TOWN OF MAMARONECK RECREATION COMMISSION
MEETING MINUTES
March 3, 2020

CALL TO ORDER:
The meeting held at the Hommocks Park Ice Rink was called to order at 7:15 P.M. by
Commissioner Rainaldi.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Commisioner Reinaldi, seconded by Commissioner Paonessa, the
Meeting Minutes of February 21, 2020 were unanimously approved as amended.
REVIEW AND DISCUSSION:
1. Bid Submission of Hommocks Park Ice Rink Locker Room/Shower Renovation.
Ms. Fisher reviewed Steve Altieri’s memorandum regarding the bid results
for the renovations.
Commissioner Drucker stated he is in support of the renovation and moving
forward. All commissioners agreed.
Commissioner Drucker stated a resolution should be sent to the Town
Board regarding the additional cost of $80,000 for the renovation of the roof.
2. New Zamboni Purchase
Ms. Fisher reviewed the quotations of three models for the purchase of the
new Zamboni.
Model 546 is the recommended Zamboni based on factors of weight, price,
battery vs electric and ability to repair parts.
Chairman Drucker set a motion and Commissioner Sigel second the
approval of the purchase of Model 546.
UPDATE ON CORONA VIRUS:
Ms. Fisher discussed the procedures in place for the cleaning of our
facilities and the Hommock Park Ice Rink. Staff will be sanitizing and
cleaning. Signs have been posted throughout the rink regarding hand
washing. The Town is in communication with the school district and the
County regarding updates. Status on the facilities will be decided based on
what may result in the virus.

SUPERINTENDENT’S UPDATE:
Ms. Fisher reported the following:
1. Registration will begin for all spring and summer programs on Monday, March

9. The spring/summer brochure has been mailed out to all resident
households.

2. Registration for Session 5 of Skating School begins on March 16. Session 4
nd
concludes on March 22 with an enrollment of 358.
3. Tennis permit renewal forms have been mailed out to all 2019 permit holders.
4. Enclosed for your review are the January 2020 and 2019 ice rink general
admission attendance numbers.
5. Enclosed for your information is a copy of the March Hommocks Park Ice Rink
calendar.
6. The pool is scheduled to be closed for annual maintenance and cleaning during

the spring recess, April 4–12. Reminders have been distributed.
7. We have 56 currently enrolled in our Murder Mystery Dinner scheduled for

March 20. A program flyer is enclosed.
8. Our 6th Annual 5K Run and Lil’ Bunny Hop is scheduled to take place on
th
Sunday, April 19. A program flyer is enclosed.
9. We will be hosting a Mad Science program for children in grades 1 – 5 during
the April school recess.

10. The Recreation House Hockey program is scheduled to conclude on March 17.
A program evaluation will be sent out to all participants. It will be used to
provide us with feedback as we begin to plan for next year. Our Spring Youth
th
Hockey programs will begin on March 28. A program flyer is enclosed.

11. We had 77 participate in our February 7 Pizza Bingo Fun Night.
Update on Senior Center construction: May, June and July. Programs will
be be reassigned either to community room at Rink or other rooms in the
Senior Center.
12. We hosted a Try Hockey for Free Day sponsored by the NY Rangers on

Saturday, February 15. A total of 70 children were enrolled in this clinic.
Former NY Ranger, Dan Blackburn was on site to assist with the event and sign
autographs. Enclosed is additional information on this program and the other
rinks participating in this event.
13. Currently, Teen Travel enrollment numbers are as follows:
Session 1: 37 Session 2: 23
14. The 2020 Men’s Ice Breaker Hockey Tournament is scheduled to be held April

23 – 26. As a reminder, all net revenue from this weekend is deposited into
the Hommocks Park Ice Rink Locker Room Trust Fund.
Jaine stated that Dan ___ is adding a band this year and is increasing the
fee to generate more revenue for the event.

SUPERINTENDENT’S UPDATE CONTINUED:
DEVELOPMENT:

1. LandTek is tentatively scheduled for March 18, weather permitting. They will
be seeding, aerating, topdressing and fertilizing the Hommocks fields.

2. The Memorial Park tennis courts are scheduled to open April 1 weather
permitting. As soon as conditions allow we will start preparing this facility for
opening day.
3. The topographic survey of Memorial Park should be completed soon. We are
in the process of soliciting one more quote for architectural services for the
playground renovation. I will continue to keep you updated on this project.
4. There has been no change as of today to the status of the Community Solar
Project at the Hommocks Park Ice Rink. This project still needs Con Edison’s
approval and a structural analysis needs to be completed on the roof.
5. The Town has hired a new I.T. Director, Mr. Shyam Pandya. Mr. Pandya

started on February 10 and will most likely spend a few weeks gaining
knowledge of the Town’s I.T. infrastructure. Mr. Pandya was previously
employed by the Town of Ramapo. The Recreation Department has an
extensive list of items that will require Mr. Pandya’s attention. We are excited
to be working with Mr. Pandya.
6. I will be meeting next month with Robert Wasp, Town Engineer and Mr.
Timothy Sheehan, Weston and Sampson in March to revisit the plans and
estimates prepared for budgeting purposes for the Hommocks outdoor pool
renovation.
7. We have a student in the community who has cerebral palsy and does the
announcing of the Mamaroneck High School hockey games. His parents have
inquired about the possibility of installing a stair lift at their expense to make it
easier for their son to access the scorekeepers box. We have reached out to
the Town Engineer for review and comments.
8. I will be meeting with representatives from Peak 107.1 radio station regarding
hosting a music festival at Memorial Park. A local resident who works at Peak
107.1 has contacted our department to inquire about use of the park and our
possible involvement with such an event. I will share their proposal with you at
our next meeting.
Another possible program proposed to the department is Shakespeare in
the Park. More information will be provided to the commission as it is
received.
9. Maria Gallagher, Assistant Superintendent is planning on retiring at the end of
June. As you may recall, Maria is a shared employee and splits her time
between Recreation and Community Services where she is in charge of the
Senior Citizens program. Maria will however continue to work on a part-time
basis for the remainder of the year with the Recreation Department. As we
begin to plan for 2021, we will need to address absorbing her recreation
responsibilities.

OTHER:
1. Mr. Welsh asked if there is an update on the Memorial Park Playground
renovation.
Ms. Fisher stated we are waiting on the topography and then will move
forward on finding an architect. Ms. Fisher will bring it to the commission
when there are designs for review.
Further discussion on the renovation was the request if the tunnels can be
looked at located by the courts when considering renovations at the Park. It
was suggested that this area can also be reviewed while the Town is
conducting the Master Plain for the Town.
2. A promotional video filmed at the Hommocks Park Ice Rink was shown to the
commissioners that was created by LMCTV for the Kraft Hockey contest.
3. Ms. Fisher stated that there will be guests at the next meeting to discuss a
proposal that the Hommocks field add a regulation size track.
ADJOURNMENT:
There being no further business to come before the Commision, on a motion by
Commisioner Paonessa, seconded by Commissioner Plansky, the meeting was
adjourned at 8:05 P.M.
