MONDAY, OCTOBER 29, 1990 IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST
BOSTON POST ROAD, MAMARONECK, NEW YORK.

The meeting was called to order at 8:05 p.m. . Mr. Zavell welcomed the newest
member of the committee, Mr. David Lobl. Mr. Zavell explained the purpose of this
committee to those in attendance.
APPROVAL OF MINUTES
On a motion from Mr. Mari, seconded by Mr. Math and carried unanimously, the
minutes of September 11, 1990 were approved with the following corrections:
Under PRESENT: correct the spelling of Mrs. Magazino's name.
Or. page 2, fourth paragraph, the last sentence should read
. . . travels the route twice an hour."
COMMERCIAL TRAFFIC - MURRAY AVENUE
Mr. Zavell recapped last month's discussion regarding this subject. He then asked
Commissioner Dallas to report his findings to the committee. Commissioner Dallas
reported that the Police Department did a comprehensive study of the vehicle and
truck traffic along with selective enforcement for a thirty day period commencing
on September 12, 1990. The Commissioner further reported that he personally spoke
with Collins Brothers and was assured that their trucks will no longer use Murray
Avenue as a truck route. The Police Commissioner's study shows very little
commercial traffic on Murray Ave.
Mr. Zavell read the Police Department survey showing the number of light trucks,
buses and heavy trucks using Murray Ave. from 7:00 a.m. to 12 noon and 12 noon to
10:00 p.m. The survey showed the mean numbers for over one month showing that the
number of citations and violations decreased significantly as the selective
enforcement progressed.
The Commissioner announced that his intention is to set up a truck weigh station
on Murray Avenue which should keep truck traffic on Weaver Street.
The Town Administrator prepared a memo showing the various regulations which
control traffic on Murray Avenue. He pointed out that the County has control over
most of the traffic regulations on this street. Since some Federal money has
been used on Murray Ave. , there is some Federal control.
Residents discussed their concerns which included noise, speed of traffic, amount of
bus traffic_ and concern that the study was done at the same time as the selective
enforcement, plus the road condition on Murray Ave.
Mr. Zavell polled the committee who discussed what options were available.
On a motion from Mr. Mari, seconded by Mr. Zavell and carried unanimously, the
committee made the following motion to the Town Board:

To install a direction sign on Weaver St. going South towards
U.S. 1 advising traffic which way U.S. 1 is. To continue to have the Police
Department selectively enforce speed on Murray Ave. and have the weight station
which has been discussed, implemented by the Police Department. To have the Town
Administrator communicate again with the County regarding road repair and question
the bus route running on Murray Ave. rather than Weaver St.. To put this matter
back on the agenda in two months or earlier if needed.
THREE HOUR PARKING - MURRAY AVENUE
After discussion, Richard Mari, seconded by Mr. Math and carried unanimously, the
following motion was made:
To adopt a three hour parking limit one morning a week to be
determined by the highway department.
The motion carried unanimously.
PARKING LOT #2
It was agreed to adjourn this to the next meeting since the committee did not have
the correct memo from the Town Clerk.
TRAFFIC - HILLCREST AVE.
Mr. John Eney of 47 Hillcrest stated that since the no left turn onto Edgewood Ave.
from Weaver St. was established, traffic is traveling at high speeds on Hillcrest to
reach Weaver St. from Murray Ave. He would like to see a sign stating "Slow-children".
Ed Lew of Hillcrest Ave. stated that he would like to see a yellow line painted
down the center of the road and voiced his concern with untrimmed bushes creating
a visual obstruction.
At the last meeting, Commissioner Dallas was asked to look at Hillcrest Ave. to
determine if it should be made a one way. He reported the following: After making a
survey of Hillcrest Ave. the Commissioner feels it would be a considerable hardship
for Westbound traffic and residents of Hillcrest Ave. to make it a one way road.
The Police Commissioner recommended police surveillance on this street.
In regard to the untrimmed shrubbery, the Town Administrator stated that the Town
must establish if a visual obstruction exists. The Town Administrator will establish
this on the corner of Judson and Hillcrest.
The committee agreed to put this back on the agenda next meeting.
PLYMOUTH ROAD
Gloria Malazzo of 20 Plymouth Rd. stated that she appeared before this committee two
years ago regarding the same problem. There are 5 houses on the hill with no drive-
ways which creates overnight parking problems. She mentioned a grass area that
could be paved to create one more spot.
Diane Cametti of 22 Plymouth Rd. stated that if the existing sign were moved back,
another car could be parked.

Richard Mari stated that he believes the fire department recommended parking on
one side of the street only at this location.
Mr. Zavell read from Mr. Altieri's memo which was an abstract from previous minutes
regarding widening the street.
After discussion it was agreed that the fire department will look at the area with
the possibility of moving the sign to create one more parking spot. Mr. Altieri will
look into the possibility of paving the grass area. This will be back on the agenda
for the next meeting.
BLOCKBUSTER VIDEOS
Mr. William Maker, Jr. representing Mrs. Novak stated that blockbuster videos
is a tennant of Mrs. Novak's. On the recommendation of the planning board, he is
requesting a stop sign near the entrance to the parking lot.
The committee asked the Commissioners advice on this. Commissioner Dallas stated
that he feels the entrance to the shop should be at the rear of the building. He sees
no need for any stop sign and feels it will confuse motorists entering the parking
lot. He does feel the shrubbery should be moved to create a clearer visual line
for motorists of cars entering or leaving the lot. He has spoken to the owner and
she is willing to comply with this.
After discussion, the following motion was made by Mr. Lobl, seconded by
Mr. Mari and carried unanimously:
The application for installation of a stop sign at the parking lot
of Novaks is denied since, as the Police Commissioner stated, it lacks sufficient
warrant to establish a traffic control device.
PARKING - FAIRWAY DRIVE
Adelle Feder of 3 Fairway Drive complained of the large amount of traffic during
pick up and drop off at the nursery school on the street. She would like parking
banned on the street.
After discussion, it was agreed that Commissioner Dallas will speak with the school
officials to determine why they are not using their circular driveway for pick up
and drop off. Mr. Altieri will check into any conditions given with the approval
of use of the building.
It was agreed to put this on the agenda for the next meeting.
PARKING - JEFFERSON STREET
The suggestion was to limit parking to four hours on Jefferson Street.
Mr. Math made a motion to postpone this decision until the next meeting date in
order to give residents time to respond to the suggestion.
Mr. Lobl seconded the motion and it was carried unanimously.
SPECIAL PERMIT APPLICATION - COLLISION TECHNOLOGY
After discussion by the committee, Mrs. Magazino stated that she would like to
see how traffic intends to enter and exit the property. She would like to see a

traffic flow pattern.
The committee would like to see and estimated business volume per day and would
like to know how many parking spaces will be used by employees.
The committee agreed that they needed more information and asked that this be put
back on the agenda next month.
NEW BUSINESS
Habitat for Humanity letters were distributed for Caroline Silverstone.
NEXT MEETING DATE
It was agreed that the next meeting date will be November 27, 1990 at 8:00 p.m.
ADJOURNMENT
On a motion from Mr. Mari, sconded by Mr. Zavell and carried unanimously, the meeting
adjourned at 11:20 p.m.
