HomeMy WebLinkAbout1989_07_25 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD ON TUESDAY, JULY 25, 1989 IN THE SENIOR CENTER AT THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Richard Mari Dennis Kenny Leslie Schlom EXCUSED: Anthony Math Kathleen Tracy O'Flinn ALSO PRESENT: Steve Chapin, Liaison from the Town Board Arthur T. Dallas, Police Commissioner The Chairman called the meeting to order at 8:05 p.m. . He explained the purpose of this committee to those in attendance. APPROVAL OF MINUTES On a motion from Mr. Kenny, seconded by Mr. Schlom, the minutes of June 20, 1989 were approved with the following corrections: On page 2, under INTERSECTION MURRAY AVE./MYRTLE BLVD./N. CHATSWORTH AVE. Mrs. O'Flinn motion should read: A right turn on red be permitted at the intersection of Murray Ave. , Myrtle Blvd. and N. Chatsworth Ave. in the following manner: Southbound traffic on Murray Ave. turning right onto Myrtle Blvd. , Southbound traffic on N. Chatsworth turning right onto Myrtle Blvd. for a trial basis of six months. On page 3, under NEW BUSINESS- Rockingstone and Mountain Ayes. , the statement should read: The Police Commissioner reported that traffic compliance is not satisfactory at the blinking red light. PARKING REQUEST - 139 VALLEY STREAM ROAD Dr. Henry Kandler of 139 Valley Stream Road resquested an exemption to the overnight parking ban stating the following concerns: There are only two houses on the street, the driveway is narrow and steep, he owns three cars and there is no room to park them in the driveway or garage. After discussion, Mr. Mari asked if the Fire Dept. and Highway Dept. have seen the location. He explained to the resident that if the street should become exempt, any- one could park there. Mr. Zavell asked Commissioner Dallas to contact the Fire and Highway Departments to give their opinion regarding access of the street if parking were allowed on one side. MONROE NURSERY SCHOOL PROPERTY The traffic committee received a memo from Mr. Altieri stating that the Town Board has requested the committee's input for the best alternatives for ingress and egress to the facility. Mr. Zavell pointed out that the memo states, we will be providing to you a survey of the site so that you many review this matter. The committee has not been supplied with a survey, therefore, the committee unanimously agreed to defer this matter until a survey is received. POLICE COMMISSIONER'S REPORT Mr. Chapin reported that the Town Board passed the motion allowing a right turn on red only after the pedestrian walk phase is eliminated. The board is waiting for the traffic study. Mr. Zavell asked Mr. Chapin to communicate to the Town Board that the committee is disturbed that their recommendations have not been acted upon. Mr. Zavell further commented that he is pleased with Mr. Chapin as a liaison since more is being • Town of Mamaroneck Traffic Committee July 25, 1989 Page 2 POLICE COMMISSIONER'S REPORT (cont) . communicated to the Town Board now than previously. Commissioner Dallas read the recommendations of Allan Davis along with presenting a drawing of the intersection showing the committee's recommendation for dotted lines directing the driving pattern. The Commissioner agreed that the single dotted line would be more appropriate. PAVEMENT MARKING AND SELECTED ENFORCEMENT ROCKLAND AVE The Police Commissioner reported that the "SLOW" pavement markings will be placed on the roadway immediately prior to either side of the roadway crest. Mr. Leddy has advised him that the marking should be in place before this meeting. The Commissioner issued a report based on selective enforcement in the area in question, which showed that there has been a marked decrease in the number of violators during each period of enforcement. The Committee agreed with the Commissioner that this area should be checked again in three or four weeks. HARDSHIP PARKING REQUEST The committe received copies of a letter sent to Dr. Richard Pisano from the Administrators office stating that such a permit is not available, but that the traffic committee is considering an on street parking procedure for the future. NEW BUSINESS REQUEST FOR APPROVAL OF SIGNS DIRECTING RESIDENTS TO RECYCLING DEPOT- Jane Berger of the Recycling Task Force made a presentation proposing street signs directing residents to the Maxwell St. recycling center at the following locations: 1. On Myrtle Blvd. near the northwest corner of the intersection with N. Chatsworth, visible to traffic on Chatsworth waiting to cross Myrtle. 2. On N. Chatsworth near the northwest corner of the intersection with Jefferson Ave. , visible to traffic heading south on N. Chatsworth. 3. On Madison Ave. near the northwest corner of the intersection with Maxwell Ave. , visibile to traffic approaching from Jefferson or heading south on Madison Ave. After discussion, Mr. Kenny suggested the coloring should not be similar to traffic signs. There were no objection from the traffic committee to the proposed signs. REQUEST FOR STOP SIGN There has been a request for a stop sign to be placed at the intersection of Leatherstocking Trail and Country Road. The Police Dept. did a study and strongly recommends the stop sign be erected. After discussion, the committee voted unanimously to approve the stop sign at this location. NEXT MEETING DATE The next meeting date of the Traffic Committee will be on Tuesday, Sept. 19, 1989 at 8:00 p.m. ADJOURNMENT On a motion from Mr. Mari, seconded by Mr. Schlom and carried unanimously, the committee adjourned at 9:20 p.m. pending the arrival of Mr. Ryan with packets to distribute to the committee regarding hardship parking.
