MAMARONECK, HELD JANUARY 18, 1978, IN THE COUNCIL ROOM OF THE
WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 P.M.

APPROVAL OF MINUTES
The minutes of the regular meeting of April 6, 1977 were presented
and on motion by Councilman Bloom, seconded by Councilman Perone,
approved as submitted.
OLD BUSINESS
1. Approval of Bond Resolution - Sewer District
With the unanimous consent of the Board, the Supervisor changed
the order of the agenda since four signatures were necessary
for approval of the bond resolution and Mr. McMillan was not as
yet in attendance at the meeting and went on to the next item.
2. Report of Bids - Sewer Cleaning and Inspection
A memorandum addressed to the Town Board by Charles Elfreich,
Town Engineer under date of January 18, 1978 enumerating the
bids and recommending award thereof was herewith presented by
the Town Clerk and ordered received and filed as part of the
record of this meeting.
In answer to questions from the Board, Mr. Elfreich explained
that the immense difference in the amount of the two bids was
due to differing views of the job by the high bidder, who used
a unit price of $10.00 and the low bidder who based his upon a
unit price of $1.00. He further noted that both companies have
previously done satisfactory work for the Town and that New
England Pipe Cleaning Company had submitted a bid closer to his
own estimate of what the project should cost. Thereupon, on
motion by Councilman Perone, seconded by Councilman Bloom, it
was unanimously

RESOLVED, that this Board hereby accepts
the bid of the low bidder, namely New
England Pipe Cleaning Co. in the amount
of $32,800.00, subject to correction and
verification of certain items on the bid
bond submitted by the above named
Company.
3. Report of Bids - Sale of Motorcycle
Pursuant to Comptroller Carmine DeLuca's presentation of his
memorandum addressed to the Board under date of January 16, 1978
recommending award to the high bidder, herewith ordered received
and filed, on motion by Councilman Bloom, seconded by Councilman
Perone, it was unanimously
RESOLVED, that this Board hereby authorizes
the sale of a 1966 Harley-Davidson Motorcycle,
Serial No. 66 FL 2871 to Theodore Tanney, the
high bidder, for the price of $400.00.
4. Authorization to Advertise for Bids for New Highway Equipment
The Clerk presented the Town Engineer's memorandum addressed to
the Town Board under date of January 18, 1978 which was herewith
ordered received and filed, and following some explanation by
Mr. Elfreich, on motion by Councilman Perone, seconded by
Councilman Bloom, it was unanimously
RESOLVED, that this Board hereby authorizes
publication in the official newspaper of the
Town of Mamaroneck, The Daily Times, of a
Notice of Bids for the following equipment
for the Highway Department:
one (1) street sweeper
two (2) pickup trucks
one (1) stake body flat bed truck
and be it further
RESOLVED, that said Bids are to be
returnable on February 15, 1978.
NEW BUSINESS
1. Resolution Approving Agreement for Expenditure of Highway Monies
Pursuant to memorandum addressed to the Board by the Comptroller
under date of January 17, 1978, herewith presented and ordered
received and filed, and upon Councilman Bloom's motion, seconded
by Councilman Perone, it was unanimously
RESOLVED, that this Board hereby approves
the "Agreement for the Expenditure of
Highway Monies for the year 1978" in
accordance with Section 284 of the
Highway Law.

2. Salary Authorizations:
a) Recreation
Pursuant to memorandum addressed to the Board by the Superintendent
of Recreation under date of January 9, 1978, herewith presented and
ordered received and filed, on motion by Councilman Bloom, seconded
by Councilman Perone, it was unanimously
RESOLVED, that as provided for in the 1978
Town Budget, this Board hereby authorizes
the following: -
Jeffrey Canil, Senior Skate Guard,
Hammocks Ice Rink, be compensated
at the rate of $3.50 per hour,
effective January 13, 1978, replacing
Mark Mastrangelo;
Laura Cerna, Recreation Attendant,
Hommocks Ice Rink, be compensated
at the rate of $2.20 per hour,
effective January 1, 1978, replacing
Anne Hirshey;
Kristin Csenge, Recreation Attendant,
Hammocks Ice Rink, be compensated at
the rate of $2.20 per hour, effective
January 13, 1978, replacing Hilda
Cashman.
b) School Crossing Guards
Following presentation of the memorandum addressed to the Town
Board by Chief Robert M. Barasch under date of January 12, 1978,
herewith ordered received and filed, on motion by Councilman
Bloom, seconded by Councilman Perone, it was unanimously
RESOLVED, that this Board hereby authorizes
the hiring of Linda Pierotti, 349 Mt. Pleasant
Avenue, Mamaroneck, and Christine Federico,
226 Valley Place, Mamaroneck as school guards
to be compensated at the rate of $18.00 per
day effective January 16, 1978 to replace
Larry Seegars and Joan Norberto who have
been terminated.
3. Requests for Use of Voting 'Machines - Villages of Larchmont
and Mamaroneck
Pursuant to the requests of the two Village Clerks, both presented
and ordered received and filed, on motion by Councilman Bloom,
seconded by Councilman Perone, it was unanimously
RESOLVED, that this Board hereby grants the
requests of the Villages of Larchmont and
Mamaroneck for the use of 27 voting machines
to be used in the Annual Village Elections
of March 21, 1978.

COMMUNICATIONS
1. Report - Solid Waste, Westchester County
Supervisor Vandernoot reported on two recently held meetings
relative to the disposal of solid waste in Westchester County.
The first one was attended by Fred Kellogg on January 12th who
reported that proposed sites have been narrowed down to two
places, Grasslands and Yonkers with July 1978 as the target
date to complete negotiations, July 1979 for completion of
design and to commence construction and October 1981 as the
date for completion of construction. Supervisor Vandernoot
noted that the October 1981 date is critical since it will
be about that time that no further dumping can be done at
Croton and he then spoke briefly about a meeting on the same
subject that he attended on January 14th with the County
Executive.
At this time, upon noting the arrival of Councilman McMillan,
the Supervisor reverted back to Item #1 under OLD BUSINESS.
1. Approval of Bond Resolution - Sewer District
Mr. Vandernoot recounted that a public hearing was held on October
5, 1977, that the approval of the bond had been made at the October
19, 1977 meeting and that it was now in order for this Board to
authorize the sale of the bond in order to pay the cost of the
construction of existing sanitary sewer laterals for the above
captioned district and thereupon, the following resolution was
offered by Councilman Bloom, who moved its adoption, seconded by
Councilman Perone, to-wit:
RESOLUTION DATED JANUARY 18, 1978.
A RESOLUTION FIXING THE DETAILS AND AUTHORIZING
THE SALE OF A $164,600 STATUTORY INSTALLMENT
BOND OF TOWN OF MAMARONECK, WESTCHESTER COUNTY,
NEW YORK, TO PAY THE COST OF THE RECONSTRUCTION
OF CERTAIN EXISTING SANITARY SEWER LATERALS IN
AND FOR SEWER DISTRICT NO. 1 OF SAID TOWN.
WHEREAS, the Town Board of the Town of
Mamaroneck, Westchester County, New York,
has heretofore adopted a bond resolution on
October 19, 1977, authorizing the issuance of
$164,600 serial bonds of said Town to pay the
cost of the reconstruction of certain existing
sanitary sewer laterals in and for Sewer District
No. 1 of said Town, including incidental
improvements, as more fully described in said
resolution;
and
WHEREAS, it is now desired to fix the details
and authorize the sale of said bonds, and to
provide for other matters in connection
therewith;
NOW, THEREFORE, BE IT

RESOLVED, by the Town Board of the Town of
Mamaroneck, Westchester County, New York,
as follows:
Section 1. The $164,600 serial bonds described
in the preambles hereof shall be issued and
sold in the form of a single typewritten
statutory installment bond, to be designated
SEWER DISTRICT NO. 1 (SERIAL) BOND, 1978.
Said bond shall be dated January 20, 1978,
shall be in the denomination of $164,600,
shall provide for the payment of such
principal sum of $164,600 in ten equal
annual installments, payable on January 20
in each of the years 1979 to 1988, both
inclusive, and shall bear interest at the
rate of four and seventy-five hundredths
per centum (4.75%) per annum, payable
January 20, 1979, and annually thereafter
on January 20. Both principal of and interest
on such statutory installment bond will be
payable in lawful money of the United States
of America at The Bank of New York, County
Trust Region, in Mamaroneck, New York. Such
statutory installment bond shall be signed
in the name of said Town of Mamaroneck,
Westchester County, New York, by its
Supervisor, sealed with its corporate seal,
and attested by its Town Clerk. Such
statutory installment bond shall be in
typewritten form and shall be in substantially
the following form, to-wit:

Section 2. It is hereby determined that the
period of probable usefulness of the aforesaid
specific object or purpose is forty years,
pursuant to subdivision 4 of paragraph a of
Section 11.00 of the Local Finance Law, computed
from the date of issuance of this bond, there
having been no bond anticipation notes issued
therefor.
Section 3. The faith and credit of said Town
of Mamaroneck, New York, are hereby irrevocably
pledged to the payment of the principal of and
interest on such bond as the same become due and
payable. There shall annually be assessed upon
all the taxable real property in said Sewer
District No. 1, at the same time and in the same
manner as other Town charges, an amount sufficient
to pay said principal of and interest as the same
become due and payable, but if not paid from such
source, all the taxable real property within said
Town shall be subject to the levy of ad valorem
taxes without limitation as to rate or amount
sufficient to pay the principal of and interest
on said bond.
Section 4. All other matters except as provided
herein relating to such statutory installment
bond, shall be determined by the Supervisor of
said Town.

Section 5. Pursuant to the provisions of
paragraph b of Section 63.00 of the Local
Finance Law, as last amended, said statutory
installment bond is hereby sold at private
sale to The Bank of New York, County Trust
Region, in Mamaroneck, New York, at par and
accrued interest, if any, it being hereby
determined that the total amount of bonds
sold by said Town at private sale in
accordance with the provisions of said
paragraph b of Section 63.00 of the Local
Finance Law for its current fiscal year,
including the statutory installment bond
herein authorized, is not in excess of
$500,000. The receipt of the Supervisor
shall be a full acquittance to the purchaser
of such statutory installment bond, who
shall not be obliged to see to the
application of the purchase money.

Section 6. This resolution shall take
effect immediately.
The question of the adoption of the
foregoing resolution was duly put
to a vote on roll call, which resulted
as follows:

The resolution was thereupon declared duly adopted.
Upon completion of the roll call by the Town Clerk, the regular
order of the agenda was followed.
2. Letter, Village of Scarsdale re Sidewalk
The Supervisor presented a letter addressed to him under date of
January 13, 1978 by Richard F. Herbek, Assistant Village Manager
of Scarsdale, herewith ordered received and filed, thanking the
Town of Mamaroneck for its cooperation in the planned construction
of a pathway from Murdock Road to Broadmoor Road on Griffen Avenue
and notifying the Town that final plans have been postponed for
one month, when the decision of a petition for restoration of bus
service in the area comes from the State Education Department.
Councilman Bloom commented on the good cooperation between the
Village of Scarsdale and the Town of Mamaroneck, and Councilman
Perone noted that he was pleased to learn that the bus situation
is still being explored.

3. Letter, Office of Post Master re Change of Postal Address
Supervisor Vandernoot presented a copy of a letter dated January
12, 1978 addressed to the postal customers in the Dillon Park
area by Paul F. Beaver, MSC Manager-Postmaster in Mt. Vernon,
herewith ordered received and filed for the record and, upon re-
viewing the situation regarding the change of postal address for
those residents, noted that following a questionnaire canvass
and a meeting he recently attended with the postal authorities,
the address change from New Rochelle to Larchmont is slated to
be implemented in May 1978.
4. Public Notice, Village of Larchmont Zoning Board of Appeals
The above-mentioned Notice was presented and herewith ordered
received and filed.
5. Letter, UA-Columbia Cablevision of Westchester
The Supervisor presented a letter which was addressed to him by
Ira Birnbaum, General Manager of UA-Columbia Cablevision of
Westchester under date of January 17, 1978, herewith ordered
received and filed, requesting corridor rights in the Town of
Mamaroneck to facilitate installation of the Cable T.V. system
for the City of New Rochelle. At the suggestion of Councilman
McMillan, the matter will be referred to the Town's Cable T.V.
Committee with a report from Councilman McMillan at the next
Town Board Meeting.
6. Letter, Governor's Office re United Hospital Maternity Unit
The above-mentioned letter acknowledging receipt of a copy of
the Town Board's resolution concerning maternity and obstetrical
services at United Hospital was presented and herewith ordered
received and filed as a part of the record of this meeting.
THE TOWN CLERK
Regular Reports
The Clerk presented the following reports which were ordered
received and filed:
Building and Plumbing 1977 Annual Report.
4th Quarterly Report of the Westchester
Shore Humane Society.
Annual Report of the Treasurer of the
Larchmont-Mamaroneck Joint Garbage Disposal
Commission for the fiscal year ending
December 31, 1977.

THE SUPERVISOR
1. 1977 Senior Center Annual Report
The above-mentioned report which was presented by the Supervisor,
who highlighted some of the impressive senior citizen programs
and congratulated them on a very fine year, was herewith ordered
received and filed.
Not on Agenda
Councilman Bloom called to attention the lack of reliable taxi
service at the Larchmont Railroad Station and related a telephone
call from an irate resident to which Supervisor Vandernoot added
his receipt of a letter relative to the same problem. It was
pointed out in the ensuing discussion that the taxi company is
licensed by Larchmont Village and Councilman Perone suggested that
perhaps a cooperative taxi company could be formed in the Town
such as was done in the Village of Mamaroneck. Following the
discussion, it was unanimously so ordered that the Supervisor
convey to the Larchmont Village Board the various complaints
received from residents and the suggestions for better service
from this Board.
THE COUNCILMEN
Councilman McMillan
1. Appointment - Narcotics Guidance Council
Upon Councilman McMillan's review of Jill Bannister's very
impressive background and on his motion, seconded by Councilman
Perone, it was unanimously
RESOLVED, that this Board hereby approves
the appointment of Jill Bannister, MSW,
to provide individual counselling four
hours per week at the Community Counselling
Center provided similar resolutions are
adopted by the Villages of Larchmont and
Mamaroneck.
Not on Agenda
Councilman Perone expressed his concern, as had been related to
him by various members of the community, that the small hut used
as a bus stop at Richbell Road and Palmer Avenue will be removed
with the sale of the property and asked the Town Engineer to look
into the situation since the bus stop is used considerably by the
residents of that area.
Not on Agenda
Just prior to adjournment, Supervisor Vandernoot publicly thanked
Highway Superintendent Bill Aitchison for his tireless efforts of
the last twenty-four hours and for going without sleep in order
to see that the streets of the Town have been properly cleared.

ADJOURNMENT
There being no further business to come before the meeting, on
motion duly made and seconded, it was declared adjourned at
9:20 P.M. , to reconvene on February 1, 1978.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire. Commissioners was convened
immediately upon the adjournment of the Town Board meeting.
1. Claims
Pursuant to memorandum addressed to the Commission by the Deputy
Comptroller under date of January 17, 1978, herewith presented
and ordered received and filed, on motion by Commissioner Bloom,
seconded by Commissioner McMillan, it was unanimously
RESOLVED, that this Commission hereby authorizes
payment of the following Fire Department claims
as approved by the Fire Chief and audited by the
Comptroller's Office:

2. Other Business
Commissioner Bloom took this opportunity to publicly thank and
commend the policemen, firemen and VAC members for their quick
action during the fatal crash at Fifth Avenue on January 12th
and stated that although the three people in the car died, the
fire was kept from spreading to other gasoline tanks and the
garage building. He further asked The Daily Times reporter to
give the commendation some prominent space in the newspaper.
ADJOURNMENT
There being no further business to come before the meeting, on
motion duly made and seconded, it was declared adjourned at
9:22 P.M. , to reconvene on February 1, 1978.
