questions and comments about the report after the presentation. The
report is due to the State by April 1, but we want to offer the public a chance to comment on it before
it goes to the State. There will be an opportunity to comment at a public presentation of the report
next Tuesday, March 23 at 7:00 pm via zoom. You may also comment via email to the Town
Administrator or me. The report is available on the Town’s website, www.townofmamaroneckny.org
for your review.
Here is an update about the Larchmont-Mamaroneck Sanitation Commission:
The Sanitation Commission will begin Organic Waste Pick-Up on Thursday, April 1.Organic waste
means yard waste such as grass clippings, leaves and small branches.
- Organic waste is collected on your second garbage collection day which is either Thursday or Friday
- Organic waste may not be set out earlier than the night before collection
- Organic waste must be set out in either compostable brown bags or in a clean garbage can. Plastic
bags are not acceptable.

Now I have an update about the 2021 revaluation. The Town of Mamaroneck is preparing for
the town-wide revaluation of its 2021 assessment roll. Since the completion of the revaluation in
2013, the Town’s goal remains to have a fair and up to date assessment roll that reflects full market
values each year.
The Town annually conducts an overview of property values, and every four years conducts a more
thorough review. We planned with the New York State Office of Real Property Tax Services to
conduct the cyclical town-wide reassessment in 2020, but due to the COVID-19 pandemic, it was
postponed until this year. As in past years, all property owners will receive an “Assessment Notice”
on or about June 1st, regardless of whether there is an actual change in the assessment. Grievances
may be filed from June 1 - June 15, 2021.
The mayors of the two villages and I held a community conversation discussion about Coronavirus on
LMC Media last Thursday that is available to the public. We talked about Covid updates, municipal
programs and budgets and more.
The Search Committee for a replacement for Steve Altieri will begin interviewing candidates March

30. The Comprehensive Plan Update Steering Committee will have its first meeting March 25.
CITIZEN’S COMMENTS
Supervisor Seligson asked Lindsey Luft, who is monitoring the public comment if any viewers had emailed
or (virtually) raised their hand to speak, and Ms. Luft responded that there was not.
BOARD OF FIRE COMMISSIONERS
Commissioner Seligson called the Meeting to order, then on motion of Commissioner Elkind Eney,
seconded by Commissioner Katz, the Board of Fire Commissioners was unanimously declared open.

On motion of Commissioner Elkind Eney, seconded by Commissioner Fiddelman, it was
RESOLVED that this Commission does hereby authorize payment of the
following Fire Department Claims as approved by the Fire Chief and audited by
the Comptroller’s Office:

There being no further business to come before the Commission, on motion of Commissioner Elkind Eney,
seconded by Commissioner Katz, the Commission unanimously adjourned and the Town Board reconvened.
AFFAIRS OF THE TOWN
1) Authorization – 2021 Town and County Tax Warrant
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was
RESOLVED, that the Mamaroneck Town Board does hereby command the Town Comptroller to
receive and collect the following Tax Warrant, and
BE IT FURTHER,
RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Supervisor to
execute said Tax Warrant on behalf of the Town.

2. Report of Bids – Landscape Maintenance Contract
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the following was
approved,
WHEREAS, on March 2, the Town publicly opened and read two (2) bids for Contract #TA-21-03
Landscape Maintenance Services Town Cemeteries and Right of Ways.
NOW, THEREFORE, BE IT

RESOLVED, that the Mamaroneck Town Board does hereby award Contract #TA-21-03 Landscape
Maintenance Services Town Cemeteries and Right of Ways, to the lowest responsible bidder, ACL
Property Maintenance, Inc., as a two year contract for work in 2021 and 2022 calendar years at the
annual lump sum of $30,800.00 and $31,800.00, respectfully, and
BE IT, FURTHER
RESOLVED, that the Town Administrator is hereby authorized to execute said Contract on behalf of
the Town.

3. Approval of Land Sale – 80 Howell Avenue
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the Contract of Sale
of the real property located at 80 Howell Avenue to George Stone and Andree Bogaerts in exchange
for $10,000.00, and
BE IT, FURTHER
RESOLVED, that the Town Administrator is hereby authorized to execute said Contract of Sale on
behalf of the Town.

4. Adoption – Town of Mamaroneck Communicable Disease Response Plan

Response Plan as presented to the Town Board on March 17, 2021.

10. Authorization – Website Content Consulting Agreement
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the CivicEngage –
Statement of Work, Quote Q-15274-1, dated March 9, 2021, in the amount of $4,500, and
BE IT FURTHER,
RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Administrator
to execute the Statement of Work Agreement on behalf of the Town.
