HomeMy WebLinkAbout1988_01_18 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMI'P1'hE OF THE TOWN OF MAMARONECK HELD ON TUESDAY, JANUARY 19, 1988 AT 8:00 P.M. IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Martin Zavell, Chairman Richard Mari Anthony Math Edward F.X. Ryan EXCUSED: Leslie Schiom ALSO PRESENT: Arthur T. Dallas, Police Commissioner Stephen V. Altieri, Town Administrator The chairman called the meeting to order at 8:07 p.m. After introducing member of the committee, the chairman read the agenda. Approval of Minutes On a motion from Mr. Math, seconded by Mr. Mari, and carried unanimously, the minutes of November 24, 1987 were approved as written. Removal - Two Parking Spaces on Elkan Road Mr. Zavell clarified that the parking spaces in question are on Palmer Ave. at Elkan Road. Chris Simonsen of 13 Elkan Road, president of the Elkan Park Association was present to represent the residents. Mr. Math stated that Commissioner Dallas was asked to report back to this committee with a recommendation. He suggested we turn the floor over to the Commissioner. Commissioner Dallas stated that, after looking over the site, his position is that parking on Palmer Ave. to the left of Elkan Rd. (as you exit Elkan Rd.) , does not preclude a safe exit. He, therefore, feels parking should not be changed on Palmer Ave. West of Elkan Rd. The Commissioner offered a photograph to substantiate his recommendation. Mr. Simonsen was given the photograph to show to other members of the Elkan Park Association. On the basis of Commissioner Dallas' recommendation, the traffic committee recommended no change be made in parking on Palmer Ave. at Elkan Rd. Speeding Cars - Rockland Ave. Between Crest Ave. and Woody Lane Stan and Judy Rubin of 75 Rockland Ave. were present and stated that Rockland is used as a speedway. They requested that a stop sign be placed on Rockland Ave. at Crest Ave. They further stated that it is impossible to exit their driveway safely. Richard Mari stated that Rockland Ave. has come before the traffic committee on several occasions. He explained why stop signs are not used on through streets. Mr. Mari suggested that more radar be used on Rockland Ave. and again stated that stop signs can not be used to slow down traffic. Mr. Ryan stated that he can clearly see the problem. He also stated that there have been several requests for stop signs on Rockland Ave. (the entire length of it) . He further stated that this would violate what the experts say a stop sign should.': be used for. Mr. Zavell explained why a stop sign is dangerous on through streets, particularly at the crest of a hill. r Town of Mamaroneck Traffic Committee January 19, 1988 Page 2 Speeding Cars - Rockland Ave. Between Crest Ave. and Woody Lane (cont. ) Commission Dallas described the origin of the traffic manual which covers the State code for traffic controls making them uniform. Mr. Rubin again stated his belief that this is an extremely dangerous situation. Mrs. Rubin asked if a hidden driveway sign would help the situation. Commissioner Dallas agreed to visit the site and Mr. Zavell asked for selective enforcement in the area but stated that this committee would not recommend a stop sign. Commissioner Dallas will report back at the next meeting. Parking on Leafy Lane Jean Putnam of 10 Leafy Lane stated that non-residents park on both sides of this street in order to walk to the train station making it difficult for residents to traverse the street. Barbara Barbara of 7 Leafy Lane stated there is no visibility on the street due to parking on both sides. She also stated that when snow is on the street it limits the width of the street. Mr. Ryan stated that he recognizes the problem. He stated that he sees it as inconvenient but does not know if it is dangerous. Mr. Mari stated that providing the flow of traffic or emergency vehicles are not inhibited, he feels parking should be restricted near the corner. Mr. Zavell made a motion to recommend the following: Restrict parking on Leafy Lane on both sides, Monday through Friday, 8:00 a.m. to 5:00 p.m. to three hour parking. Richard Mari seconded the motion. Since the committee was divided regarding the restriction, Mr. Math and Mr. Ryan felt that perhaps there should be no parking 6:00 a.m. to 10:00 a.m. , Monday through Friday, it was agreed to postpone this to the next meeting. Thru Traffic - Hillcrest Ave. Robert Brown of 58 Hilldrest Ave. stated that there has been an increase in traffic since the no entry onto Edgewood Ave. from Weaver St. had been posted. Dermot Murphy of 53 Hillcrest agrees that Hillcrest has become a cut through with increased traffic. Mr. Math asked if a "no through traffic sign" could be posted on Hillcrest. Mr. Altieri stated that most of the people ticketed for traversing through Howell Park have requested trials. There is some question as to if the Town will win these trials. Commissioner Dallas stated that we are on the eve of closing the Weaver Street bridge and would not like to see any restricted streets until we are further / Town of Mamaroneck Traffic Committee January 19, 1988 Page 3 Thru Traffic - Hillcrest Ave. (cont.) into the closing. Mr. Zavell stated that Hillcrest, along with other streets will be directly effected by the closing of the bridge. He suggested the residents bring this up again after the bridge situation takes place. Four Way Stop Sign - N. Chatsworth AT Birch Ave. , Echo Lane David Lobel of 89 N. Chatsworth Ave. , Maureen Naughton of 101 N. Chatsworth and Bob Reader of 94 N. Chatsworth made a request for a four way stop at N. Chatsworth, Birch Ave. and Echo Lane. Mr. Ryan clarified where stop signs already exist in this area. Mr. Ryan asked that the whole area be evaluated. After discussion, Mr. Zavell requested that Commissioner Dallas look over this intersection and report back to this committee. It was agreed that the Commissioner will contact residents before conducting the study and will complete the study before the next meeting. Mr. Ryan also asked for a report regarding traffic accidents at these intersections. Traffic Matters - Moran Place Since no residents were present to discuss this matter, the committee referred to a letter they received asking that truck traffic be prohibited in this area. After the committee discussed the matter, Mr. Zavell stated that he could not see how there could be enough truck traffic to warrant prohibiting of trucks. The committe agreed that they did not see the validity of the request and suggested that if it needed further discussion, residents would have to attend the meeting to clarify the request. Proposal for High School Exit After discussion, the committee agreed that a sign stating no parking here to corner will be sufficient to regulate traffic at this exit. Request for No Parking - Residents Only on Oakdale Rd. After discussion including the Police Commissioners view of the matter, it was agreed that the police department would use other means of curtailing traffic in this area. NEW BUSINESS N. Chatsworth Intersection - Sub Committee Mr. Ryan reported that the sub-committee consisting of Mr. Math, Mr. Davis and himself had met and discussed the situation. The following conclusions had been reached: 1. Recommendation of this committee was that traffic coming from Murray Ave. should allow both lanes to turn right. One lane must go left over the bridge, the other lane can go straight, left or right. 2. On Myrtle Blvd. & N. Chatsworth, remove the unused light stantion and make three lanes heading East. Mr. Davis recommends one lane for through traffic and left turns and the other for straight traffic. Town of Mamaroneck Traffic Committee January 19, 1988 Page 4 N. Chatsworth Intersection - Sub Committee (cont. ) Mr. Ryan further summed up the recommendations discussed with Mr. Davis. Mr. Altieri stated that the Town Board asked that this committee have an early February meeting in order to have this committee's recommendations before the Town Board meeting. Mr. Ryan and Mr. Math also agreed that there should be more short term parking in this area. It was agreed that Mr. Davis will be asked to attend the next meeting of the Traffic committee. Feedback From the Town Board Mr. Ryan stated that he had spoken with the Town Supervisor regarding this committee not receiving feedback from the Town Board. It was agreed that the Town Board liaison will bring information to the committee from the Board and from this committee to the Town Board.
