MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK TRAFFIC
COMMITTEE HELD TUESDAY, JANUARY 12 , 1993 IN THE COURT ROOM
OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, N.Y.
PRESENT: David Lobl , Chairman
Richard Mari
Pincus Leitner
Camille Odierna
ALSO PRESENT: Lieutenant Anderson, Police Department
Paul Ryan, Liaison from Town Board
EXCUSED: Deirdre Black
The Chairman called the meeting to order at 8 : 10 p.m. He
announced that Mrs . Magazino ' s and Mr. Mari ' s terms have
expired on the board . Mr . Mari will seek another term.
The committee is waiting for the town board to meet for
appointments and reappointments .
Choosing to wait for a full committee to set the 1993 meeting
dates, the committee set the next two dates as: Tuesday,
February 9th and Tuesday, March 9th.
APPROVAL OF MINUTES
On a motion from Mr. Lobl , seconded by Mr. Leitner the minutes
of November 24, 1992 were approved with the following corrections :
In the first paragraph, the amendment should read " . . . Pincus
Leitner was excused" . Under the heading NEW JEFFERSON STREET,
The second sentence should be amended after the words NO
LEFT TURN sign should be posted . The fourth sentence should
be amended to read "A NO PARKING HER TO CORNER sign should
be established on the east side of North Chatsworth Avenue
from the fire hydrant south to the corner of Old Jefferson
Street . . . " .
SELECTIVE ENFORCEMENT - MYRTLE BOULEVARD AND NORTH CHATSWORTH
Lt. Anderson reported that an officer has been educating
motorists that they must yield to oncoming traffic. Warnings
will continue to be issued. Mrs. Odierna asked if there
is a way to educate motorists regarding this same issue
for other intersections . After a short discussion, Mr.
Ryan mentioned that there is a traffic column in the newspaper
which might serve the purpose . Lt. Anderson will check
with Chief Munch regarding this .

The Traffic Committee studied the blue prints and after
lengthy discussion, decided they had several concerns.
It was agreed to send the following memo to the Town of
Mamaroneck Planning Board, Board of Appeals or other agencies
involved in the Loyal Inn property conversion:
Members of the Traffic Committee continue to review the
materials furnished by the Planning Board dated 11/10/92
prepared by Andrew Fredman Assoc. , site plan approval application

dated 11/17/92 and accompanying documents plus the application
to the Board of Appeals and the Traffic Committee has the
following comments :
1 . The loading dock provided for the main store ( 18 , 169
sq. ft. ) , appears to be inaccessible to large tractor trailers
which would be making deliveries to that location. The
parking lot as configured at that location appears to prevent
these trucks from turning, permits only one exit and the
right turn appears impassible for a tractor trailer: it
also appears that the traffic lane adjacent to the loading
area could be blocked by delivery vehicles and could block
fire apparatus from turning into the fire lane. The loading
area which appears in the middle of the fire lane giving
access to the three smaller stores is problematic since
it is in the fire lane. The fire lane is indicated to be
13 ' 7" . If there is more than one delivery at any given
time, trucks will be backed up and park (or stand) in the
fire lane.
2 . There is concern that the statistics demonstrate that
retail use will increase traffic more than three fold from
1267 daily trips to 3860 daily trips . This assumes that
there are approximately 1200 trips to the bowling alley
now. Even with this apparent increase in traffic, the site
plan application concluded a small to moderate impact in
traffic. It is not clear that the traffic light at Dillon
Road can handle this increase in traffic, especially cars
turning left going east on the Boston Post Road. Perhaps
arrows are necessary for exclusive left turns . Additionally,
the areas marked for entrance and exit at the east and west
ends of the parking areas are not clearly identified, ie.
can traffic make a left turn onto the Boston Post Road east
from exit only area or right turn only, can vehicles turn
left into the entrance only on the eastern end of the premises
or is this only an entrance for cars traveling west on the
Boston Post Road?
3 . It appears the entrance/exit points are at the most
narrow point of the parking lot . One car pulling out would
be able to stop traffic and block cars backed out into the
Boston Post Road trying to enter the premises . The majority
of parking spots are on the side and traffic could be subject
to significant delay exiting because of a bottle neck at
the entry, especially since the second exit is beyond the
main exit/entry area . Vehicles would have to go past that
exit to get tot the second exit . It may not be clear to
vehicles that there is an exit at the "back" of the building.
Even if this is a means of exiting, delivery vehicles could
be stacked up at this area for the three smaller stores .
Although it appears the developer provided for parking spaces

while 190 parking spaces are required, if the traffic committee ' s
observations are correct and the configuration of the parking
spaces by the loading dock at the back door are accurate,
there will be a diminution of parking spaces which will
bring the developer below the required number. The same
rationale would apply if there is a decrease in spaces by
the main entrance since the traffic committee feels there
could be a serious bottleneck at that location with traffic
backing out of or entering spaces .
On a motion from David Lobl , seconded by Pincus Leitner
and carried unanimously, it was agreed that after review
of this portion of the minutes, they be forwarded to the
Zoning Board as a memo from the Traffic Committee .
ADJOURNMENT
On a motion from Mrs. Odierna, seconded by Mr. Mari , the
meeting adjourned at 9 : 25 .
