HomeMy WebLinkAbout2020_06_22 Coastal Zone Management Commission Minutes CZMC Minutes June 22, 2020 A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, June 22, 2020 via Zoom and was aired live on LMCTV. A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:45 p.m. MEMBERS PRESENT: C. In Memoriam Howard McMichael Howard McMichael Jr., passed away on June 2, 2020. He was one of the original members of the Coastal Zone Management Commission (CZMC), serving from 1986- 2018. He was also one of the authors of the Local Waterfront Revitalization Program (LWRP), which contains the policies that CZMC follows when making recommendations on referrals. Dr. C. Alan Mason, present Chairman of the CZMC and Marc Godick, past Chairman, both spoke of Howard’s many contributions to CZMC and the community. He will be missed by us all. Page 1 of 3 2. Approval of Minutes Approval of the minutes of the February 24, 2020 meeting will be tabled until the next meeting. The draft was not circulated to the members for review prior to the meeting. 3. Referral – Acura of Westchester, 2155 Palmer Avenue – Site Plan Approval and Special Use Permit Jonathan Villani presented the application for approval of the site plan and special use permit for the existing ACURA dealership. No substantial changes are proposed to the site or the operation of the business. The applicant has proposed to increase the landscaping along the front and side of the property, to provide some additional screening and is seeking a variance for the signage. CZMC found the operation of Acura and the use of the property to be consistent with the policies in the Local Waterfront Revitalization Program (LWRP). 4. Referral – 8 Hawthorne Road - Residential Site Plan Approval Edward Keating, Rick Yestadt and Ubadah Abdullah presented the proposal to construct an addition to the existing home at 8 Hawthorne Road. During the meeting, CZMC members expressed some concerns about stormwater management and historical flooding in the Howell Park neighborhood, but feel comfortable that the applicant’s engineers have addressed this. Also during the meeting, an error was found in the table on drawing A-1, “Existing & Proposed Site Plans/Zng. Chart”, dated June 6, 2020. The error is the calculation of the lot coverage and will be corrected by the Applicant. CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. 5. Referral – 16 Greystone Road - Residential Site Plan Approval Stephen Marsh and Benedict Salanitro presented the proposal to demolish the existing single family house and construct a new single-family house. The applicant is seeking residential site plan approval from the Town Planning Board. The proposal includes the removal of the existing residence and the construction of a new single- family house. The rear corner of the property will be filled and leveled after installing a retaining wall. Because there is a significant amount of bedrock on the site, the use of drywells or infiltration chambers is not possible. To mitigate any increases in stormwater runoff, both the new driveway and patio will be constructed using permeable pavers. In addition, two rain gardens will be used to provide water quality improvements. Because of the use of green infrastructure to mitigate stormwater runoff, CZMC finds the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. 6. Referral – 32 Colonial Avenue - Residential Site Plan Approval Stephen Marsh and Benedict Salanitro presented the proposal to construct a new single-family house. The applicant is seeking residential site plan approval from the Town Planning Board. Stormwater will be mitigated by the use of infiltrators in the front and rear yards, the use of permeable pavers on the driveway and patio, and the use of a water quality treatment unit. Because the proposal will not increase the peak rate of stormwater runoff, CZMC finds the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. 7. New Business Councilwoman Jaine Elkind Eney told CZMC about a proposed amendment to the mechanical rock removal ordinance that the Town Board is considering.
