HELD ON TUESDAY, OCTOBER 8, 1991, IN THE COURTROOM TOWN CENTER, 740 WEST BOSTON POST ROD, MAMARONECK, NEW YORK Present: Martin Zavell, Chairman Dennis Kenny David Lobl Rosemarie Magazine Richard Mari 4 / Absent: Susan Morehouse (excused) Also present: Stephen V. Altieri, Town Administrator Paul A. Munch, Police Chief Kathleen T. O'Flinn, Liaison The Chairman called the meeting to order at 8:05 PM. The first matter on the agenda was the approval of minutes. Mr. Kenny indicated that on Page Two of the minutes, there were two references to motions that were not acted upon. Mr. Kenny wished to have the minutes clarify that the motions were not carried as opposed to not being acted on. On motion of Dennis Kenny, seconded by Richard Mari, the September 10, 1991 minutes of the Traffic Committee were approved with the afore-mentioned amendment. TRUCK TRAFFIC ON MURRAY AVENUE Mr. Allan Davis, Traffic Consultant to the Town, was present to discuss with the Committee the scope of a report on truck traffic and the establishment of an effective truck route in the Town. It was decided that the general scope of the study should includeaan inventory of the number of trucks using streets such as Murray Avenue, Palmer Avenue and Weaver Street. The study should also consider the ability of each of those streets to carry truck traffic. Councilwoman O'Flinn indicated that the Town Board agenda for October 9th included the Committee's recommendation for speed reduction on Murray Avenue, the position of the Murray Avenue Association as explained in their letter, and any recommendations that might be made by the Committee tonight. She encouraged members of the Traffic Committee to attend the Town Board meeting. Mr. Davis stated that he will meet with Mr. Altieri tomorrow (October 9th) to establish the scope of the study and estimate its cost. This information will be available for the Town Board meeting. Mr. Mari suggested that any statistical study be done on a truly "average" day - one which is not influenced by school closings or area road work = and for a 24-hour period. Consideration should be given to Saturday statistics also. Mr. Davis indicated that would increase costs. He suggested that the study be based on when the greatest impact is perceived;; late at night, early in the morning or when children are present in the area. Mr. Mari insisted that a 24-hour period be covered with statistics gathered on at least one Saturday. 10/8/91 -2- Mrs. Magazino inquired as to how counting equipment can tell the difference between types of trucks. Mr. Davis explained that axle spacing is the determining factor. Mrs. Magazino asked if the survey will consider the damage caused to the roadway by heavy trucks. Mr. Davis stated that such action was possible but it would require core sampling and would expand the scope and expense of the study. Mr. Davis suggested a two-step process: 1) Analyze current traffic patterns and flow and identify optional routes that might be available, and 2) Explore any suggested route, identifying impediments and physical improvements which might be required. Mr. Barry Levine of 288 Murray Avenue insisted that the study be undertaken as one complete study so that uneccessary delays can be avoided. Mr. Mari questioned the dependability of counting devices to properly distinguish between types of trucks. Mr. Davis replied that, if a problem arises in this regard, people could be employed to do the counting. CROSSWALKS - WEAVER AT MAPLE HILWHEATHER L rk Councilwoman O'Flinn stated that, at the request of Supervisor Silverstone, she had been in contact with schoo authorities at Sts. John and Paul. The school administration did not that further action was required. However, the Parish Council, which had also been contacted, had not reached a consensus and intends to set up a subcommittee to study the matter further. It was suggested that the matter should be tabled. Chairman Zavell reviewed the issue at hand; crosswalks were painted on Weaver Street after receiving permission from the State Department of Transportation. The question is whether or not it would be appropriate to paint similar crosswalks parallel to Weaver Street at Heather Lane and Maple Hill Drive. It was agreed that the Committee will study the issue at a subsequent meeting when the Parish Council has reached a decision. NEXT MEETING The next meeting of the Committee has been tentatively scheduled for Tuesday, November 19th. ADJOURNMENT There being no further matters before the commutmittrr, on motion of Mr. Mari, seconded by Mr. Math, the meeting was adjourned at 9:38 PM.
