HomeMy WebLinkAbout1919_02_04 Town Board Minutes Meeting of the Town Board, Town of Mamaroneck, held Tuesday, February 4th, 1919 at 8:30 P.M. Supervisor Burton called the meeting to order. The Clerk reported the following present: Supervisor Burton, Justices Collins, Boyd and Shafer, Ralph A. Gamble, counsel. In the absence of Clerk Fairchild, upon motion Mr. McGivney was requested to act as Clerk of the meeting pro tem. The Minutes of the meetings of January 14th and 27th were read and upon motion duly approved. The report of the Receiver of Taxes for the period from December 17th to 31st inclusive was received, read and upon motion ordered filed and is as follows : TOWN OF MAMARONECK Office of Receiver of Taxes T. Sir: Pursuant to Section 23 of the Westchester County Tax Law I hereby respectfully report the amount of State, County, Town , School , Highway and Special District taxes, together with the interest and panalties thereon, collected by me during the month of Dec. & Jan., 1918-9, from December 17th to January 31st, inclusive. The Report of the Supervisor for the period December 21st 1918 to January 31st, 1919 inclusive was presented, read and upon motion ordered filed and is as follows: Office of the Supervisor Town of Mamaroneck Eight Elm Street George W. Gentlemen:- The following is my financial report for the period from December 21st, 1918 to January 31st, 1919: - Balance on hand on December 21st, 1918, $33, 646.11 Deposited by the Receiver of Taxes $5,487.87 Received from County Treasurer, Mercantile Corporation tax, 23 .28 Received from State Excise Department, Volume Tax, 337 .24 Proceeds from 2 Certificates of In- debtedness, 17,000.00 Interest allowed by Bank, 98.27 Total amount received, $22 ,946.66 Total, $56,592.77 Payments:- Audited claims, $4,752.69 County Treasurer's account, 17,937.55 Highway account, Item #1, 94 .00 Interest account, 790.00 Salary account, 2,628.35 School Treasurer's ac/ Dist. #1 452 .39 26,654.98 Balance on hand this day, $29,937.79 To the Honorable, The Town Board of the Town of Mamaroneck, Mamaroneck, N.Y. Respectfully submitted, Supervisor. A communication from Hon. E. C. Griffin in regard to the work of the Larchmont Public Health Association was read and upon motion was referred to the Health Board Meeting and the Supervisor was instructed to acknowledge receipt of same . In view of the absence of two of the Board members it was the sense of the Board that the opening of bids submitted for the re- moval and disposal of garbage and ashes should be deferred and upon information it was RESOLVED that the opening of bids for the removal and disposal of garbage and ashes be deferred until Monday evening, Feb- ruary 10th, 1919. - Counsel reported regarding his negotiations with Mr. Ramsey in the suit brought by Maloney against the Town in re Rumsey tax matter was presented. Upon motion it was RESOLVED that the matter remain in the hands of Counsel with authority to make a settlement for best interests of the Town at an amount not less than $150.00. Counselor Gamble reported on the Barrett & Buckbee tax matter. He stated he had gone over the records with receiver Howell and he presented resolutions which he had prepared to clear the matter. Upon motion duly made, seconded and carried, it was RESOLVED: WHEREAS, an application has been made by Barrett & Buckbee to the Receiver of Taxes of the Town of Mamaroneck, requesting the Receiver of Taxes to cancel certain Tax Sales which appear on the Tax Sales Record of the Town as open and leased to the Town: and WHEREAS, although Supervisor's Certificates of Cancellation of said Sales have been filed in the County Treasurer's office, no record of payment has been made in the Sales Book of the Receiver of Taxes: and WHEREAS, the Cash Book for said period covered by said Sales is missing and the payments cannot be verified: and WHEREAS, said payments must have been made in order to enable the Supervisor to issue Certificates of Cancellation, and there is an apparent error in that the said Sales Book contains no entry of the said payments. THEREFORE, BE IT RESOLVED, That the Receiver of Taxes be and he hereby is authorized and empowered to cancel the following Tax Sales which appear open and leased to the Town: 1. Lots 3 and 5, Map of A, Lyon Place, sold October 3rd, 1899, for Taxes of 1898. 2 . Lots 3 and 4, Man of A, Lyon Place , sold October 11th, 1898, for Taxes of 1897. 3 . Lot 3, Map of A, Lyon Place, sold October 2nd, 1900, for Taxes of 1899. 4 . Lot 3, Map of A. Lyon Place , sold October 1st, 1901, for Taxes of 1900. Upon motion it was RESOLVED that this Board extend to Mr. Gamble its thanks and appreciation for the very efficient manner in which he has compiled the record of the proceedings of this Town Board and Joint Town Board and BE IT FURTHER RESOLVED that this vote of thanks be spread at length upon the minutes of each respective Board . On motion the meeting adjourned at 10:30 P.M. Clerk pro tem.
