MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMI'ImE OF THE TOWN OF MAMARONECK
HELD ON TUESDAY, APRIL 19, 1988 AT 8:00 P.M. IN THE SENIOR CENTER OF THE TOWN
CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK.

Approval of Minutes
On a motion from Mr. Math, seconded by Mr. Mari, the minutes of March 15, 1988
were approved with the following corrections:
Page 4, paragraph 2, line 2 should read,". . .within the first block
Northeast of Rockingstone Ave.
Page 4, paragraph6, under the headingBurton Road should read "Mr. Altieri
reported that the no through traffic sign on Burton Rd. does not appear to be an
ordinance that can be enforced."
Converting Two 24 Hour Spaces in Lot #3 To Handicapped And/Or Senior Citizen
Spaces
Dr. Heidi of N. Chatsworth Ave. requested that a limited number of handicapped and/
or senior citizen spaces be made available for 24 hour parking near the residences
in lot #3. Dr. Heidi presented a letter with this request signed by five additional
handicapped residents.
Mr. Math stated that he saw no reason to deny the request other than the fact
that spaces may not be available at this time.
Mr. Ryan stated his concern regarding residents buying specific parking spaces
due to the numbering system.
Mr. Altieri explained that numbered parking is assigned since there are other
spaces in the same lot designated daytime or overnight parking. He is also concerned
because the Town has established a standard of service which would have to be
changed if numbered spaces were not assigned.
Mr. Ryan suggested that permit holders be notified that a change would take place
at this location. Residents would be awarded 24 hour parking spaces but not
assigned a specific space.
Mr. Mari stated that he is in favor of creating two spaces for the handicapped in
this lot. He feels strongly that the two spaces be appropriate for the handicapped.
Mr. Altieri stated that the Town will be canvassing current permit holders to find
out how many will be renewing for 1988. The results of the canvass will be in
by May 16th.
Mr. Zavell requested that this be put on the agenda for the next meeting when the
results of the Town canvass would be available.
Larchmont Knolls Neighborhood request-Alden Rd.-Consideration of One Way Traffic
Ordinance
Lillian Reid of 14 Harmony Dr. stated that no other residential community in the

area has a similar problem of traffic for a commercial business spilling over onto
residential streets.
Theodore Brown of 6 Devon Rd. stated that he does not believe that Alden Rd. can
be made a one way in either direction since there is no street to carry traffic in
the opposite direction. He stated that he is opposed to making Alden Rd. a one
way from the Boston Post Rd. to Copley Drive.
Dennis Mulchaey of 14 Alden Rd. asked that the one way be considered on a tempor-
ary basis to see if it improves the problem.
Mr. Ryan stated the he would still like to see parking allowed on the Boston Post Rd.
in this area.
After discussion, Mr. Zavell made the following motion:
The Town of Mamaroneck Traffic Committe recommends to the Town Board that
we experiment with the proposal to make Alden Rd. a one way southbound
from Copley/Harmony to the Boston Post Road for a three month trial period.
The matter will then be reviewed and its permanency decided.
The vote was as follows: Mr. Math-Aye, Mr. Ryan-Aye, Mr. Zavell-Aye, Mr. Mari-Nay.
The motion carried.
Since Mr. Mari stated concern that the State DOT will need to be notified due to the
fact that the Boston Post Rd. is a State road, Mn. Altieri will notify the State of the
proposal.
Hammocks Road and the Boston Post Road
Andrea Potash, co-president of the Hammocks P.T.A. again stated the P.T.A. proposal
to add a left hand turn lane to the road leading out of Hammocks onto the Boston
Post Road.
The Police Commissioner made the following report: Measurements concerning the East-
West width of Hammocks Rd. support the division of this roadway into three separate
lanes, facilitating a westbound "left turn only" lane entering onto the Boston Post
Road.
After discussion it was agreed that the State DOT must be contacted before such a
change could take place.
Mr. Math made the following motion:
The Town of Mamaroneck Traffic Committee recommends to the Town Board that
they adopt the Police Commissioner's recommendation regarding the modifications
of Hammocks Rd.
The motion passed unanimously.
Rockinqstone Avenue at Mountain Avenue
Ann Shea of 162 Rockingstone Ave. stated that meeting notices had not been received
by her or anyone else whose names had been on the original petition.
Mr. Altieri stated that notices had been sent out.

Rockingstone Avenue at Mountain Avenue (cont.)
Mr. Paul Marafino of 150 Rockingstone Ave. stated that the request is for a four
way stop sign at this intersection as had been stated at the previous meeting.
Mr. Marafino read from a code book which sets requirements for stop signs at
intersections, pointing out that this intersection meets the criteria.
Ann Shea stated that although selective enforcement was suggested at the previous
meeting, she drives this stretch of road approximately five times a day and has not
seen any radar units.
Commissioner Dallas stated that he feels the only appropriate method of relieving
the problem is the following recommendation: Relief may only be obtained by the
redirection of traffic on Mountain Ave. between Rockingstone Ave. and Rochelle Rd.
limited to westbound (one way) . Pedestrian crossing at the intersection should be
prohibited. Rather, pedestrian crossings should be limited to the currently
designated location at Wildwood Road.
Mrs. Shea asked if the Commissioner felt lowering the speed limit would help the
situation. In reply, Commissioner Dallas stated that there would be major non-
compliance.
Mr. Ryan stated that he would like to see the residents notified of the proposal
of a one way street.
Kevin O'Brian stated that he understood traffic counters were to be put on
Rockingstone Ave. to determine if there is enough traffic to warrant a stop sign.
Commissioner Dallas stated that the State has not moved the counters from the
Weaver Street Bridge to Rockingstone Ave. yet.
On a motion from Mr. Ryan, seconded by Mr. Mari and carried unanimously, the following
was agreed upon: This intersection be put on the agenda for the next meeting date
with a view of adopting the recommendation of the Police Commissioner and be certain
that residents are notified of the meeting date.
Unmarked Fork in Road-Mountain Ave. and North Chatsworth Avenue
The Police Department's survey of the entire area resulted in the following
recommendation: It is felt that despite the reduction in roadway width from 36 feet
to 24 feet, the 30 m.p.h. speed limit appears appropriate. The Police Department
recommends posting speed zone on N. Chatsworth Ave. within the first block, N/E
of Rockingstone Ave. Southbound N. Chatsworth Ave. traffic entering Mountain Ave.
must meet with appropriate pavement markings designed to disclose two way traffic
on Mountain Ave. In addition, it is strongly recommended that appropriate two
way traffic ahead signage be placed on Mountain Ave. facing S/B traffic, so as
to properly advise motorists in the even that roadway markings are obliterated by
weather conditions.
Mr. Ryan moved to adopt the Police Commissioner's recommendations. The motion
carried unanimously.
Since it was agreed that the residents generally opposed to "no parking" in this
area, Richard Mari made a motion that we do not restrict parking at the triangle on
N. Chatsworth Ave. The motion carried unanimously.

Traffic Control - Murray Avenue
Mike Saade of 200 Murray Ave. stated that he originally requested traffic control
on Murray Ave. , but now realizes that this is not appropriate. He suggested in-
stead that the area be looked at around the school and perhaps more signs be
placed on Murray Ave. noting School Zone, etc.
The committee agreed with the request to look over this area and erect more signs
if needed.
Request for one Way Traffic on Overlook Terrace
Eileen Durkin of Overlook Terrace stated that she felt a one way in either direction
would be helpful on this street.
Joan Keenan of 91 Edgewood Ave. stated that she shares a driveway with two other
families and a one way on this street in either direction would make it difficult
to enter or exit this driveway.
After discussion, Mr. Ryan suggested that this be tabled until the next meeting
when all committee members will have had a chance to look over the area.
Commissioner Dallas was asked to look over the area with this driveway in mind.
NEW BUSINESS
New Committee Member
Mr. Zavell reported that the Town Board has appointed Kathleen O'Flinn as a new
member to the Traffic Committee.
Letter from Councilwoman
Mr. Zavell reported that a letter has been received from Councilwoman Elaine Price
commenting on the N. Chatsworth Ave. intersection and traffic signal and the excellent
presentation by the traffic committee.
Traffic Light-Central School Entrance
It was reported that the State DOT has once again turned down the request for a
traffic signal on Palmer Ave. at the Central School entrance.
Myrtle Blvd. Parking Lot
Mr. Ryan recommended that the Town Board be made aware of the concern regarding
repairs to the Myrtle Blvd. parking lot. After discussion, Mr. Ryan made the
following recommendation, seconded by Mr. Zavell and carried unanimously:
The Traffic Committee Recommends to the Town Board that money be appropriated
to blacktop the Myrtle Blvd. parking lot.
Next Meeting Date
It was agreed that the next meeting date for the Traffic Committee would be
Wednesday, May 25th.
Adjournment
On a motion from Mr. Ryan, seconded by Mr. Zavell and carried unanimously,
the meeting adjourned at 11:05 p.m.
