MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMITTEE OF THE TOWN OF MAMARONECK,
HELD ON MONDAY, MAY 11, 1987, AT 8:00 P.M. IN THE SENIOR CENTER OF 'PI'IE TOWN
CENTER, 740 W. BOSTON POST RD. , MAMARONECK, NEW YORK.

The chairman called the meeting to order at 8:00 p.m.
Approval of Minutes
On a motion from Leslie Schiom, seconded by Anthony Math and carried, the
minutes of April 7, 1987 were approved as written.
Overnight Parkir.t4 - Chatsworth Ave. , Murray and Myrtle Blvd.
James Berliner of 14 N. Chatsworth Ave.presented a petition signed by residents
of 14 N. Chatsworth Ave. requesting some relief regarding overnight parking on
the street since the car owners who park in the lot of 16 N. Chatsworth Ave.
received eviction notices in April. After discussion with the Town of Mamaroneck,
the eviction was extended until June 30, 1987. The residents are requesting
overnight parking on both sides of N. Chatsworth Ave. and on Murray Avenue.
The Fire Chief stated that the fire department has no objection to parking on
Myrtle Blvd. or on N. Chatsworth as long as the "No parking between signs" is
observed. He does object to paring on Murray Ave. on the side near the building.
Owen Mandeville of 14 N. Chatsworth Ave. stated that he feels parking on Murray
Ave. might be possible up to the point where the parking lot presently exists
back to the bridge.
Tom Leddy stated that it is not in the best interest of the highway department for
snow plowing, removal and clean up.
Commissioner Dallas stated that the police department had no objection to parking
on both sides of Murray Ave. from the 15 and 16 buildings back to the overpass.
Richard Mari recommended three hour parking during the day in order to discourage
commuter parking in the area.
Leslie Schiom stated that he has not objection to overnight parking on one side
of Murray Ave. , and both sides of North Chatsworth Ave. He also stated that there
seems to be parking available on the Thruway Extension.
Mrs. Berliner of 14 N. Chatsworth Ave. stated that the Thruway Extension is not
a safe area and the parking is too far from the building for the elderly.
Anthony Math asked the Fire Chief his feeling regarding parking on Murray Ave.
from the building end to the bridge. The Fire Chief stated that he has no
objection to that.

Overnight Parking - Chatsworth Ave. , Murray and Myrtle Blvd (cont. )
After a discussion regarding the pros and cons to designating Murray Ave. a
snow emergency street, it was agreed that the designation would not alleviate
the problem in the area. Both Mr. Berliner and Mr. Mandeville felt that the
tenants are most agreeable and will be able to work out a solution to parking
during snow removal.
The following motion was made by Anthony Math, seconded by Leslie Schlom and
carried unanimously:
The Traffic Committee recommends to the Town Board that the
following overnight parking be established: The South side
of N. Chatsworth Ave. from New Jefferson St. to Myrtle Blvd.
also from the driveway at 16 N. Chatsworth Ave. to the
appropriate position determined by the Police, Fire and
Highway departments including a 3 hour limit during the day.
On Murray Ave. from the parking lot to the overpass on the
building side and the opposite side of Murray Ave. as is with
3 hour daytime parking on both, and all existing parking
restriction signs remaining. Two mornings will be established
for clean up on Murray Ave. and N. Chatsworth Ave. as it is
on New Jefferson and the Thruway Extension.
Steve Altieri stated that it should be noted that snow will not be removed
as efficiently as it previously was.
Parking - Plymouth Rd.
The Fire Chief reported that he brought the hook and ladder to the street and
found that the sign could be moved 16 feet towards Plymouth Road and still
leave access for fire apparatus.
Following discussion, Steve Altieri recommended that Tom Leddy go to the site
with the Building inspector and then speak with the Fire Chief. Steve also
suggested that Tom Leddy could put together a cost recommendation regarding
changing the curbing on the street to add more parking as discussed.
Mr. Zavell requested that this work be completed before our next meeting.
Update - Left turn lane on Weyer St. at Palmer Ave.
Harold Klein of 140 Valley Stream Road stated that there was some confusion
regarding what the State DOT letter actually stated regarding the left turn lane
at this intersection.
Chief Baumblatt reported on May 4, 1987 that the State DOT informed him that
the lane designation would be for straight and left turn at this location.
Mr. Klein feels that if this is the case, the existing traffic congestion would
not be aided. Mr. Altieri will reread the original letter from the State DOT
and if it designates a left turn only at this intersection, Mr. Altieri will
send a copy of the letter to that department reminding them of the original
designation of left turn only on one lane. Mr. Klein will be notified of the
final decision on this matter.

Update - Hickory Grove and Ellsworth Ave.
Richard Mari asked Commissioner Dallas if parking is allowed in a T intersection.
Commissioner Dallas stated that no parking is allowed in any intersection.
Richard Mari then recommended that a letter be sent to the original person
who had concerns regarding parking at this location, stating that if a car is
parked in this position the TOM Police Department can be notified and they will
take appropriate action. Mr. Zavell seconded the recommendation.
New Business
Brookside Drive - Mr. Klein of 140 Valley Stream Rd. stated that he felt Brookside
Drive East and West be designated each one way. A discussion followed and the
traffic committee voted unanimously to leave East and West Brookside Drive as is.
Mr. Klein also requested that a Stop Sign be placed on Hickory Grove Drive on the
opposite side of the bridge at Brookside Drive rather than the side of the bridge
that it exists on now. Mr. Zavell requested that Commissioner Dallas review this
entire intersection and report back to the committee
Howell Park - Commissioner Dallas reported that selective enforcemnt in the
Howell Park area will begin this week.
N. Chatsworth, Myrtle Blvd. , Murray Ave. intersection - Mr. Zavell asked for an
update regarding this intersection. Mr. Altieri reported that this is now in the
hands of the State DOT and any further developments will be reported.
Rockland Ave. - Tom Leddy recommended that No Parking be established on both sides
of Rockland Ave. just past Badger Day Camp. It was agreed that this will be looked
into and committee members will report back at the next meeting.
Fire House parking lot - The Fire Chief reported that the fire council suggested
that chains be put up on Edgewood Ave. parking lot opening on both sides leaving
four spaces open so traffic can flow in, around and out on Maple Hill. The chains
can be taken down for events at the fire house. The committee agreed with this
suggestion.
Next meeting date and adjournment
It was agreed that the next meeting date will be June 8, 1987 at 8:00 p.m. in the
Senior Center.
On a motion from Anthony Math, seconded by Leslie Schlom and carried unanimously,
the meeting adjourned at 9:45 p.m.
