HomeMy WebLinkAbout1986_11_19 Traffic Committee Minutes c . MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMITTEE OF THE TOWN OF TOWN OF MAMARONECK, HELD ON TUESDAY, NOVEMBER 19, 1986, AT 8:00 P.M. IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON POST RD. , MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Richard Mari, Committeeman Anthony Math, Committeeman Ned Ryan, Committeeman Leslie Schlom, Committeeman ALSO PRESENT: Steven Altieri, Town Administrator Thomas Amlicke, Town Councilman Arthur Dallas, Police Commissioner The chairman called the meeting to order at 8:10. Approval of Minutes On a motion from Anthony Math, seconded by Ned Ryan and carried, the minutes of October 21, 1986 were approved with the following corrections: In the heading, the year should read 1986 rather than 2986. Under No Parking sign on Ellsworth Rd. and Hickory Grove Drive, the resident of 140 E. Garden Rd. should be Dan Litwin rather than Dan McGlynn. Intersection of Ellsworth Rd. and Hickory Grove Drive Dan Litwin of 140 E. Garden Rd. appeared to address the safety at this inter- section now that the committee had received the report from Chief Baumblatt. Commissioner Dallas was asked to address the committee regarding this inter- section. The Commissioner showed that peril does exist at this intersection which is agravated by shrubbery. The Commissioner reported that there have been no record of accidents at this intersection. His recommendation was to leave the yield sign in place and clear the view of shrubbery. Ned Ryan suggested that if the committee were going to make a decision regarding re- moval of shrubbery, he would like to view the intersection again with an eye on the shrubbery. After discussion, it was agreed that the committee would look again at the shrubbery at 129 Hickory Grove Drive East and re- port back at the next meeting. Mr. Mari suggested that. the resident who parks his car on the curve at the intersection of Ellsworth Rd and Hickory Grove Drive, be approached and asked to move his car to a location which will not block visibility. On a motion from Richard Mari, seconded by Anthony Math and carried unanimously, it was agreed that: Richard Mari from the traffic committee will approach the resident who parks on the curve at Ellsworth Rd. and Hickory Grove Drive and request that they park elsewhere. The yield sign is to remain as is. Richard Mari will contact Mr. Litwin when he approaches the resident. Parking-Alden Bd. Mr. and Mrs. Irwin of 15 Alden Road addressed the committee requesting action on the previous decision to install a no parking sign on Alden Rd. Mr. Amlicke stated that, the Town Board agreed with the recommendation of the Traffic Committee to place the no parking sign on Alden Rd. , but needs clarification regarding the position of the sign. Ned Ryan abstained from this discussion and decision since he pointed out that the was not on the committee when the original discussion and decision took place. After discussion, the committee agreed on the following: Parking will not be allowed on the east side of Alden Rd. from Copley Rd. northbound 100 feet past the property line of #15 Alden Rd. Stop Sign - Chatsworth Ave. and Jefferson Street Ed Panorello, President of the co-op at 16 N. Chatsworth Avenue addressed the committee pointing out the potential danger to people entering N. Chatsworth Avenue from the parking lot outlet on Jefferson Street due to speeding on North Chatsworth Ave. He requested a stop sign on North Chatsworth Avenue at Jefferson Street (the entrance to the parking lot). Mr. Panorello also Town of Mamaroneck Traffic Committee November 19, 1986 Page 2 Stop Sign-Chatsworth Ave. and Jefferson Street cont. requested that the 30 mile per hour speed limit sign be moved so it is not obscured by shrubbery. Commissioner Dallas recommended against a traffic nuisance on North Chatsworth Avenue. After discussion, the following motion was made by Anthony Math, seconded by Richard Mari and carried unanimously: The traffic committee would like Commissioner Dallas due selective enforcement at the area in question and the sign designating a 30 mile per hour speed limit be moved to a more appropriate position. Intersection-Myrtle Blvd , Murray Ave. and N. Chatsworth Ave. Mr. Altieri explained to the committee that a walk cycle will be added to the traffic cycle and it will be extended. This will add 45 seconds to the entire cycle as it is at present. Howell Park The Police Commissioner gave a presentation regarding the area including the traffic pattern and residents complaints. The Commissioner recommended that a no through traffic sign be installed on Palmer Ave. at Hawthorne, Stop signs be placed at Meadow Place and Hawthorne Ave. and lowering the existing No through Traffic sign on Palmer Ave. and Carleon so it may be more visible along with selective enforcement. After much discussion by the committee including the belief that many areas are much like this area with a similar traffic pattern, the following motion was made by Richard Mari, seconded by Anthony Math: The Traffic Committe recommends that the Town Board adopt the Police Commissioner's recommendations for the Howell Park area. The vote was as follows: Mr. Mari - aye, Mr. Math - aye, Mr. Zavell - aye Mr. Ryan - nay, Mr Schlom - nay. The motion carried. Parking - Lot #2 The Town Clerk's recommendation regarding adding additional overnight parking in lot #2 for area residents was discussed. It was agreed that the twelve spaced being discussed begin at Madison Avenue. After discussion, on a motion from Martin Zavell, seconded by Ned Ryan and carried unanimously, it was agreed to accept the Town Clerk's recommendation as follows: The first twelve spaces in Lot #2, beginning at Madison Ave. on Maxwell Avenue be converted to permit spaces to provide daytime and overnight parking. NEW BUSINESS Richard. Mari brought up for discussion the fact that the Town has no way of cancelling alternate side of the street parking. . He pointed out that if the sweeper was not working due to a holiday, parking should be allowed. Mr. Mari suggested the committee think about issueing a list of holidays when parking would be allowed. Richard Mari also suggest4d the committee think about East and West Brookside being made one way streets. Leslie Schlom requested an update on the closing of the Weaver Street bridge. Steven Altieri will bring an'update to the next meeting. Richard Mari requested that an additional No Through Traffic Sign be posted at the top of the hill on Burton Rd . After discussion, Mr. Zavell asked all those in favor of another sign (on the interior of Burton Rd. ). The vote was as follows: Richard Mari-aye, Mr. Math-nay, Mr. Schlom-nay, Mr. Ryan-nay, Mr. Zavell-nay. Town of Mamaroneck Traffic Committee November 19, 1986 Page NEW BUSINESS-cont. The recommendation was not carried.
