HomeMy WebLinkAbout1990_11_26 Traffic Committee Minutes I MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC COMMITTLE HELD MONDAY, NOVEMBER 26, 1990 IN THE SENIOR CENTER OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK. PRESENT: Mr. Martin Zavell, Chairman Mr. Dennis Kenny Mr. David Lobl Mrs. Rosemarie Magazino Mr. Richard Mari Mr. Anthony Math ALSO PRESENT: Mr. Arthur Dallas, Police Commissioner Mr. Steven Altieri, Town Administrator The chairman called the meeting to order at 8:05 p.m. . Mr. Zavell explained the purpose of this committee to those in attendance and introduced the members of the traffic committee. He also explained that the Town Administrator was in attendance at another Town meeting and would arrive late. APPROVAL OF MINUTES On page 2, Commercial Traffic-Murray Ave. , the second sentence, the word is weigh station rather than weight station. On page 2, Three Hour Parking-Murray Ave. , there was concern expressed regarding the wording of the motion. After discussion, the Police Commissioner stated that he felt leaving the motion broad based was advisable. On a motion from Mr. Kenny, seconded by Mr. Math, the minutes of October 29, 1990 were approved with the correction of the word weigh on a majority vote. The vote was as follows: Mr. Kenny-aye, Mr. Math-aye, Mr. Lobl-aye, Mrs. Magazino- aye, Mr. Mari-nay. PARKING LOT # 2 AND REQUEST FOR STUDY OF PARKING LOT #3 Dr. Herbert Smith, Mr. Jack Albanese and another local merchant attended the meeting to state their concern for the lack of short term metered parking near the Myrtle Blvd. business area. They stated that the Town had approved so many twenty four hour permits in the lots that there are few areas left where there clients may park. They also pointed out that most of the permit spaces are left empty during the day. The cununittee has received a memo from the Town Clerk asking them to approve fifteen spaces in lot #2 for non-resident daytime permit parking. A memo from Caroline Silverstone stated that permits in lot #3 expire on May 31st and there are inequities regarding types of permits issued for this lot. After discussion, Mr. Zavell polled the committee as to their thoughts on the subject. Mr. Mari suggested that in lot #2 we might consider reduced permit rates for merchants. Fees in lot #3 should be raised. He further suggested polling the twenty four hour permit holders to see if they would use twelve hour permits. Mr. Lobl stated that he is not in favor of non- resident daytime parking in lot #2. He feels the spaces should be made available to merchants and doctors in the area. He agrees that permit holders in lot #3 should be polled and if spaces are not used during the day, a portion of that lot should be converted to short term metered parking. Mr. Lobl also feels that the layout of lot #3 could be changed to utilize it better. Mrs. Magazino stated that she sees a need for short term meters in the Maxwell Street lot. This would serve residents, businesses and commuters in that order. She also questioned the wording of the sign at the entrace to that lot. Town of Mamaroneck Traffic Committee November 26, 1990 Page 2 PARKING LOT #2 AND REQUEST FOR STUDY OF PARKING LOT #3 (cont. ) Since the committee was in clear agreement that a re-evaluation of lot #3 is necessary, Mr. Zavell asked Mr. Lobl to be chairman of a sub committee which will look at lot #3 in regard to opening up more spaces. After studying the layout of the lot, the sub-committee will report back at the next meeting. Mr. Mari and Mr. Math will be members of the sub-committee. The committee unanimously agreed that they did not find the Town Clerk's recommendation acceptable. The sub-committee will respond to the Town Clerk after the next meeting. UPDATE - JUDSON ST. AND HILLCREST AVE Mr. Edward Loren of 42 Hillcrest Ave. stated that he is most concerned with the speed of traffic at the corner and the shrubbery obstruction at Judson St. Mr. Robert Brown of 58 Hillcrest Ave. feels that it is a matter of too many cars. Mrs. Brown stated that Hillcrest is a short, narrow street which is handling a large volume of traffic. Mr. Zavell reported that Mr. Altieri will see to it that the Town speak to the resident of the house at the corner of Judson and Hillcrest Ave. regarding trimming the shrubbery at this intersection. Commissioner Dallas reported that after twenty one days of study done at the location which included twenty eight and a half hours, no violations of speed were found. He agrees with the Browns that the volume of traffic is the problem here, not speed. After discussion, the following motion was made by Mr. Lobl and seconded by Mr. Zavell: A single yellow line be painted around the corner of Judson St. and Hillcrest Ave. to guide cars around the curve. The Highway Department is to decide exact placement. Two no parking between signs are to be erected on the north side of Hillcrest Ave. at the T intersection. The motion carried by majority vote. The vote was as follows: Mr. Lobl-aye, Mr. Zavell-aye, Mr. Kenny-aye, Mrs. Magazino-aye, Mr. Math-aye, Mr. Mari-nay. PARKING - PLYMOUTH ROAD Residents expressed their concern once again for the lack of parking on Plymouth Road. The Police Commissioner's study shows only one additional parking space that could be found as the street is designed. He agrees with the fire department that the street would be made to narrow for apparatus if more parking were allowed. Mr. Altieri reported that he looked into the possibility of creating spaces on the Town owned land at this site. Since only three additional spaces could be made, the expense would not be justified. Mr. Altieri reported that he will address this topic at the January meeting with the possibility of altering Winthrop Street. Town of Mamaroneck Traffic Committee November 26, 1990 Page 3 UPDATE - PARKING ON FAIRWAY DRIVE Commissioner Dallas reported that he has visited school authorities and has been assured that the circular driveway will be used once the roof repairs are completed. He is against prohibiting parking on Fairway Drive and would like to get in touch with residents once the driveway is being used at the school to see if the problem has abated. Mr. Altieri reported that his research showed that no conditions regarding parking were attached to the approval of use of the building. This will be placed on the January agenda for an update. STOP SIGN-MURRAY AVE. AND MAPLE HILL DR. Residents of Murray Ave, Jordan Weir of 111 Murray Ave. , Alice Heffler of 119 Murray Ave, Eric Filo of 124 Murray Ave. and Herbert Heffler of 119 Murray Ave. all questioned the need for a permanent stop sign at the intersection of Maple Hill Drive and Murray Ave. They feel there is good visibility at this location and findthe traffic starting and stopping a nuisance. They would like to see the stop sign removed. Commissioner Dallas reported that the previous temporary stop sign was made permanent to comply with the manual for vehicle and traffic laws. His recommendation is to remove the stop sign with notification to Murray Ave. School and Sts. John and Paul School. After discussion, committee members agreed that the intersection of Echo, Hillside, Edgewood and Murray is much more difficult to traverse and felt that the stop sign might be better used if moved to that location. Some committee members felt that the stop sign with the pedestrian crossing was necessary for children crossing to attend the two elementary schools in the area. On a motion from Mr. Mari, seconded by Mr. Math: The traffic committee recommends adopting the Police Department's recommendation to remove the stop sign at Murray Ave. and Maple Hill Dr. with notification to the two elementary schools. The vote was as follows: Mr. Mari-aye, Mr. Math-aye, Mrs. Magazino-aye, Mr.Lobl- nay, Mr. Zavell-nay, Mr. Kenny-nay. Since there was a tie vote, no action will be taken on this motion. It was agreed that the intersection of Edgewood/Murray/Echo/Hillside be studied and put on the agenda for the next meeting. When residents asked what action they could now take, it was suggested that they attend the Town Board meeting. _ REQUEST FOR TRAFFIC STUDY-16 N. CHATSWORTH AVE. Rosalie and Joe Grisanti of 16 N. Chatsworth Ave reported that a large number of accidents have occurred at the exit of their parking lot and would like to have a traffic control device at this location. y Town of Mamaroneck Traffic Committee November 26, 1990 Page 4 REQUEST FOR TRAFFIC STUDY-16 N. CHATSWORTH AVE. (cont.) Commissioner Dallas reported that he is against a traffic control device at this location but will conduct a study for speed violators and return to the next meeting with a report. FOUR HOUR PARKING LIMIT-JEFFERSON STREET After discussion, the committee agreed to put this on the agenda for next month in order to allow more people in the buildings to be notified so they may have input. SPECIAL PERMIT-COLLISION TECHNOLOGY Since no more information has been received as was requested, this will be put on next months agenda in hopes that needed information will be received by then. PARKING-MURRAY AVE. AND MYRTLE BLVD. It was agreed that the sub-committee studying parking lots #2 and #3 will include this area in their study. NEXT MEETING DATE It was agreed that the next meeting date will be Tuesday, January 8, 1991.
