PRESENT: David Lobl, Chairman Richard Mari Pincus Leitner Camille Odierna Dierdre Black Nancy Angiulo Frank Vozza ALSO PRESENT: Lieutenant Anderson, Police Department Paul Ryan, Liaison from Town Board Paul Munch, Chief of Police Department Stephen Altieri, Administrator, Town of Mamaroneck Call to Order: The Chairman called the meeting to order at 8:15 p.m. Approval of Minutes: On motion of David Lobl, duly recorded, the minutes of the Traffic Committee Meeting held January 12, 1993 were approved with the following correction: under the heading Approval of Minutes, the word "HER" in the seventh line is amended to read "qUa2Er. New Members: The Chairman introduced to the Committee and welcomed Nancy Angiulo and Frank Vozza. The Chairman explained the purposes and functions of the Traffic Committee, the resources available to assist the Committee in its functions, including Police surveillance of ?locations, historical data maintained by the Police (i.e. accidents, traffic flaw, selective enforcement) , as well as the Town's Highway Department. Loyal Inn Conversion to Shopping Center. Mr. Altieri advised the Committee that the Planning Board was grateful for the detailed review and suggestions expressed by the Committee at its last meeting, as memorialized in the Catmittee's Memorandum - Excerpted Minutes of 1/12/93 Meeting. (A copy of which was distributed at the Meeting) . -2- Murray Avenue at Edgewood Avenue and Echo Lane. The Chairman summarized this pending item of business for the benefit of the new members. The Committee received a letter dated February 16, 1993 from the Westchester County Department of Public works, Director of Traffic Engineering and Highway Safety, which reiterated the County's recommendation to convert a portion of Hillside Avenue (Echo Lane) to a one-way street. After discussion, it was agreed that this matter would be placed on the Committee's agenda for its April meeting, to the local residents concerned about this mattert and tat wouldhePbice Department would prepare a diagram of the proposal one-way conversion. Overnight Parking Exemptions. The Traffic Committee received a memorandum dated February 26, 1993 from Chief Munch, outlining proposed changes to the procedures now utilized to grant exemptions fran the Town's overnight Parking ordinance ('COPY') . Attached to the memorandum was a copy of the Overnight Exemptions to the OPO, dated ?June 6, 1984 (Exemption Policy') and a foam of proposed Temporary Parking Authorization. Chief Munch summarized the contents of his Memorandum. Lt. Anderson added that the Police Department receives about 35-40 calls per night requesting exemptions fran the OPO which tie-up telephone lines and interfere with routine and emergency police matters, which creates friction between the officers on duty and Town residents. Discussions then ensued. Mrs. Leitner questioned the need to have a four month limitation period in the Proposed Policy, which he believed would work hardships to residents without driveways large enough to accommodate overnight guests. Granting residents a certain number of exemptions per year was also discussed, computerization of exemption requests, and the possible use of Town parking lots for overnight parking. Messrs. Ryan and Altieri offered same of the reasons from the OPO: safety of residents, prevention of long term street parking, snow removal, street cleaning and aesthetics and that abuses of the Exemption Policy have multiplied with the passage of time since the OPO was enacted in 1970. (Note: After the meeting, Lt. Anderson distributed a copy of the OPO, a Dopy of which is attached) . Discussions continued. Mr. Mari explained that in 1984, the Exemption Policy was compiled by the Catmittee as a guide to the Police Department to cover specific instances of hardship, such as vehicle breakdown, driveway repair, overnight guests, etc. Mr. Vozza suggested a modification of the Proposed Policy, as an interim measure, by deleting the four month limitation period, with follow-up reports by the Police Department to the Committee as to the reaction, effect and results of the proposed Policy. -3- After further discussion, Chief Munch agreed to accept the modification and revise the Proposed Policy to delete references to a four month period to be effective April 1, 1993. Lt. Anderson confirmed that the Proposed Policy will be explained to residents who call and that increased effects will be made during an initial implementation period to insure a smooth transition to the Proposed Policy. A copy of the revised Proposed Policy is attached. 1993 Traffic Committee Meeting Schedule. All meetings commence at 8:00 P.M.>M>; at the location designated in the Notice of Meeting (Court Roan or Senior's Center) : April 13 May 4 June 15 September 14 October 12 November 9 December 7 New Business and Follow-Up. Mr. Ryan brought to the Committee's attention the concerns of residents regarding the following. 1. Suburban Carting trucks are traversing Avon Road and other local roads where truck traffic is prohibited. 2. Signage on Rockland Avenue : 5 Ton Truck limits 3. Signage on Rockland Avenue near Jason Lane. 4. Four way stop sign on Vine Road. Mr. Altieri said the Town will follow-up on these matters. Regarding Vine Road, Mr. Altieri said that the placement of the signs was difficult due to lack of sidewalks but that the Town was addressing the issue. The meeting was adjourned at 10:30 p.m. -4- RESOLVED, that the Town Board of the Town of Mamaroneck, by virtue of the authority granted to it, does hereby establish the following traffic regulations: **No parking shall be allowed on any streets within the Town of Mamaroneck between the hours of 3:00 A.M. and 6:00 A.M. except as follows: 1. The north side of Dillon Road between Parkland Avenue and Edgewater Place; 2. The south side of Locust Terrace between the intersection of Parkland Avenue and seventy-five feet east of the intersection of Locust Terrace with Parkland Avenue; 3. The south side of Copley Road between the intersection of Alden Road and Copley Road and one hundred fifty feet east fron said intersection; 4. The south side of Lester Place; 5. The east side of Cabot Road; 6. The east side of Thompson Place; 7. The east side of Richbell Road; 8. Garit Lane for its entire length on both sides; 9. Valley Road for its entire length on both sides; 10. Alden Road between Harmony and Boston Post Road on west side; 11. Plymouth Street for fifty feet east from the intersection of Plymouth and Winthrop; 12. Baldwin Avenue on the south side exclusive of the circle with fron end to curb; 13. South side of Laurel Avenue from Thompson Place east; 14. Burton Road on the east and west side; 15. The west side of Richbell Road between Palmer AVenue and the Village of Mamaroneck Village line; 16. The east side of Palmer AVenue from the Central School driveway to the Village of Mamaroneck Village line; 17. The north side of Chatsworth Avenue from Myrtle Boulevard to Jefferson Street.; and be it further RESOLVED, that this ordinance is subject to the provision of the Traffic Regulation regarding Snow Emergency Streets promulgated ON December 14, 1970, by the Police Commission of the Town of Mamaroneck, a copy of which is annexed hereto; ** EXEMPTIONS TO OVERNIGHT PARKING
