HomeMy WebLinkAbout1919_12_12 Town Board Minutes Minutes of a Meeting of the Town Board Town of Mamaroneck Held December 12, 1919. The meeting was called to order by Supervisor Burton at 8:30 P.M. PRESENT: Supervisor Burton Justices Boyd, Dudley and Shafer, John C. Fairchild; Town Clerk, Ralph A. Gamble, Counsel. Upon motion duly seconded, it was VOTED, that the reading of the minutes of meetings not yet approved be dispensed with. Supervisor Burton stated that the Town had been called upon to pay the County and the School Board the amounts due in Taxes under the law. He presented a cer- tificate of the Receiver of Taxes showing the amount of un- paid 1919 State, County and Town Taxes aggregating $12,701.51. Upon motion duly seconded, it was VOTED, that the certificate be filed and is as follows: "Receiver of State, County, Town and School Taxes TOWN OF MAMARONECK New York Office of Receiver of Taxes 8 Elm Street, Mamaroneck, N.Y. T. Palmer Howell, Receiver H. T. McGivney, Deputy Receiver. December 12th, 1919. To, The Honorable Town Board, Town of Mamaroneck, Mamaroneck, New York. Gentlemen:- I, T. Palmer Howell, Receiver of Taxes of the Town of Mamaroneck, do hereby certify that I have examined the records of this office for unpaid 1919 State, County and Town Taxes, Town of Mamaroneck, and find same to the date hreof to amount to the sum of $12,701.51. Dated, Mamaroneck N.Y. December 12th, 1919 Sgd. T. Palmer Howell Receiver of Taxes Sworn before me this 12th day of December, 1919. (Sgd) Harry T. McGivney Notary Public, Westchester Co ., N.Y. Upon motion, duly seconded, and upon roll call, it was unanimously VOTED, whereas, the Supervisor of the Town of Mamaroneck has heretofore and on December 12th, 1919, received from the Receiver of Taxes of said Town and verified account of unpaid State, County and Town Taxes aggrega- ting the sum of $12,701.51, Now, therefore, be it RESOLVED, that pursuant to the provisions of the Westchester County Tax Law the Supervisor of said Town be and he hereby is authorized and empowered to borrow upon the credit of the Town of Mamaroneck a sum of not more than $12,701.51 for which sum he shall issue in the name and under the seal of said Town against uncollected State, County and Town Taxes one or more certificates of indebtedness in such a denomination as the Supervisor may determine, said certificates of indebtedness to be signed by said Supervisor and to be countersigned by the Town Clerk to bear interest at a rate of not more than 5 1/2% per annum and payable at such time as the supervisor may determine; and it is further RESOLVED, that the Supervisor be and he hereby is authorized and directed to dispose of said certificates for not less than the par value thereof. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Receiver of Taxes for the year 1920 be and the same hereby is fixed at the sum of $4200.00. Upon motion duly seconded, and upon roll call, it was VOTED, that the s alary of the Town Superin- tendent of Highways for the year 1920 be and the same hereby is fixed at the rate of $5.00 per day. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Health Officer of the Town for the term beginning February 1st, 1920, he and the same hereby is fixed at the sum of $500.00 payable monthly. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Clerk of the Supervisor for the gear 1920 be and the same hereby is fixed at the sum of $1200.00 John C. Fairchild, Town Clerk, requested the appointment of a Deputy Clerk. Upon motion duly seconded, it was VOTED, that the Town Clerk be and he hereby is authorized and empowered to appoint a Deputy Clerk, and IT 1AIAS !AJRTHLR 7072D that the said Deputy Clerk so ap>;ointed sha11 in the absence or disability of the Town Clerk, perform the duties and exercise the powers and authority of the Town Clerk, and shall perform such other duties as the Supervisor, Town Board or Town Clerk shall direct. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Town Clerk for the year 1920 be and the same hereby is fixed at the sum of $2000.00. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Deputy Town Clerk be and the same hereby is fixed at the sum of $1000.00. John C. Fairchild requested, in accordance with the resolution authorizing him to appoint a Deputy Clerk, the appointment of Frederick Sherman. Upon motion duly seconded, it was VOTED, that the appointment of Frederick Sherman, as Deputy Town Clerk, be and the same hereby is ratified and approved, and it was FURTHER VOTED, that the letter of Mr. Fairchild be filed with the Supervisor, and is as follows: "Office of the Clerk of the Town of Mamaroneck John C. Fairchild 8 Elm Street Town Clerk Mamaroneck, N.Y.December 12th, 1919 Gentlemen:- Pursuant to the authority vested in me by Law, I do hereby appoint FREDERICK SHERMAN, a resident and citizen of the Village and Town of Mamaroneck, Deputy Town Clerk in and for said Town, at a salary of One thousand dollars per year to be paid in monthly instalments. This appointment to take effect on January 1, 1920. I hereby respectfully request the Honorable Town Board to approve the foregoing appointment. John C. Fairchild, To the Honorable, The Town Board Town Clerk of the Town of Mamaroneck, Mamaroneck, N. Y At this point, Supervisor Burton requested Justice Shafer to take the chair and left the room. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Supervisor under the Westchester County Tax Law for the year 1920 be and the same hereby is fixed at the sum of $2500.00, and it was FURTHER VOTED, that the compensation of the Supervisor under the Highway Law for the year 1920 be and the same hereby is fixed at the sum of $1000.00. At this point Supervisor Burton re-entered the meeting and assumed the chair. Upon motion duly seconded, and upon roll call, it was VOTED, that the salary of the Supervisor, Receiver of Taxes, Town Superintendent of Highways, Health Officer, Town Clerk, Deputy Town Clerk and Clerk to the Super- visor, be paid in monthly instalments, upon proper vouchers filed with the Supervisor, who is hereby authorized and empowered to pay the same. Upon motion duly seconded, and upon roll call, it was VOTED, that the 'Town Officers be allowed their necessary expenses incurred in the performance of their respective duties, as provided by law. The Clerk presented a communication from the State Commissioner of Prisons, dated November 26, 1919. Upon motion duly seconded, it was VOTED, that a Committee consisting of Jus- tices Boyd, and Dudley investigate the mat- ter and report back to the Town Board. Upon motion, the meeting adjourned.
