HomeMy WebLinkAbout2020_02_24 Coastal Zone Management Commission Minutes CZMC Minutes February 24, 2020 A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday, February 24, 2020 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:35 p.m. MEMBERS PRESENT: C. Approval of Minutes The minutes of the January 27, 2020 meeting were approved as submitted. 2. Referral – 251 Murray Avenue, Residential Site Plan Approval Shea Graham and Michael Stein presented the application for residential site plan approval. The reconstruction of the house was previously approved by the building department and was already underway, when a design change triggered them to come to the planning board. In summary, the County required a driveway turnaround to Murray Avenue (a County road) and the owner did not want this in the front yard. By relocating the driveway to the opposite side of the lot, and adding two parking spaces with a turnaround in the rear yard, the area of disturbance increased above the threshold triggering site plan review. The property is long and narrow, with the rear yard lower than the front yard. Stormwater runoff will be collected in an attenuation gallery and pumped to the stormwater sewer system on Murray Avenue. The engineers explored the use of a permeable material on the driveway as an alternative to asphalt pavement but found this option to be impractical due to the shallow depth of bedrock. They are proposing, Page 1 of 2 however, to use a pourous material known as “Hexpave” in the turnaround, which is expected to reduce stormwater runoff from the site. CZMC found the proposal to be consistent with the policies in the Local Waterfront Revitalization Program (LWRP). It was recommended that the foundation of the structure be waterproofed as much as possible to reduce the amount of water that must be pumped into the stowmwater system. It is also recommended that a root barrier be installed in the rear yard around the bamboo stand to prevent it from spreading. 3. Referrals – 44 Edgewood Avenue and Judson Avenue, Residential Site Plan Approvals Leo and Dot Tomczyk along with Shea Graham and Michael Stein presented the proposals to construct new homes at 44 Edgewood Avenue and Judson Avenue. CZMC heard the application for the subdivision of 44 Edgewood Avenue at its meeting on October 28, 2019 and now the applicant has returned with the site plan proposals for each of the two lots. In its letter to the Town of Mamaroneck Planning Board, CZMC had recommended that the house on Lot 1 be constructed and completed first, using the property of lot 2 for parking, staging and material storage. Then, after Lot 1 has been completed, work should begin on Lot 2 in order to protect the trees on lot one. The owners, Leo and Dot Tomczyk explained that this recommendation was not feasible should they decide to sell one of the lots to another developer. Instead of developing the lots in this order, they propose to install and maintain tree protection to the dripline of the trees that are to remain. With this amendment, CZMC found the proposal to be consistent with the policies in the LWRP. 4. Old Business No old business to discuss. 5. New Business No new business to discuss.
