HomeMy WebLinkAbout2020_09_21 Coastal Zone Management Commission Minutes CZMC Minutes September 21, 2020 A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, September 21, 2020 via Zoom and was aired live on LMCTV. A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. Roll Call 2. Approval of Minutes The minutes of the August 18, 2020 meeting were approved as submitted. 3. Referral – Homeland Towers, LLC & Verizon Wireless – Cell Tower at Bonnie Briar Country Club, 808 Weaver Street The presentation was led by David Kenny, the Attorney for Homeland Towers for the installation and operation of a cell tower at Bonnie Briar Country Club. The tower will be located next to the maintenance facility on the west side of the golf course. The base of the tower will be screened by a row of existing evergreens that were planted when the new maintenance facility was constructed. The tower will be 125 feet in height and designed to resemble a large pine tree (described by the applicant as a monopine) with a brown pole and green branches to screen and soften the appearance of the antennae mounted on the pole. The applicant demonstrated that this was the best possible location on the golf course for the tower to provide cellular service and to fill gaps in coverage in the area. A visual assessment was conducted early in the spring before the trees leafed out by flying a large balloon at the height of the tower. Photographs were taken of the balloon from potential vantage Page 1 of 2 points throughout the area. Where the balloon was visible, a rendering was created to demonstrate how the proposed monopine would look. Based on this report, the monopine design is expected to reasonably soften the look of the tower when seen through existing trees. It was suggested that in lieu of planting additional screening at Bonnie Briar, planting could be done at the Larchmont Reservoir property to make the tower less visible from the trails during the winter months. The Town’s tree planting fund could be used as a mechanism to pay for evergreen screening on the reservoir property. According to the applicant, the tower is not expected to have any impact on wildlife. The structure will not require lighting and they have never had an issue with nesting birds in their other facilities. Should any birds nest on this structure, the nest would be removed if the nest was determined to be a hazard to the structure, i.e. a fire hazard or interfering with the operation of the facility. If this is the case, they would notify the appropriate state or federal agency. The project is being referred to the US Fish and Wildlife Service for comments. The facility is located in an area identified on the NYS Office of Parks, Recreation and Historic Preservation’s Cultural Resource Information System as an Archaeologically Sensitive Area. Because of the preexisting amount of disturbance at the site of the proposed cell tower, it is unlikely that there would be anything of significance found during the excavation of the tower foundation. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 4. Old Business No Old Business to discuss. 5.
