HomeMy WebLinkAbout1989_11_20 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON MONDAY, NOVEMBER 20, 1989 AT 8:00 P.M. IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Dennis Kenny Richard Mari Anthony Math Edward F.X. Ryan EXCUSED: Kathleen Tracy O'Flinn Leslie Schlom ALSO PRESENT: Arthur T. Dallas, Police Commissioner Allan Davis, Traffic Consultant ABSENT: Steven Chapin, Liaison to Town Board The chairman called the meeting to order at 8:10 p.m. He explained to those present the purpose of this committee and introduced the committee members. APPROVAL OF MINUTES On a motion from Mr. Kenny, seconded by Mr. Math and carried unanimously, the minutes of September 19, 1989 were approved as written. Mr. Ryan addressed the committee requesting that he be excused from Tuesday evening meetings since they conflict with classes he is enrolled in. TRAFFIC - OLD WHITE PLAINS ROAD Kay Miles of 1011 Old White Plains Road stated her concern regarding the heavy flow of commercial traffic and its' unsafe speed on Old White Plains Road. She requested more enforcement and the restriction of commercial traffic on the street. The committee discussed the problem and agreed with the Police Commissioner's suggestion that by restricting commercial traffic on this road it would be diverted to other streets in the area, creating the same concern. The Commissioner stated that he would use selective enforcement regarding speed in this area, but suggested that traffic volume is down at this point due to road repair of a water main and the fact that most of the commercial traffic is local gardeners whose season has ended. Ms. Miles agreed that this is the case. As suggested by Commissioner Dallas, the committee requested that Ms. Miles notify the Commissioner directly when the problem arises. FIRE LANE PARKING RESTRICTIONS ON PRIVATE PROPERTY After discussion, it was agreed that this item be put on the next meeting agenda when it will be posible to discuss the situation with Mr. Zaidins, the Town Attorney and Mr. Tortorella, the Fire Chief. SCHOOL SPEED ZONE - PALMER AVENUE The Police Commissioner reported that this issue arose after meetings with the superintendent of schools and parents regarding more site recognition for the school zone at this location. He further reported that he and the Town Administrator would like to see uniform signage at this location. The Village of Mamaroneck has already agreed to post 20 m.p.h. speed limit at this location. { Town of Mamaroneck Traffic Committee November 20, 1989 Page 2 SCHOOL SPEED ZONE - CONTINUED After discussion regarding the speed limit at this location, it was agreed that the committee would rather see a 25 m.p.h. speed limit for several reasons. In order to comply with uniform signage, the following motion was made by Mr. Ryan: The Traffic Committee recommends adoption of the proposal of the Town Board that is premised on the belief that the Village of Mamaroneck is adopting a 20 m.p.h. speed, for consistency sake. The committee would prefer 25 m.p.h. speed limit because it believes this would be more appropriate based on past practices. Mr. Zavell seconded the motion and the vote was as follows: Mr. Ryan-aye, Mr. Zavell-aye, Mr. Kenny-aye, Mr. Math-aye, Mr. Mari-nay, due to the fact that the signs chosen are not appropriate for the terrain and no consideration has been made for cross traffic in the area. The motion carried by majority vote. REVISED TRAFFIC STUDY-MURRAY AVE. , MYRTLE BLVD. , N. CHATSWORTH AVE. Allan Davis reported that he met with the sub committee in June and was authorized to bring the traffic count up to date. He distributed the traffic count data from 1982 to present to the committee. As his counts showed, traffic has increased substantially since 1982. Mr. Davis stated that the original signal timing was recommended for the original 1982 traffic count. The Police Commissioner brought forward the concerns of local senior citizens who have contacted his office regarding the elimination of the exclusive pedestrian phase. Mr. Davis recommended that signs on the walk button pole explain how it is to be used. The committee discussed the use of the pedestrian walk signs. Mr. Davis explained that his mission was to have the signal timing reflect the current traffic volumes and patterns. He then showed the committee the proposed changes in signal timing. Mr. Ryan stated that he feels the traffic on Murray Ave. is much heavier than traffic on Myrtle Blvd. at all times other than peak hours. After much discussion, Mr. Zavell made the following motion: The traffic committee recommends to the Town Board that they adopt the Allan Davis Assoc. recommendations for a reasonable amount of time and see if there is improvement in traffic flow. Mr. Kenny seconded the motion and it was carried unanimously. NEW BUSINESS OVERNIGHT PARKING- Mr. Ryan asked that overnight parking be put on the agenda for the next meeting. He reported that he was informed by the Town Attorney that he sees no legal obstacle regarding the suggestions from the overnight parking sub- jxcommittee. LARCHMONT GARDENS ASSOC. Mr. Ryan reported that the crosswalks and stop signs on the bridge at the "duck pond" have not yet been carried out. The committee would like to see a response from the Town since there is a strong feeling by the residents. 4 • - Town of Mamaroneck Traffic Committee November 20, 1989 Page 3 NEW BUSINESS-CONTINUED PARKING LOT #1- Mr. Ryan stated that an update of this lot is needed from the Town Administrator to the committee. RECOMMENDATIONS TO THE TOWN BOARD- The committee agreed that they would like to see better tracking of their recommendations to the Town Board. They would be interested in developing a procedure which gives satisfactory feedback on committee recommendations. The committee agreed they would like the Town Administrator to address this issue at the next meeting. NEXT MEETING DATE It was agreed that the next meeting of the traffic committee would be on January 9, 1990.
