HomeMy WebLinkAbout1987_01_13 Traffic Committee Minutes (2) N • MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMITTEE OF THE TOWN OF MAMARONECK, HELD ON MONDAY, JULY 13, 1987, AT 8:00 P.M. IN THE SENIOR CENTER OF THE TOWN CENTER, 740 W. BOSTON POST RD. , MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Richard Mari, Committeeman Anthony Math, Committeeman Edward F. X. Ryan, Committeeman Leslie Schlom, Committeeman ALSO PRESENT: Charles Baumblatt, Police Chief Steven Altieri, Town Administrator Thomas Amlicke, Liaison to Town Council The Chairman called the meeting to order at 8:10 p.m. Approval of Minutes On a motion from Anthony Math, seconded by Edward Ryan and carried, the minutes of June 8, 1987 were approved as written. Handicapped Parking - Murray Ave. & N. Chatsworth Ave. Mr. Morton Heide of 17 N. Chatsworth Ave. addressed the committee regarding the need for handicapped parking. Mr. Heide pointed out the increased parking problems in the area - particularly night parking. He asked that one or two handicapped parking spaces be designated in areas convenient for handicapped persons. At the request of the committee, Chief Baumblatt reported the following regulations governing handicapped parking spaces: There are no requirements on Town streets for handicapped parking, but there are requirements for off street parking. The Chief further stated that handicapped parking spaces are governed by the existing parking regulations. Mr. Ryan suggested once again that the pharmacy in the area have one handicapped parking space nearby. Mr. Mari stated that handicapped vehicles can be vans, etc. . He suggested that the committee be aware and not place designated handicapped spaces on corners where such vehicles could obstruct the view for traffic. After discussion, the committee agreed that four spaces could be designated as handicapped parking spaces (approximately 5% of the available parking spaces) . On a motion from Anthony Math, seconded by Martin Zavell and carried unanimously the following areas should be designated as handicapped parking spaces: The North side of N. Chatsworth Ave. at the break between the two buildings (14 & 16 N. Chatsworth) . The South side of N. Chatsworth on the corner of Washington Square and N. Chatsworth Ave. (in front of the Stonecrest building) . The last two spaces on the West side of Murray Ave. (Chatsworth Ave. side) closest to Myrtle Blvd. One daytime handicapped parking space in front of the laundry. Truck Parking - Lester Place, Fifth Ave. Sandra Trapp of 26 Lester Place explained that a problem exists when attempting to exit Lester Place turning left onto Fifth Ave. due to the large number of trucks parked on Fifth Ave. which block visibility. Janine Pryer of 33 Lester Place and Mr. Dorsey of 28 Lester Place complained that the trucks seem to be parked on Fifth Ave. particularly during rush hours. Town 'of'Mamaroneck Traffic Committee July 13, 1987 Page 2 Truck Parking - Lester Place, Fifth Ave. cont. Howard Clapp of 26 Lester Place stated that the trucks are so large that they take up most of the traffic lane and that he has seen trucks parked on Fifth Ave. from 6:00 p.m. until at least 9:30 p.m. . Mr. Altieri reported that Collins Brothers, the owners of the trucks in question, have been contacted about the problem. The only response was that they would try to keep the trucks off the street. Chief Baumblatt stated that he felt that stronger enforcement of No Parking on the street would be sufficient to help solve this problem. It was agreed that stronger enforcement of No Parking on Fifth Avenue would solve the problem. Mr. Altieri will make Collins Brothers aware of this. Rockland Avenue - No Parking Near Badger Day Camp Chief Baumblatt reported that it is the recommendation of the Police Department to designate No Parking on Rockland Ave. from the driveway at 111 Rockland Ave. to the driveway at 127 Rockland Ave. on the West side (approximately 418 feet) and from Winged Foot Drive to the driveway at 142 Rockland Ave. on the East side (approximately 374 feet) . After discussion, the committee members agreed that they would like to visit the site again when Badger Camp is in session with the footage recommendations in mind. It was agreed to defer this to the next meeting. Update - Burton Road In response to Mr. Mari's question, Chief Baumblatt reported that no tickets have been issued in the last week and one half for through traffic on Burton Rd. Richard Mari reported that this has been a constant problem aggravated by the new Dominos Pizza truck traveling at high speeds from the parking area through to Burton Rd. He also reported that the sign stating, "No Through Traffic" was missing two weeks after it was installed. Steven Altieri will have the Building Inspector contact the local manager of Dominos Pizza and explain the situation regarding No Through Traffic on Burton Rd. The Police Department will also continue selective enforcement of the road. Hickory Grove Drive and Ellsworth Avenue Mr. Ryan, having read the Vehicle and Traffic Law description of an intersection, believes that this location does not qualify as the intersection. He read an excerpt from the law which describes an intersection. After discussion, Martin Zavell asked for a vote regarding prohibiting parking in front of Hickory Grove Drive and Ellsworth Avenue. The vote was as follows: Mr. Mari - Aye, Mr. Math - Nay, Mr. Schiom - Nay, Mr. Ryan - Nay, Mr. Zavell - Nay. No action will be taken. NEW BUSINESS Intersection of Myrtle Blvd. , Murray Ave. and N. Chatsworth Ave.- Chief Baumblatt stated that when driving up Myrtle Blvd. from the Thruway to the Train Station, one must change lanes in order to make a left turn onto Murray Ave. Town of Mamaroneck Traffic Committee July 13, 1987 Page 3 NEW BUSINESS - cont. Mr. Ryan stated that the flashing "Don't Walk" sign lasts almost twice as long as the steady "Walk" sign. Mr. Altieri reported that he received a letter from the State D.O.T. giving the Town ten days to make a list of the unfinished parts of the project. Mr. Altieri further reported that onece the project is accepted by the Town, we can make the lane designations. Coughlin Building - The Planning Board asked the Traffic Committee to make a recommendation regarding one of the two off site parking lot drawings. After inspecting the two drawings and discussing them, the committee was made aware of the fact that six existing on street parking spaces will be lost if either plan is put into effect. Mr. Zavell made the following motion, seconded by Mr. Ryan and carried unanimously: Since the Traffic Committee was not aware of the loss of on street parking spaces as shown on drawing A-6 Off Site Parking Lot and S-2 Parking Area Details, the recommendation to the Planning Board is to have the Coughlin Agency come up with an alternative where the Town residents do not lose on street parking spaces. Neither drawing is satisfactory to the committee due to the loss of on street parking. Next Meeting Date and Adjournment It was agreed that the next meeting date will be on Monday, August 17, 1987 at 8:00 p.m. On a motion from Richard Mari, seconded by Leslie Schlom and carried unanimously, the meeting adjourned at 9:45 p.m. Respectfully submitted by Cynthia Rocchio
