HomeMy WebLinkAbout1992_10_27 Traffic Committee Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTEE HELD TUESDAY, OCTOBER 27 , 1992 IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: David Lobl , Chairman Deirdre Black Rosemarie Magazino Richard Mari Camille Odierna ALSO PRESENT: Stephen V. Altieri , Town Administrator Paul A. Ryan, Town Board Liaison Lieutenant P. Anderson, Police Department The chairman called the meeting to order at 8 :05 p.m. He introduced the committee members and explained the purpose of the committee. APPROVAL OF MINUTES On a motion from Mr. Lobl , seconded by Mr. Mari and carried unanimously, the minutes of September 22 , 1992 were approved as written. REPORT: PARKING PALMER AVE. David Lobl summarized the Police Department recoammendations for those in attendance. 1 . Three hour parking on both sides of Palmer Ave. 9-5 on weekdays from the Village of Larchmont line to Weaver St. 2. No parking here to corner 30 feet West of Carleon Ave. Many residents were concerned as to how these regulations might effect other local streets . This was discussed alaong with the concern regarding enforcement of no parking at the yellow curbing. Lt . Anderson stated that since the Police Department has been made aware of the problem, enforcement has been stepped up. After discussion, Mr. Lobl made the following motion : The traffic committee recommends to the Town Board that the recommendation of the Police Department be adopted for parking on Palmer Ave. along with restricting parking to three hours on Carleon and Hawthorne from Palmer Ave. South to Howell Ave. Mr . Mari seconded the motion and it was carried unanimously. REPORT: INTERSECTION OF ROCKLAND AVE AND HICKORY GROVE DR. After discussion, Mr. Lobl made the following motion : The traffic committee accepts the Police Department signage plan as reported in their memo of September 23 , 1992 and adopts it . The motion was seconded by Mrs . Black and carried unanimously. BRYSON STREET There is a great deal of concern regarding the safety of children walking on such a narrow street with no sidewalks on their way to school . Residents stated that there is no place for the children to walk except the middle of the street . They have requested a sidewalk on this street . . Mr. Ryan stated that home owners have complained about children who walk on their "lawn" which is actually a Town right of way. Town of Mamaroneck Traffic Committee October 27, 1992 Page 2 BRYSON STREET (cont. ) Mrs . Black suggested approaching the resident or residents and explain the Town right of way. Mrs . Magazino stated that this is clearly a case for a sidewalk to be installed. Limiting parking to one side of the street was discussed along with a yellow line on the street . Marking street "no parking" "no standing" during morning school hours was suggested. Mr. Altieri stated that this could set a precident for sidewalks anywhere near schools and the budget implication would be large. He pointed out that the Town did a study regarding sidewalks. MR. Mari stated that the general overview of installing sidewalks should be discussed with the Town Board and Traffic Committee. He would like to see a cost estimate to construct a sidewalk. Mrs . Magazino stated that she does not feel this problem should become a policy issue, but should be dealt with on an individual basis . Mr. Lobl asked that this issue be placed on the next agenda when Mr. Altieri will bring a cost proposal , criteria from other towns regarding sidewalks and the existing sidewalk survey. REPORT: SCHOOL CROSSING GUARD-MURRAY AVE. SCHOOL Representatives of the Murray Ave. P.T.A. again expressed their concerns regarding children crossing for school at Colonial AVe . and at Forest Ave. Lt. Anderson explained that actions which have already been implemented . A resident of Vine Rd . stated that the officer who is parked near the Forest Ave. crosswalk should be there at approx. 8 : 30 rather than 9 : 30 and from 3 :00 to 3 : 30. Lt . Anderson stated he will try to get the officer there at those hours but explained that it is the same officer assigned to the school . Mr. Mari suggested that this is a possible use for a PEO and asked that this be brought up to the Town Board . Mr. Mari asked that a count be done for the next meeting regarding how many more cars would be added to exiting on Weaver St. if no right turn were allowed onto Colonial Ave. at Damon Terrace . After discussion, Mr. Mari made the following motion: An advisory sign stating "Full Stop Ahead" be posted on Forest Ave. near N. Chatsworth at the pedestrian cross walk. The sign would be on the north side of Forest facing East at Vine Rd. The motion was seconded by Mrs . Odierna and carried unanimously. Mr . Lobl stated that the committee will continue to look at this situation. ECHO LANE AND MURRAY AVE. The recommendation from Westchester County was addressed . It was agreed that committee members should look at the intersection to Town of Mamaroneck Traffic Committee October 27, 1992 Page 3 ECHO LANE AND MURRAY AVE. see if additional traffic signs are necessary if the recommendation is adopted . It was agreed that the committee would like to see this on the next agenda with notification to residents . NEW BUSINESS Rockingstone and Mountain Fives. - The yield sign was questioned at this intersection. The concern is that it may give someone a false sense of security when entering . There was a discussion regarding signs which should exist at the triangle stating "No Parking" . Rockland Ave. - Mr . Ryan stated that the signs near Badger Day Camp were to be looked at after the camp season to decide if they should be seasonal only. Lt. Anderson reported that there were no complaints regarding parking on Rockland Ave. After discussion, Mr . Lobl made the following motion : The signs on Rockland Ave. at Badger camp remain as voted previously in order to correct a hazardous area . The motion was seconded by Mr . Mari and carried unanimously. Forest Ave. - The public hearing on ForestAve. no parking has been postpned until more information is received . ADJOURNEMENT On a motion from Mr .
