HomeMy WebLinkAbout2020_10_26 Coastal Zone Management Commission Minutes CZMC Minutes October 26, 2020 A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, October 26, 2020 via Zoom and was aired live on LMCTV. A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: Dr. C. Roll Call 2. Approval of Minutes The minutes of the September 21, 2020 meeting were approved as submitted. 3. Referral – 16 Pryer Lane, Various site improvements and alterations. Michiel Boender presented the project to construct a new pool, patio, pergola, steps and an outdoor kitchen in the rear yard of the existing home. The property contains over one acre of land adjacent to the Premium Mill Pond. Below the house, patio and pool, a large 108-foot lawn area slopes downhill to a sea wall along the edge of the Premium Mill Pond. The increased amount of impervious surface (approximately 325 square feet) will be negligible and any stormwater runoff will have time to percolate into the lawn before reaching the tidal pond. In addition, the pool patio will be set in stone dust, allowing stormwater to percolate in between the stones. Minimal outdoor lighting is proposed which will be focused on the patio and pool areas and screened from the neighbors. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. Page 1 of 2 4. Referral – 46 Villa Road, Residential site plan approval for the construction of a new single family house. Benedict Salanitro presented the project to construct a new home on a narrow 140 x 50 – foot lot. The proposed house will be zoning compliant. The project will include widening the existing driveway, using pervious pavers over a 14” stepped base of gravel to reduce the overall stormwater runoff from the driveway. Pervious pavers will also be used to construct a patio in the rear. Two sets of infiltrators will be located in the rear and the front yard to collect runoff from the roof and other paved surfaces. Because the driveway is pitched towards the street, CZMC expressed some concerns about stormwater entering the roadway. To minimize this, a trench drain will be added across the driveway’s lower edge and connected to the catchbasin in the street to prevent any potential for icing on the sidewalk or street. The crowned shape of the road will also prevent water from flowing across the street. Maintenance of the pervious pavers requires periodic vacuuming and could be clogged if power washed. This is in the notes as a maintenance requirement. Six trees are proposed for removal from the property. Additional screening will be added along the perimeter of the lot and a new Elm tree will be planted in the front yard. Additional tree protection will be added to the plan for the neighbor’s hickory which is located to the left of the driveway. This will include a thick layer of woodchips covered with plywood that will protect the roots during construction. The planting plan also includes the maintenance of the mature plantings along the perimeter and an additional 15 arborvitae for screening. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 5. Referral – 127 Garden Road East, Residential site plan approval for the construction of a new single family house. Benedict Salanitro presented the proposal to construct a new home on the lot. The proposal includes preserving the large oak tree in front yard. Relocating the driveway to the right side of the property will require the removal of a small hornbeam tree from the town right-of-way. A replacement tree will be planted in the location of the original driveway because the planting strip is too narrow for street trees and there are power lines overhead. The current plan is being modified to eliminate portions of the retaining walls and grading in the rear yard to preserve the trees along the property lines. Retaining walls will be installed on left side of the property to allow the left rear corner to be levelled. The new driveway will be constructed using a permeable paver system. Infiltrators in the rear yard will handle the majority of the stormwater runoff. It is possible that additional infiltrators will be located in the front to split the system. Some rock removal is anticipated in the area where the previous crawl space is, but not a significant amount. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 6. Local Consistency Review – US Army Corps of Engineers – Reauthorization of Nationwide General Permits. Resend this to CZMC members. This pertains to activities that are routinely conducted and includes sea walls, piers, docks. The last time we reviewed this they wanted to permit the disturbance of large portions of river banks (90 day response time). Page 2 of 2 7. Old Business Rock removal moratorium in effect.
