HomeMy WebLinkAbout1988_10_03 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON MONDAY, OCTOBER 3, 1988 AT THE SENIOR CENTER IN THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Dennis Kenny Richard Mari Anthony Math Edward F.X. Ryan Leslie Schlom EXCUSED: Kathleen O'Flinn ALSO PRESENT: Steven Altieri, Town Administrator Arthur Dallas, Police Commissioner The Chairman called the meeting to order at 8:10 p.m. Mr. Zavell announced that the new liaison from the Town Board is Steve Chapin who would not be able to make this evenings meeting. APPROVAL OF MINUTES On a motion from Richard Mari, seconded by Anthony Math, the minutes of August 30, 1988 were approved with the following additions and corrections: On Page 2 under Rockingstone Ave. and Mountain Ave. after the vote, add - Mr. Ryan voted nay since he felt that, although this area is unique, there are other areas which could justify a traffic light. Mr. Ryan felt that a case had not been made to put a traffic light in this location. Members of the traffic committee who voted aye, felt the situation was unique. On Page 5 under Request from Metro-North, the last line should state - . . . that approximately forty per cent of the spaces were available. PRYER MANOR ROAD Dr. Kenneth Rothouse of 19 Pryer Manor Road stated that he feels the street is extremely dangerous. He further stated that his request for stop signs was not a request to impede traffic, but more a request for safety. The committee discussed the area along with the request and then asked the Police Commissioner for his recommendations since he had made a survey of the area. Commissioner Dallas reported on the Police Department survey and recommended the following: the Police Department continues to recommend against the use of add- itional traffic control devices (Stop Signs) throughout this location. Mr. Zavell stated that after the Police Department survey and report, there is nothing further to be done at this time. He further stated that he feels additional signs such as CURVES AHEAD, etc. can create more of a hazard since the motorists eyes must be removed from the road in order to read them. Mr. Ryan stated that he essentially concurs with what the chairman has said. He further stated that large rocks placed on the property edge might help the problem of cars driving up on lawns. Mr. Schlom stated that he recommends shrubbery and trees be trimmed by residents in this area. He feels that large rocks on the edge of property tend to make the roadway more narrow and perhaps more dangerous. Mr. Math stated that he feels it may be appropriate in this instance to reduce the speed limit to 15 m.p.h. Town of Mamaroneck Traffic Committee October 3, 1988 Page 2 PRYER MANOR ROAD (cont. ) Commissioner Dallas stated that he feels a 15 m.p.h." speed limit is unreasonably slow and difficult to enforce. He would need more reason than presented to en- courage such an unrealistic speed zone. Mr. Kenny asked the Police Commissioner his opinion of' advisory signs such as CURVES AHEAD, CHILDREN AT PLAY, etc. The Commissioner stated that he does not know if these signs are effective, but has no objections to them if they make the residents feel safer. Mr. Rothouse reported that a CHILDREN AT PLAY sign exists and its impact is negligible. Mr. Zavell stated that he does not believe more signs are the answer. Mr. Ryan suggested that the resident return to the committee if he could prove this is a dangerous situation. No case has been made that it is at this point. Mr. Mari suggested that the resident have his neighbors trim their shrubbery. Mr. Math made a motion to reduce the speed limit on Pryer Manor Road to 15 m.p.h. There was no second to the motion. PEDESTRIAN CROSSING-FALLS ROAD AND LAKESIDE DRIVE Mr. Ryan stated that after looking at the area once again, he agrees with the earlier recommendation of the Police Commissioner regarding the location of the cross walk including a wider or exaggerated cross walk from the crest of the hill to Falls Road. Mr. Schlom stated that he is concerned that pedestrians would not cross at the top or crest of the bridge. Mr. Altieri stated that since the entire path will be torn out, the Town can align the new sidewalk with the crosswalk. After further discussion, it was agreed that the Town Administrator would submitqa a drawing at the next meeting, basing it on the Police Commissioner's recommendation. S CURVE - WINGED FOOT DRIVE Mr. Ryan reported his findings regarding curb stones that have been lowered by settling and repaving of the roadway. In checking with Mr. Altieri, he has found that the Town would be responsible for the curb since it already existed. Mr. Ryan contacted the Knapp home and left a message to have them call the Town Admin- istrator's office. TRAFFIC SITUATION - MURRAY AVE & MYRTLE BLVD. Mr. Ryan asked if the original plan and proposal of sineage, street markings, etc. had been accepted by the Town Board. Mr. Altieri stated that this was accepted by the Board. After Mr. Zavell read a letter from Ralph Engel, the committee agreed to defer this matter until Mr. Engel could attend a meeting. They felt Mr. Engel should be -. present in order to go over this matter. NEW BUSINESS PLANNING BOARD Mr. Zavell read a memo from Elaine Price which included information to the committee regarding Planning Board discussions. OVERNIGHT PARKING Mr. Ryan reported that the sub committee has drawn up a list of concerns which they would like to discuss with the Police Commissioner and Town Administrator after • Town of Mamaroneck Traffic Committee October 3, 1988 Page 3 NEW BUSINESS (cont. ) OVERNIGHT PARKING (cont.) this meeting is adjourned. HOWELL PARK The Police Commissioner brought up concerns from the Howell Park Association and passed out a map showing their suggestion that Howell Ave. be made a one way street from Weaver Street to Meadow Place. The Commissioner stated that traffic has come from Weaver St. and Palmer Ave. because of the traffic light. Residents are concerned that Howell Ave. has been turned into a major thoroughfare. The Commissioner suggested that the one way street be experimented with for six months. Mr. Zavell agreed that this might be something worth trying on a trial basis. Mr. Schlom stated that he is concerned that a precedent will be established with other residents asking for one way streets. He does not feel that this is a unique situation. Mr. Ryan suggested that the committee not act on this request since it was not on the agenda and new committee members have not had a chance to look over the area. The committee agreed to put this item on the agenda in order to give all committeep members a chance to survey the area. PARKING LOT #1 Mr. Ryan asked about repairs in lot #1. Mr. Altieri reported that the fixture will be changed so the light may be repaired at the steps. After discussion, it was agreed that Mr. Ryan and Commissioner Dallas would meet in parking lot #1 at 9:30 a.m. tomorrow morning to look over the path in question. Commissioner Dallas will report their findings to Mr. Altieri. Mr. Altieri reported that the middle row of parking (the first row off Wood St. ) , will be displaced for three to five weeks in order to lay the sewer line. The meters on Vine Street will become alternate permit spaces giving preference to permit holders over meter users. Mr. Ryan reported that thruway equipment has taken over many parking spaces in the lot. Mr. Altieri reported that the Town is aware of this and has given the thruway a deadline to remove the equipment since no notification was given and the Town needs the spaces for contractors. STREET CLEANING Mr. Mari distributed copies of the N.Y.C. Dept. of Transportation schedule for street cleaning. After discussion, the committee recommended that Mr. Mari draft a recommendation for a similar schedule for the Town and present it to the committee. MURRAY AVE. Commissioner Dallas wished to make the committee aware of the Murray Ave. P.T.A. 's request for crosswalks, signs, etc. NEXT MEETING DATE The next meeting of the traffic committee will be held Monday, Nov. 14, 1988 at 8:00 p.m. ADJOURNMENT On a motion from Mr. Schlom, seconded by Mr. Zavell and carried unanimously, the Town of Mamaroneck Traffic Committee October 3, 1988 Page 4 ADJOURNMENT (cont. ) meeting adjourned at 10:15 p.m. Respectfully submitted by Cynthia Rocchio
