HomeMy WebLinkAbout2020_11_23 Coastal Zone Management Commission Minutes CZMC Minutes November 23, 2020 A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, November 23, 2020 via Zoom and was aired live on LMCTV. A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: Dr. C. Approval of Minutes The minutes of the October 26, 2020 meeting were approved as submitted. 3. Referral – 112 North Chatsworth Avenue, Residential site plan approval for the construction of a new single family house. Eliot Senor and Frank Marsella presented the proposal to construct a new single family house on at 112 North Chatsworth Avenue. Cultec units in the front and rear yards will be used to control stormwater runoff from the site. The driveway will be shorter than the previous one because the detached garage will be removed and the new garage incorporated into the proposed house. A trench drain will direct stormwater runoff from the driveway into the front Cultec units. Six trees will be removed from the property including two large sweet gum trees that were evaluated by an arborist. The arborist recommends that the tree in the rear yard be removed because of a pre- existing hazardous condition and the front tree due to structural issues and likely root damage during construction. Three sugar maples are proposed in the rear yard and two elm trees are proposed in front of the house. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. Page 1 of 2 4. Local Consistency Review – US Army Corps of Engineers – Reauthorization of Nationwide General Permits. The NYS Department of State (DOS) is requesting comments on the proposed reauthorization of the US Army Corps of Engineers (ACOE) Nationwide General Permits. These permits generally pertain to activities that are routinely conducted and includes sea walls, piers, docks. The last time we reviewed this they wanted to permit the disturbance of large portions of river banks and we wrote a letter stating that the disturbance of river banks was inconsistent with the LWRP. The DOS has only given CZMC a short period of time to comment, and it is likely we will not get a response back to them within their timeframe. However, we will still send in a comment letter to them. Elizabeth Aitchison will resend the correspondence from DOS to CZMC members and will draft a letter in response. 5. Old Business The current moratorium on rock removal is still in effect. Because of the pandemic, the Town board issued a moratorium on rock chipping in an attempt to control the noise pollution while most residents and students are working from home. 6. New Business Manor Park Pathway – An email was sent to CZMC by the Manor Park Association notifying us of their plans to replace the pathway in the park. They are also restoring native plantings in the park. The project will only take two to three weeks to complete and no start date has yet been provided.
