ON TUESDAY, JUNE 28, 1988 AT THE SENIOR CENTER IN THE TOWN CENTER, 740 W. BOSTON
POST ROAD, MAMARONECK, NEW YORK.

The Chairman opened the meeting at 8:10 p.m.
APPROVAL OF MINUTES
On a motion •from Mr. Mari, seconded by Mr. Math and carried unanimously, the
minutes of May 25, 1988 were approved with the following correction:
On page 4, under the heading PRESTON ST.- EDGEWOOD AVE. STOP
SIGN, let the minutes show that the vote was not unanimous. Mr. Zavell's vote
was nay.
ROCKINGSTONE AVE AND MOUNTAIN AVENUE
Mr. Zavell reported that Mr. Maraffino wrote to ask that this be postponed until
after August first. The request was granted by the committee.
Mr. Zavell also reported that Mr. Maraffino delivered a video tape to Mr. Zavell
which was very informative. After discussion, it was agreed that the committee
would view the tape after this evening's meeting when Commissioner Dallas offered
to show it on the Police Department's VCR.
Ms. O'Flinn reported that Commissioner Dallas, Mr. Schlom, area residents and she
had and informal, informational discussion regarding this intersection. All
present agreed that the entire membership of the traffic committee should spend some
time at this intersection.
MYRTLE BLVD.
Mrs. Campinelli of 7 Barnum Road stated that she feels it is dangerous to have
cars parked in front of 79 and 85 Myrtle Blvd. since traffic must swerve into
oncoming traffic in order to avoid the parked cars.
Mr. Zavell stated that he is in agreement regarding the danger on this roadway.
Commissioner Dallas recommended that No Parking signs be appropriately posted on the
South side of Myrtle Blvd.from Laurel Ave. to the telephone pole in front of 77
Myrtle Blvd.
Mr. Ryan stated that he feels that residents who would be affected should be given
a chance to be heard.
Commissioner Dallas further stated that the roadway conditions preclude parking on
this street.
Mr. Altieri stated that there may be an existing law precluding parking on Myrtle
Blvd.
After discussion, it was unanimously agreed that Mr. Altieri would investigate
to see if there is an existing law regarding parking on Myrtle Blvd. If there is
such an ordinance, signs will be installed and residents will be notified of the
ordinance. If no such ordinance exists, residents will be notified that this will
be placed on the agenda and discussed at the next traffic committee meeting.

INTERSECTION OF FENIMORE RD. , BOULDER BRAE LANE AND DUDLEY LANE
Mr. Charles Block of 1 Dudley Lane sent a letter to the committee stating difficulty
with visibility at the intersection when entering Fenimore Road. He recommended that
a traffic mirror be placed on opposite side of intersection to improve visibility.
Ms. O'Flinn agreed that there is poor visibility at this intersection. She
is not sure if a mirror would help due to the width of the intersection.
Mr. Zavell agreed that this is a difficult intersection and stated that there are
several in the area like this.
Mr. Mari agreed with the assessment of the intersection, but would like to see the
shrubbery trimed before installing a traffic mirror.
Mr. Math agreed with trimming the shrubbery and installing a traffic mirror.
Mr. Kenny and Mr. Ryan also agreed that this is a difficult intersection.
The Police Commissioner's recommendation was as follows: The Town Highway Dept. cut
back extensive foliage on Fenirmore Rd. (immediately West of Boulder Brae) and
install a convex exterior traffic mirror.
After discussion, Mr. Ryan made the following motion, seconded by Mr. Kenny and
carried unanimously: The committee recommends to the Town Board that the Police
Commissioners recommendation be adopted.
NEW BUSINESS
OVERNIGHT PARKING
Victor Pisani of 43 Valley Road sent a letter to the Traffic Cuuunittee requesting
an exemption from the overnight parking ban for two cars in the vicinity of his
premises due to the fact that he does not have enough room in his driveway for
the five cars needed for his family to attend business.
Mr. Zavell explained the criteria used for granting exemptions to the Pisanis.
It was agreed that this situation did not meet the criteria for exemption from
the overnight parking ban.
Mr. Pisani asked that the east side of Valley Rd. from Rockingstone to Fern be
exempt since nineteen years ago, when he moved to the street, Valley Road was
exempt from the ban.
Mr. Zavell stated that he believes the Fire Department removed Valley Rd. from
the exempt list due to the narrowness of the street.
Mr. Mari suggested that the Pisanis poll the residents of the street to see where
there sentiments are and it could then be determined if they meet Fired Department
criteria.
Since Mr. Ryan has been working on a presentation regarding overnight parking and
the criteria used to determine exemptions from the ban, Mr. Zavell asked if it
would be possible to have his recommendations ready for the August meeting.
It was agreed that this would be put on the agenda for the August meeting.
LAKESIDE DRIVE
At the residents request for a pedestrian crossing near Falls Road at Lakeside
Drive, the Police Commissioner was asked to look over the situation and make a
recommendation to the cuirunittee.
The Commissioner's recommendation is as follows: It is recommended that a
Pedestrian Crosswalk be considered. It would be permissable to stop traffic
(with prewarning signs) on the major traveled roadway for such a purpose. How-
ever, this is a radical alteration of the current roadway usage and ought to
invoke considerable discussion if not debate prior to any endorsement by the
committee.

LAKESIDE DRIVE (cont.)
Mr. Zavell polled the committee. The results were as follows:
Mr. Ryan stated that he feels it would be appropriate to put in a stop sign and
a cross walk.
Mr. Mari stated that he would like to see a crosswalk installed but not a stop
sign since he feels it would be ignored
Mrs. O'Flinn stated that she would like to see a crosswalk installed closer to
Myrtle Blvd. , not at the bridge where the danger zone is.
Mr. Zavell asked Mr. Altieri to see that residents of Lakeside Drive, Myrtle Blvd. ,
Rock Road and Falls Rd. be notified and have this put on the agenda for the next
meeting.
INTERSECTION OF N. CHATSWORTH AVE. , MURRAY AVE. AND MYRTLE BLVD.
A resident has complained of improper right turns being made from the left lane
at this intersection.
Commissioner Dallas made the following statement as part of his written recommendations
to the committee: I believe that the town is awaiting proper placement of signs
to help alleviate the condition. However, due to traffic volume and the geographic
contraints of that location, strict enforcement will render the intersection
virtually impassable.
Mr. Altieri reported that the Town of Mamaroneck is trying to lift the roadway
arrows at this intersection and is in the midst of attempting to rent a machine
which will sand them off.
PARKING LOT #1
Mr. Ryan stated that the Town Board has given the assignment of reviewing the
parking layout in lot #1 to the Traffic Committee. Mr. Ryan stated that he would
like a consultant involved and suggested that same consultant who was involved
with the N. Chatsworth intersection.
Mr. Altieri stated that he would speak to the consultant, Mr. Davis, and see if
this is in his field of expertise. He would then get a proposal together after
the committee decides on the area to study.
Mr. Ryan asked that the pothole near the walkway be repaired. Mr. Altieri will see
to this. Mr. Altieri will also get a layout of the lot to Mr. Ryan.
NEXT MEETING DATE
It was agreed that the next meeting of the Traffic Committee would be set for
August 30, 1988 at 8:00 p.m.
ADJOURNMENT
On a motion from Richard Mari, seconded by Anthony Math and carried unanimously,
the meeting adjourned and members viewed the video tape supplied by Mr. Maraffino
at 9:35 p.m.
