ON MONDAY, JANUARY 9, 1989 AT THE SENIOR CENTER IN THE TOWN CENTER, 740 WEST
BOSTON POST ROAD, MAMARONECK, NEW YORK.

The chairman called the meeting to order at 8:05 p.m.
APPROVAL OF MINUTES
On a motion from Mr. Mari, seconded by Mrs. O'Flinn and carried, the minutes of
November 14, 1988 were accepted with the following corrections and additions:
On page 1, under INTERSECTION. . . , paragraph three, line 2, change the word "guy"
wire to "guide" wire.
On page 2, under PROPOSED ONE WAY. . ., paragraph 7, add: for example, allow right
on red and add a right turn only lane.
Under the same heading on page 2 in paragraph 10, after the vote, add: The request
was referred to the Town Board at Mr. Hesel's request.
On page 3 under ROCKLAND AVE. & MCKENNA PLACE, paragraph 3, line 2 should read:
the committee adopts the recommendation of the Police Commissioner to look into
the type and number of flashing warning lights to be installed at this site.
ONE WAY RESTRICTION - ALDEN ROAD
Mr. Zavell was notified that the writer of the letter which addressed this issue
is ill. Therefore, this issue will be deferred until further notice.
NORTH CHATSWORTH AVE. INTERSECTION
Mrs. O'Flinn asked once again if there was any possibility of leaving the right
turn on red over the bridge at this intersection.
Mr. Altieri stated that he felt uniformity was important for the entire intersection.
Commissioner Dallas stated that a right turn on red means that traffic must make
a full stop then may turn right, but vehicles tend not to make a stop first.
Since there is a preponderance of older people crossing at this intersection, he
would recommend against allowing a right turn on red.
Mrs. O'Flinn suggested that if pedestrian traffic is heavier at a particular time,
we could allow a right turn on red during certain hours.
Mr. Altieri stated that the full pedestrian phase was instituted for the senior
citizens not due to large amounts of pedestrian traffic. He is concerned about
the mixed message this gives pedestrians. The light tells them they may walk
while right hand turn traffic is allowed.
Mr. Math questioned if there would be any full pedestrian phase if the right hand
turn were allowed.

NORTH CHATSWORTH AVE. INTERSECTION (cont. )
In answer to additional questions from the committee, Commissioner Dallas stated
that anything you do to facilitate traffic flow, will encourage more traffic.
Mr. Altieri explained that the walk phase is only activated if the button is
pushed.
Mr. Math stated as a representative of this area, that the full pedestrian phase
could be eliminated on a trial basis.
Mr. Chapin reported that the Town Board has discussed shortening the walk phase.
It has been shortened somewhat, but could be shortened further. He stated that
the Town Board supports the pedestrian phase.
Mrs. O'Flinn stated that she would like to allow a right turn on red on all corners
at this intersection for a trial basis.
Mr. Mari stated that he is uncomfortable allowing a right turn on all corners
since he feels the pedestrian will move to the safest corner and this would be
eliminated.
Mrs. O'Flinn made the following motion:
The traffic committee recommends to the Town Board that a right
turn on red be permitted from the right hand lane of the N. Chatsworth bridge
onto Myrtle Blvd. /for a six month trial basis.
The motion was seconded by Mr. Math and the vote was as follows: Mr. Mari-nay,
Mr. Kenny-aye, Mr. Zavell-aye.
LE'r1'hR FROM THE HUMAN RIGHTS COMMISSION
Zavell read a letter from the Human Right Commission inviting committee
members to a program honoring the memory of the late Dr. Martin Luter King, Jr.
on Jan. 18, 1989 at 7:45 p.m.
STOP SIGN-CARLTON HOUSE (EXIT DRIVEWAY TO MADISON AND FIFTH AYES. )
Commissioner Dallas stated that it is the Police Department's suggestion that
a YIELD sign be erected where the stop sign was recommended by Mr. William Jakubowski,
et al.
After discussion, Mr. Zavell made the following motion:
The traffic committee recommends to the Town Board that a yield
sign be installed where the Town has jurisdiction at the exit driveway of 35 N.
Chatsworth Ave.
The motion was seconded by Mr. Kenny and the vote was as follows: Mr. Mari-aye,
Mr. Math-aye, Mrs. O'Flinn-aye.
OVERNIGHT PARKING PERMITS
It was reported that the sub-committee meeting of December 2, 1988 was cancelled.
Mr. Kenny set the date of January 24th at 7:00 p.m. with Mr. Altieri and Commissioner
Dallas to include Mr. Ryan and the Town Attorney.
Commissioner Dallas stated that he felt the meeting should address the conflicting
positions of Mr. Ryan and the Town Attorney.

JEFFERSON STREET
Mr. Altieri stated that he would like to work with the committee to set a limit
on daytime parking in this area which would eliminate commuter parking and allow
for street cleaning.
NEW BUSINESS
PRESTON STREET
Mrs. O'Flinn reported that the post for the one way sign on Preston St. is
still standing. She asked Mr. Altieri to see to it that the post be removed.
WASHINGTON SQUARE
Mr. Math reported that signs in the Washington Square area are bent over and should
be straightened.
HOWELL PARK
Steve Chapin reported that a public meeting was held regarding Howell Ave.
becoming a one way street. The Town Board agreed to take a new set of traffic
counts during a non-holiday period and this will be put on the agenda for the Feb.1st
meeting. The first set of traffic counts showed a low volume of traffic.
MrMari. asked Mr. Chapin if he could bring the comparison of the counts to this

It was reported that the traffic consultant has met with several residents as well
as the Police Commissioner. His-,report should be ready by the February meeting:,`

Mr. Altieri reported that the preliminary drawings for lot #1 should be ready in
approximately six weeks.
RESIDENT'S LETTER
Mr. Chapin suggested that a letter be drafted by the traffic consultant in response
to Mr. Engel's suggestions.
NEXT MEETING DATE
The next meeting date of the traffic committee will be held on Monday, February 27, 1989
at 8:00 p.m. •
ADJOURNMENT
On a motion from Mr. Kenny, seconded by Mr. Math and carried unanimously, the
meeting adjourned at 9:25 p.m.

Stop Sign Carlton House -- Commissioner's recommendations to install a
yield sign rather than a stop sign accepted by the Committee and to be
referred to the Town Board
Intersection Myrtle Boulevard and North Chatsworth Avenue - Northeast
corner -- Committee recommended the repeal of NO TURN ON RED ordinance
for a six month trial period. Refer to Town Board.
Refer comments of Ralph Engel to Traffic Consultant on phasing of
lights - Murray, Myrtle and Chatsworth.
Draft NO PARKING proposal to accommodate street cleaning on Washington
Square, Chatsworth Avenue, Myrtle Boulevard and Jefferson Street.
ONE WAY SIGN - Preston and Myrtle Blvd. sign post to be removed.
