HomeMy WebLinkAbout1984_04_30 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMITTEE OF THE TOWN OF MAMARONECK, HELD ON MONDAY, APRIL 30, 1984, AT 7:30 P.M. IN THE AUDITORIUM OF THE TOWN OFFICE BUILDING. PRESENT WERE THE FOLLOWING: Committeeman Joseph Sussen Committeeman Anthony Math Committeewoman Patricia Latona Committeeman Martin Zavell Committeeman Leslie Schlom ALSO PRESENT WERE: Stephen V. Altieri, Town Administrator Charles Baumblatt, Chief of Police Mr. Sussen called the meeting to order at 7:30 P.M. APPROVAL OF MINUTES A motion was made and seconded to approve the minutes of the meeting of April 2, 1984. It was resolved to approve the minutes of the meeting of April 2, 1984. This motion passed unanimously. UPDATE OF GUIDELINES - OVERNIGHT PARKING Mr. Sussen reported the following: There is a resolution before the Town Council at this time and a public hearing will be held on May 2, 1984 regarding overnight parking program. Patricia Latona stated that the thruway extension was not mentioned in the ordinance and there was some concern regarding the new Jefferson Street. Mr. Sussen stated that in a resolution to Dolores Battalia, there is a pro- vision providing parking for apartment dwellers on the new Jefferson Street. Mr. Sussen stated that the Town Board is not ammending local law, but is ammending regulations pursuant to local law. The following suggestions were made by residents in regard to exemptions to the overnight parking ban: One side of the street parking in order to allow fire apparatus access. This committee discuss alternate side of the street parking on a desig- nated morning on Palmer Avenue (near the Acres), in order to clean the street. The committee discussed the parking ban survey and the Town Council's request that the Traffic Committee develop recommendations for exemptions to the parking ban regulations. Mr. Zavell and Mr. Math developed and presented the following possible general exemptions: 1. Overnight guests/family (passes must be applied for in person) 2. Vehicle breakdown 3. Repairs to driveway 4. Town repairing of street 5. Act of God 6. Emergency service vehicles and employees 7. Doctors for emergency (house calls) MEETING OF THE TRAFFIC COMMITTEE 4/30/84 PAGE TWO It was resolved to accept the report of Mr. Zavell and Mr. Math and that these exemptions be written into the Town ordinance with the Town attorney's approval. U.S. OPEN GOLF TOURNAMENT It was stated that the U.S. Open Golf Tournament will be held at Winged Foot Country Club from June llth through June 17th. It was agreed that Chief Baumblatt and Stephen Altieri will put together a list of streets to be temporarily designated, "no parking". The list will be put before the Town Board for approval on May 16, 1984. TRAFFIC COMMITTEE MATTERS The following recommendations were discussed: 1. Intersection Huguenot & Lafayette Road - Stop Sign. The Traffic Committee approved a stop sign at this intersection 2. Intersection Forest Ave. & Weaver St. - persistent problem - write to State re: traffic light. The Police Department recommended that Forest Ave. be a one way from Weaver Street to Sheldrake Ave. . Chief Baumblatt will assign an officer to assess this and report back. 3. Finast parking lot - cars using it as a cut through between Boston Post Rd. and Weaver St. using excess speed. Also there are no directional arrows; traffic haphazard. Patricia Latona will send a letter to the owner of the lot asking that something be done to correct these conditions, ie. Stop signs. 4. Forest Ave. & Daymon Ter. - make yield sign more noticeable. Chief Baumblatt reported that two yield signs exist at this location. He recommended that a committee member ride to these trouble spots with him during the day and report back to the committee. 5. Chatsworth Ave. & Myrtle Blvd. - NO TURN ON RED sign on south- east corner of Myrtle Blvd. The Traffic Committee approved a NO TURN ON RED sign at this location. 6. Report on parking lot #3 The Traffic Committee recommended that one hour parking meters replace the twenty minute existing parking and that overnight parking be allowed in the lot. The Committee will talk with the Town Attorney regarding this. 7. Weaver St. & Edgewood Ave. - Right hand bend in road, traffic attempting to turn from Weaver St. onto Edgewood Ave. , oncoming traffic cannot be adequately observed. Mr. Sussen will write a letter to the State regarding this problem. 8. Intersection of Avon Rd. and Mohegan Rd. - Traffic ignores stop sign. Chief Baumblatt will step up enforcement of the stop sign. 9. Parking for Unincorporated residents at the Mamaroneck Village train station. The Traffic Committee can take no action in Mamaroneck Village. 10. Parking - Carl's Restaurant The Traffic Committee approved two hour parking from 8:00P.M. to 11:00 P.M. on Maple Avenue 11. Special permit Meg-Ellis Corp. - Fifth Ave. , referred by Planning Board to Traffic Committee. The Traffic Committee recommended that the Planning Board do an environmental impact study. 12. Collins Brothers - Driveway, Fifth Avenue. The Traffic Committee approved hidden driveway sign. MEETING OF THE TRAtFIC COMMITTEE 4/30/84 PAGE THREE OLD BUSINESS Mr. Sussen will send a letter to Iarchmont Acres regarding the Traffic Committee's statement about problem parking and making the management aware of this suggestion (opening up spaces on the straightaway of the circle). NEW BUSINESS Chief Baumblatt stated that the Village of Scarsdale has asked that the Town of Mamaroneck ban truck traffic on Fenimore Road. The Traffic Committee approved the appropriate signs be put up. NEXT MEETING The next meeting of the Traffic Committee will be held on June 11, 1984. ADJOURNMENT The meeting adjourned at 9:45 P.M.
